(PEN YR ALLEY AVENUE AND OLD ROAD, SKEWEN) (REVOCATION) (PROHIBITION OF WAITING, LOADINGAND UNLOADING AT ANY TIME) AND (PROHIBITION OF WAITING AT ANY TIME) ORDER 2026

NOTICE is given that the Council intends to make an Order under Sections 1, 2 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (hereinafter referred to as "the Act of 1984") and of all other powers them enabling and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act of 1984, the effect of which is as set out in the Schedules below.

A copy of the draft Order, plan and statement of reasons can be inspected on the Council's Internet Website https://www.npt.gov.uk/traffic-regulation-orders-tros  

Any objections should be submitted in writing, setting out the reasons thereof, to reach the Head of Engineering and Transport, The Quays, Baglan Energy Park SA11 2GG by 11th August 2026.

SCHEDULE

Schedule 1 - Revocations
1.1 Any existing Orders are hereby revoked only in so far as they relate to the sides and lengths of roads set out in Schedules of this Order.

1.2 (B4290 Llandarcy to Skewen) (No Waiting At Any Time) (Prohibition of Waiting, Loading and Unloading At Any Time) Order 2018.

Schedule 1 - Prohibition of Waiting At Any Time
1.6 Pen Yr Alley Avenue, Skewen (South West Side)
From its junction with Pen Yr Heol for a distance of approximately 22 metres in a north westerly direction.

1.7 Pen Yr Alley, Skewen (North East Side)
From its junction with Burrows Road for a distance of approximately 18 metres in a north westerly direction.

Schedule 2 - Prohibition of Waiting, Loading and Unloading at Any Time
2.3 Old Road, Skewen (South East Side)
From its junction with Access Road 2 for distance of approximately 15 metres in a north easterly direction.

2.4 Old Road, Skewen (South East Side)
From its junction with Access Road 2 for distance of approximately 15 metres in a south westerly direction.

Schedule 2 - Prohibition of Waiting, Loading and Unloading At Any Time
2.1 Old Road, Skewen (South East Side)
Between a point approximately 69 metres south west of its junction with the western kerbline of Ffordd Y Mynach and a point approximately 104 metres south west of its junction with the western kerbline of Ffordd Y Mynach, a distance of approximately 35 metres.

Schedule 3 - Prohibition of Waiting At Any Time
3.1 Pen Yr Alley Avenue, Skewen (South West Side)
From its junction with Pen Yr Heol for a distance of approximately 3 metres in a north westerly direction.

3.2 Pen Yr Alley Avenue, Skewen (North East Side)
From its junction with Burrows Road for a distance of approximately 3 metres in a north westerly direction.

For clarification the above traffic regulation orders in Schedule 3 are being revoked and reduced in length to accommodate the installation of a new Humped Zebra Crossing and its associated zig-zag road markings.
