Cultural Quarter Area - Multiple Traffic Notices

LEICESTER CITY COUNCIL (CULTURAL QUARTER AREA, LEICESTER) (PEDESTRIAN & CYCLES ONLY (NO MOTOR VEHICLES) AND ONE-WAYS (EXCEPT PEDAL CYCLES)) (MOVING CONSOLIDATION 2025, AMENDMENT NO.##) TRAFFIC REGULATION ORDER 2026 (TMP2015)

NOTICE IS HEREBY GIVEN Leicester City Council (“the Council”) proposes to make an Order under Sections 1(1), 2(1) to (3), 4(2), 5 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (“the Act”), and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act, hereby propose to makes the following Order: -

The effects of the proposed Order, will be:

• To amend existing One-way Street restrictions to exempt Pedal Cycles at all times on the following Roads: - o Ann Street, Colton Street, Midland Street, Nicholas Street, Rutland Street, Southampton Street, Wigston Street, Wimbledon Street, Yeoman Lane and Yeoman Street.

• To amend the existing one way restrictions to include the whole length of the road, Pedal Cycles will be exempt on the following lengths of roads: - o Queen Street; from St Georges Way to Rutland Street (south-east to north-west), o Southampton Street; from Rutland Street to St Georges Way (north-west to south-east).

• To restrict access to allow Pedestrians and Pedal Cycles only (No Motor Vehicles) on the following Road: - St George Street between Southampton Street and Queen Street.

• To revoke certain existing prohibitions and restrictions.

A COPY of the proposed Order, the relevant plan, the Council’s statement of reasons for proposing to make the Order and extract copies of the Order being amended may be seen at Leicester City Council’s website: https:// leicester.gov.uk/trafficregulationorders or https://leicester. traffweb.app/traffweb/2/PublicConsultation.

OBJECTIONS to the proposed Orders must be made in writing and specify the grounds on which they are made to Traffic Orders Team, Leicester City Council, City Hall, Charles Street, Leicester LE1 1FZ or email TROteam@leicester.gov.uk and mark for the attention of Ian Nash.

Any objections stating grounds on which they are made and quoting ref. ‘TMP2015-Cultural Quarter and must be received by 10th day of August 2026.

The proposals are to give an exemption to pedal cycles on existing One-way Street restrictions within the Cultural Quarter. In addition, new One-way Streets will also have this same exemption. To give priority to pedestrians and pedal cycles on St George Street by prohibiting motor vehicles using that street. This helps accessibility, permeability for pedestrians and cycles to this area.
