What is happening?

SECTION 16A ROAD TRAFFIC REGULATION ACT 1984

TEMPORARY CLOSURE OF DUKES AVENUE FOR THE ROYAL ESTATE RESIDENTS’ ASSOCIATION

HARROW COUNCIL HEREBY GIVE NOTICE that they have made a traffic order under the provisions of section 16A of the Road Traffic Regulation Act 1984 that shall temporarily close the roads referred to in this notice to allow an event known as Royal Estates Residents Association to take place.

    1. Vehicles would be temporarily prohibited from entering or exiting Dukes Avenue between the junction of Princes Avenue and junction of Earl’s Court between 12:00hrs and 21:00hrs;

    1. Nothing in paragraph 1 above shall apply to:-

      (a) any vehicles being used for ambulance, fire brigade or police purposes in an emergency;

      (b) anything done with the permission or at the direction of a police constable in uniform or a civil enforcement officer;

      (c) any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;

      (d) any vehicles used in connection with the Royal Estates Residents Association street parties;

      (e) residents needing to gain access to their property, as far as is practicably possible, using hazard lights, travelling at 5MPH or less and access maintained by marshals;

      (f) vehicles when used in the service of a local authority in pursuance of statutory powers or duties provided that in all the circumstances it is reasonably necessary in the exercise of such powers or the performance of such duties for the vehicle to enter the restricted streets.

    1. The provisions of this order will not have effect unless all the signs in accordance with the provisions of the Traffic Signs Regulations and General Directions 2002 (c) are displayed, removed or covered, or unless at the direction of a police constable in uniform or a civil enforcement officer.

  1. Diversion route; via Earls Crescent, Princes Drive and vice versa.
