What is happening?
THE KINGSTON UPON HULL CITY COUNCIL
(TEMPORARY PROHIBITION OF THROUGH TRAFFIC) ORDER 2026
MEADOWBANK ROAD
NOTICE IS HEREBY GIVEN that the Kingston upon Hull City Council by virtue of S.14(1) of the Road Traffic Regulation Act 1984 intends to make an Order.
The effect of the Order will be to prohibit any person with a vehicle from proceeding along:-
Meadowbank Road near to the junction with Morris Road from 09:30 on 10th August 2026 to 15:30 on 7th September 2026, Kingston upon Hull.
The purpose of the Order is to ensure the safety of the public and operatives during the installation of a new traffic island which will accommodate the new 20mph Traffic Regulation Order which is yet to be implemented but also provide a new traffic island which will reduce the crossing distance for pedestrians between each of the footways.
To allow for the installation of the new island, some concrete carriageway reconstruction will be required.
The alternative route for vehicles to be signed.
Access will be maintained for emergency services.
The Order will take effect on from 10th August 2026 to 7th September 2026 and may continue in force for a period not exceeding eighteen months or until the works which it is proposed to carry out have been completed, whichever is the earlier.
It is anticipated, however, that the works will be completed in a period of approximately from 09:30 on 10th August 2026 to 15:30 on 7th September 2026.

HALLCOATE VIEW/RISHOLME WAY/WESTERN GAILES WAY AREA (PROHIBITION OF WAITING) ORDER 2026

HALLCOATE VIEW/OXLAND DRIVE/RISHOLME WAY (20 MPH SPEED LIMIT ZONE) ORDER 2026
NOTICE IS HEREBY GIVEN that the Kingston upon Hull City Council proposes to make the above Orders under Sections 1, 2(1) to (3), 4(2) and 84 of the Road Traffic Regulation Act 1984 and in pursuance of powers granted by the Secretary of State under Section 74 and Part 2 of Schedule 8 and under Paragraph 8 of Schedule 9 of the Traffic Management Act 2004.
The effect of these Orders will be to introduce new double yellow lines restrictions at junctions, bends, accesses, and vehicle turning areas, on Hallcoate View, Oxland Drive and Risholme Way area.
New double yellow lines are also proposed at the southwestern end of Western Gailes Way to ensure access is maintained to the proposed new Emergency Access link to Hallcoate View, together with the introduction of a 20mph speed limit zone in the former Princess Royal Hospital site, including ramps and shared surface areas.
The purpose of these Orders are considered necessary to maintain access, ensure the flow of traffic and maintain visibility. The 20mph speed limit zone Order is considered necessary to ensure that the speeds of vehicles in the area are consistent with the traffic calmed residential street environment.
A copy of the draft Orders, the relevant plans and statement of the Council’s reasons for proposing to make the Orders are available for inspection during normal office hours at the General Reception Area, The Kingston upon Hull City Council, The Guildhall, Kingston upon Hull, HU1 2AA.
