Newcastle Upon Tyne - Off Street Parking Places Order

CITY OF NEWCASTLE UPON TYNE (OFF STREET PARKING PLACES) ORDER 2021 (GRAINGER TOWN MSCP VARIATION) ORDER 2026

1. NOTICE IS HEREBY GIVEN that the Council of the City of Newcastle upon Tyne (“the Council”) propose to make an Order under sections 32, 35 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 which amends the City of Newcastle upon Tyne (Off Street Parking Places) Order 2021 (“the 2021 Order”).

2. The effect of the proposed Order is to -

(a) change the opening hours of Grainger Town MSCP so that it closes at 12 midnight on Fridays and Saturdays and reopens at 6am on Saturdays and Sundays. The car park is currently open 24 hours a day at the weekend; and

(b) remove the parking charge of 50p per hour payable between 7pm and midnight on Fridays and Saturdays at Grainger Town MSCP.

Reason for the proposals - An initial 6-month trial was introduced whereby the opening hours at Grainger Town MSCP were extended to allow the car park to remain open overnight on a Friday and Saturday evening. The trial was introduced in order to support the nighttime economy with safe and accessible parking and to establish if there was sufficient demand for weekend overnight parking at this location. Due to the additional expenditure required to fund the extended opening times, additional hourly charges of 50p per hour for the period of 7pm until midnight were introduced in the car park on Friday and Saturday nights only. The 6-month trial period was in operation from 7th November 2025 to 2nd May 2026. Results from evaluations undertaken after the end of the trial showed low vehicle movements during the extended opening hours and a financial loss. Therefore, it is proposed to revert to the opening times and charges that were in place before the trial began.
