(PARKING CONSOLIDATION ORDER 2025 AMENDMENT NO.###) TRAFFIC REGULATION ORDER 2026 (TMP1035)
NOTICE IS HEREBY GIVEN Leicester City Council ("the Council") proposes to make an Order under Sections 1(1), 2(1) to (3), 4(2), 5, 32, 35, 45, 46 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 ("the Act"), and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act, hereby propose to makes the following Order: -
The effects of the proposed Order, will be:
• To introduce a Restricted Parking Zone (RPZ), where No Waiting/No Loading operate at all times on all days (Except in signed bays) on the following Road(s): - Ann Street, Burton Street, Church Street, Colton Street, Halford Street, Midland Street, Morledge Street, Nicholas Street, Queen Street, Rutland Street, Southampton Street, St George St, Vestry Street, Wigston Street, Wimbledon Street, Yeoman Lane and Yeoman Street.
• To amend and introduce payment bays (Tariff £2.50 for the first 2 hours, then £0.60p for each hour thereafter up to 11 hours) the Maximum stay and No return provision shall be removed.
These bays will operate from 7.30am to 6pm on all days on the following roads: - Ann Street, Burton Street, Church Street, Colton Street, Midland Street, Morledge Street, Nicholas Street, Queen Street, Southampton Street, Wimbledon Street and Yeoman Street.
• To amend the existing disabled bays to operate at all times on all days on the following roads: - Midland Street, Queen Street, Southampton Street and Vestry Street.
• To introduce disabled bays operating from 6pm to 7.30am the following day on the following roads: - Rutland Street and Yeoman Street.
• To amend or introduce loading bays that will operates from 7.30am to 6pm on the following roads: - Ann Street, Burton Street, Colton Street, Morledge Street, Rutland Street, Wigston Street, Wimbledon Street and Yeoman Street.
• To introduce a loading bay operating at all times on all days on the following road: - Southampton Street.
• To amend the EV charging bay to operate from 7.30am to 6pm on all days, Maximum stay 2 hours on the following road: - Yeoman Street
• To amend the location of the bus/coach bay operating at all times on all days 30 minutes of Waiting with a No Return within 1 hour on the following road: - Queen Street
• To introduce a taxi clearway, no stopping at all times on all days on the following road: - Rutland Street.
• To amend the existing taxi clearway to operate from 6pm to 7.30am the next day on the following road: - Rutland Street.
• To introduce General Parking Places operating from 6pm to 7.30am the next day on the following roads: - Ann Street, Burton Street, Church Street, Colton Street, Midland Street, Morledge Street, Nicholas Street, Queen Street, Rutland Street, Southampton Street, St George St, Wimbledon Street and Yeoman Street.
• To revoke certain existing prohibitions, restrictions and provisions within the proposed RPZ.
A COPY of the proposed Order, the relevant plan, the Council's statement of reasons for proposing to make the Order and extract copies of the Order being amended may be seen at Leicester City Council's website: https://leicester.gov.uk/trafficregulationorders or https://leicester.traffweb.app/traffweb/2/PublicConsultation.
OBJECTIONS to the proposed Orders must be made in writing and specify the grounds on which they are made to Traffic Orders Team, Leicester City Council, City Hall, Charles Street, Leicester LE1 1FZ or email TROteam@leicester.gov.uk and mark for the attention of Ian Nash. Any objections stating grounds on which they are made and quoting ref. 'TMP1035-Cultural Quarter and must be received by 10th of August 2026.
The proposals are intended to introduce a Restricted Parking Zone (RPZ) and the removal of the maximum stay period within the payment bays operating from 7.30am to 6pm on all days. Within the RPZ any bay that does not operate at all times, the bay(s) will also have a general parking places provision from 6pm to 7.30am the next day, meaning vehicles may park for free without time limit.
