(VARIOUS LOCATIONS, RHONDDA CYNON TAFF) (REVOCATION, VARIATION, NO STOPPING ON ‘SCHOOL KEEP CLEAR’ MARKINGS, WAITING AND LOADING RESTRICTIONS) ORDER 2026 (RELOCATION OF TRAFFIC CALMING MEASURES) NOTICE 2026
NOTICE IS HEREBY GIVEN that the Rhondda Cynon Taff County Borough Council propose to make various Orders under Sections 1, 2, and 4 of the Road Traffic Regulation Act 1984 (“the Act”), and of all other enabling powers, the effect of which will be to:
1. Vary the Traffic Regulation Orders as specified in Schedule 1 Part 1, Schedule 2 Part 1 and Schedule 4 Part 1
2. Remove the ‘School Keep Clear’ Markings at the locations specified in Schedule 1 Part 2
3. Introduce ‘School Keep Clear’ Markings as specified in Schedule 2 Part 2, Schedule 3 Part 1
4. Introduce waiting restrictions as specified in Schedule 2 Part 3, Schedule 3 Part 2, Schedule 4 Part 2
5. Introduce loading restrictions as specified in Schedule 2 Part 4, 5 and 6
NOTICE IS HEREBY GIVEN that the Rhondda Cynon Taff County Borough Council propose under Sections 90A, 90C and 90G of the Highways Act 1980, the Highways (Road Humps) Regulations 1999 and the Highways (Traffic Calming) Regulations 1999 and all enabling powers to:
6. Relocate the traffic calming measures specified in Schedule 2 Part 7
A copy of the relevant documents may be inspected by appointment at the Principal Offices of the Rhondda Cynon Taff County Borough Council, 2 Llys Cadwyn, Taff Street, Pontypridd, CF37 4TH, at local relevant libraries, or online at www.rctcbc.gov.uk
Objections to the proposal together with the grounds on which they are made must be sent in writing to the Traffic Manager, Floor 2, 2 Llys Cadwyn, Taff Street, Pontypridd, CF37 4TH or by email on TrafficConsultations@rtcbc.gov.uk by 7th August 2026.
SCHEDULE 1
Various locations for revoking School Keep Clear (SKC) Markings, due to schools having closed / relocated. Also includes the removal of school buses bay and a section of Prohibition of Waiting At Any Time situated at the rear of the Ferndale School
Part 1 – Variations
1. The “Rhondda Cynon Taff County Borough Council (Prohibition and Restriction of Waiting and Loading and On Street Parking Places) (Consolidation) Order 2012” shall be varied by the following changes: -
1. The “Rhondda Cynon Taff County Borough Council (Ann Street, Williams Street and Cross Stret, Cilfynydd) (Prohibition of Waiting At Any Time and No Stopping on ‘School Keep Clear’ Markings) Order 2007” shall be varied by the removal of Part 2 of the Schedule
2. The “Rhondda Cynon Taff County Borough Council (Heol-Y-Graig, Heol Pendarren and Mount Street, Rhigos) (Revocation, Variation, 20mph, 30mph, 60mph Speed Limit and No Stopping on ‘School Keep Clear’ Markings) Order 2009 shall be varied by the removal of Part 6 of the Schedule
3. The “Rhondda Cynon Taff County Borough Council (Various Streets, Ferndale) (20mph Speed Limit and Waiting Restrictions Order 2011” shall be varied by the removal of Part 3 and Part 4 of the Schedule
2. The “Rhondda Cynon Taff County Borough Council (Various Locations Throughout Rhondda Cynon Taff) (No Stopping on ‘School Keep Clear’ Markings) Order 2012” shall be varied by the removal of the following items:-

Part 1 - Variations
1. The “Rhondda Cynon Taff County Borough Council (Prohibition and Restriction of Waiting and Loading and On Street Parking Places) (Consolidation) Order 2012” shall be varied by the removal of the following Order from the ‘Schedule of Orders’:-
a. Rhondda Cynon Taff County Borough Council (Cefn Lane, Glyncoch) (Prohibition of Waiting) Order 1990” shall be revoked in its entirety
2. Rhondda Cynon Taff County Borough Council (Various Locations Throughout Rhondda Cynon Taff) (No Stopping on ‘School Keep Clear’ Markings) Order 2012” shall be varied by the removal of the following items:-

Part 2 – No Stopping on ‘School Keep Clear’ Markings 8am – 5pm Monday to Friday Inclusive

a. The north-eastern side, from a point 18 metres west of its centreline with Greenmeadow Close, in a westerly direction for a distance of 43.56 metres
Part 3 – Prohibition of Waiting At Any Time
1. Cefn Lane, Glyncoch
a. The north-eastern side, from a point 62 metres west of the junction centreline with Greenmeadow Close, for a distance of approximately 17 metres
b. The north-eastern side, from a point opposite the junction centreline of Greenmeadow Close, in a westerly direction for a distance of approximately 18 metres
c. The north-eastern side, from its junction with the B4273, Ynysybwl Road, following the curvature of the road in a westerly direction for a distance of approximately 165 metres

a. The western side, from a point 4 metres south of the property boundary line of Nos. 33 and 34 Glyncoch Terrace, in a northerly direction for a distance of 78 metres

a. The eastern side, from a point 4 metres south of the common property boundary line of No.34 and No.33 in a northerly direction for a distance of approximately 78 metres
Part 7 – Relocation of Traffic Calming Measures
Road Hump not exceeding 100mm height, length 3700mm, width to suit carriageway to be relocated:-

Current Location - approximately 35 metres west of the junction centreline with Greenmeadow Close
New Location - at a point 62.2 metres west of the junction centreline with Greenmeadow Close

Ysgol Bro Taf (Pontypridd High) in Cilfynydd – new ‘School Keep Clear’ Markings and Prohibition of Waiting Restrictions at Any Time restrictions. These markings are already installed at the Albion Industrial Estate Road leading to the school entrance and gated school bus parking areas
Part 1 - No Stopping on ‘School Keep Clear’ Markings 8am – 5pm Monday to Friday Inclusive
1. Albion Industrial Estate Road (Road directly outside of the school)
a. The southern side, from a point 4 metres west of the school entrance in a westerly direction for a distance of 25.56 metres
b. The southern side, from a point 42 metres west of the school entrance in a westerly direction for a distance of 31.56 metres
c. The southern side, from a point 100 metres west of the school entrance in a westerly direction for a distance of 25.56 metres
d. The southern side, from a point 126.5 metres west of the school entrance in a westerly direction for a distance of 25.56 metres
Part 2 – Prohibition of Waiting At Any Time
1. Albion Industrial Estate Road (Road directly outside of the school)
a. The northern side, from the southern kerb line of the junction to Albion Industrial Estate, south-westwards for a distance of approximately 229 metres
b. The southern side, from a point 30 metres west of the school entrance, south-westwards for a distance of approximately 12.5 metres
c. The southern side from a point 71.5 metres west of the entrance to the school in a westerly direction for a distance of approximately 25.5 metres
d. The southern side from a point 152 metres west of the entrance to the school in a westerly direction for a distance of approximately 47 metres
e. The south-eastern side, from a point 5 metres east of the entrance to the school in an easterly, then northerly direction following the curvature of the road for a distance of approximately 35 metres
f. The southern side, from the junctions (4 No.) leading to gates of the school bus pick up and drop off areas, for a distance of approximately 2.5 metres, to both sides of all 4 junctions
SCHEDULE 4
Pontshonnorton Road, Cilfynydd - for removal of School Keep Clear (SKC) Markings and the School Buses only bay and new Prohibition of waiting At Any Time at the junction to the un-named road leading to the old YGG Pont Sion Norton school (school has closed)

1. The “Rhondda Cynon Taff County Borough Council (Prohibition and Restriction of Waiting and Loading and On Street Parking Places) (Consolidation) Order 2012” shall be varied by the removal of the following Order from the ‘Schedule of Orders’
a. ‘Mid Glamorgan County Council (Pontshonnorton Road, (Route A4054) Pontshonnorton, Pontypridd (On Street Parking Places) Order 1996’ shall be revoked in its entirety.
2. The “Rhondda Cynon Taff County Borough Council (various Locations Throughout Rhondda Cynon Taff) (No Stopping on ‘School Keep Clear’ Markings) Order No. 2, 2013 shall be varied by the removal of the following item:-

Item 6, Pontshonnorton Road, Pontypridd Part 2 – Prohibition of Waiting At Any Time
1. Pontshonnorton Road, Cilfynydd
a. The eastern side, from it’s the junction with the un-named road to the side of No. 119 and No. 120 Pontshonnorton Road, in a north-easterly direction for a distance of 10 metres
b. The eastern side, from it’s the junction with the un-named road to the side of No. 119 and No. 120 Pontshonnorton Road, in a south-westerly direction for a distance of 10 metres
2. Unnamed Road to the side of No. 119 and No. 120 Pontshonnorton Road
a. Both sides, from its junction with Pontshonnorton Road, in south-easterly direction for a distance of 10 metres
