THE LONDON BOROUGH OF WALTHAM FOREST (LBWF)
Reduction Of Parking Space, New Waiting Restrictions, And Provision Of Speed Tables (T15(26)) - The Waltham Forest (Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. X) Order 202*
1. NOTICE IS GIVEN that the Council of LBWF proposes to make the above-mentioned Order under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the RTRA 1984, as amended.
2. The general effect of the Order to facilitate modal filter improvements would be in:
(a) Steele Road E11 –
a. both sides, to convert 17m of Pay by Phone parking space (8.5m on each side (8.5m + 8.5m)) to a double yellow line "at any time" waiting restriction outside/opposite the flank wall of Nos. 36 and 38 Cann Hall Road;
b. provide double yellow lines across the north-western side of the modal filter at 90 degrees to the kerb lines
(b) Bridge Road E17 – north-east of the Dagenham Brook
a. southern side, reduce permit parking space by 8m adjacent the rear garden of No. 133 Hibbert Rd (new build out) and provide 2.5m of double yellow line "at any time" waiting restrictions
b. northern side, reduce electric vehicle charging space by 2m adjacent the rear garden of No. 139 Hibbert Road
c. northern side, convert single yellow line waiting restriction to a double yellow line "at any time" waiting restriction between the double yellow lines at its junction of Markman Avenue and the south-western edge of the modal filter
d. provide double yellow lines across the south-western and north-eastern sides of the modal filter at 90 degrees to the kerb lines
(c) Ardleigh Road E17 – west side, reduce permit parking space by 9.5m outside No. 25 and 27
(d) Thorpe Crescent (Crs) E17
a. north side, remove the parking place outside No. 1 Ardleigh Road
b. south side, remove the parking place outside No. 42 and 44 Thorpe Crs
3. FURTHER NOTICE IS HEREBY GIVEN that the Council, in accordance with Sections 90A and 90C of the Highways Act 1980, the Highways (Road Humps) Regulations 1999, as amended, proposes to introduce or extend raised speed tables (where existing prohibited access points (modal filters) are), in:
i) Ardleigh Road E17 – from its junction with Ardleigh Terrace extending northwards (13m);
ii) Bridge Road E17 – outside the rear gardens of No. 133 and 139 Hibbert Road (10m)
iii) Thorpe Crs E17 – from its junction with Keith Road and to the eastern building wall of No. 44 Thorpe Crs (removing the hump outside No. 40/42 Thorpe Crs/1 Ardleigh Road).
NB/ The speed tables mentioned in this Notice would be elevated sections of carriageway, between 75 and 100 millimetres higher at their highest point than the surrounding carriageway, or at an equal level with the surrounding pavement and extending across the full width of the carriageway, including the gradients. Parking on a raised section of highway above the existing highway is a contravention and is prohibited under section 86 of The Traffic Management Act 2004 (exceptions apply).
4. A copy of the Order and the Council’s statement of reasons for proposing to make the Order and plans showing the locations and effect of the Order and other measures associated with non-order items, such as humps, can be inspected on request by either emailing: traffic.scheme@walthamforest.gov.uk, or visiting (by appointment) The Highways and Traffic Management Office, Low Hall, Argall Avenue, E10 7AS, during normal office hours on Mondays to Fridays inclusive; or alternatively documents can be viewed online at: www.walthamforest.gov.uk/content/road-traffic-schemes-and-consultations.
5. Any person desiring to object to the proposals or hump measures, or to make any other representation should send a statement in writing of either their objection and the grounds thereof or of their representation to: Traffic Orders, Highways and Traffic Management, Low Hall, Argall Avenue, London, E10 7AS, or by emailing: traffic.scheme@walthamforest.gov.uk, quoting scheme reference: - T15(26) – Modal filter improvements in E17 (phase 3), by the end of a period of 21 days from the date on which this Notice is published. All objections must specify the grounds on which they are made.
