What is happening?

THE LONDON BOROUGH OF WALTHAM FOREST (LBWF)

Road Traffic Regulation Act 1984 – Section 14(1) The Waltham Forest (Cadent Gas) (Higham Hill Road E17) - (Temporary Measures) (No. 1) - Order 2026

The Council of the LBWF HEREBY GIVES NOTICE that it intends on making an Order for gas mains replacement works by Cadent Gas in a safe and efficient manner, in Higham Hill Road E17.

The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed, in Higham Hill Road,
(i) between Billet Road and Hecham Close

(a) to prohibit motor vehicles from entering, waiting or loading for any purpose, at "any time"; and

(b) to suspend any designated controlled parking spaces.
(ii) to suspend bus stops outside Nos. 431-437 and outside No. 347 Higham Hill Road.

The Order would come into operation on 27th July 2026 and would be valid for a maximum period of 6 months or until the works are completed, whichever is the sooner.

The works are expected to be completed within 3 months however; the Order has been extended to allow for contingencies.

The Waltham Forest (Modal Filter Improvement Works) (Various Roads E17) - (Temporary Measures) (No. 1) Order 2026
The Council of the LBWF HEREBY GIVES NOTICE that on 16th July 2026 it made an Order to facilitate modal filter improvement works to be carried out in a safe and efficient manner, in various roads within the E17 region.

The general effect of the Order will be, only at such times and to such extent as regulatory signs are displayed, or as the case may be, covered or removed;

(i) Phase 1
(a) to prohibit motor vehicles from entering, proceeding and waiting or loading for any purpose, at "any time" in Pennant Terrace and Thorpe Crescent (Cres), between the common boundary of Nos. 17 and 19 Pennant Terrace and the common boundary of Nos. 3 and 5 Thorpe Cres;

(b) to suspend the one-way working in
(1) Pennant Terrace – between Priory Court and the common boundary of Nos. 17 and 19 Pennant Terrace;

(2) Thorpe Road – between Keith Road and the common boundary of Nos. 3 and 5 Thorpe Road; and

(3) Keith Road

(ii) Phase 2
(a) to prohibit motor vehicles from entering, proceeding and waiting or loading for any purpose, at "any time" in Elphinstone Rd, between the southern kerb-line of Pennant Terrace and the common boundary of Nos. 144 and 146 Elphinstone Road;

(b) to suspend the one-way working in Elphinstone Road – between Winns Avenue and the common boundary of Nos. 144 and 146 Elphinstone Road;

(c) to temporarily suspend the modal filter at the junction of Pennant Terrace and Thorpe Cres to allow vehicles to travel from Pennant Terrace into Thorpe Cres.

Any designated controlled parking spaces located within the lengths of the roads mentioned in paragraph 2 (i) (a) and (ii) (a) will be suspended.

Vehicular access to properties affected by these temporary measures would be maintained wherever possible, subject to the extent and operation of the closures.

The Order will come into operation on 20th July 2026 and will be valid for a maximum period of 18 months or until the works are completed, whichever is the sooner (ref: - TT25(26)).

NOTE: The works will be carried out in two phases, as determined by the Council. The works are expected to be completed within 8 weeks. The order has been extended to allow for contingencies.

Vehicles waiting or loading in disregard of the Orders would be removed.

The restrictions mentioned above would not apply in relation to any vehicle being used:
(a) in connection with the said works; or

(b) for ambulance, fire brigade or police purposes (if the works allow).

NOTE: Signage will be placed in advance of any works in the above-mentioned roads which would give more specific details on the exact dates of the prohibitions, effects of any temporary traffic management and diversion routes as necessary.
