What is happening?

Road Traffic Regulation Act 1984

1. NOTICE IS HEREBY GIVEN that the Council of The Royal Borough of Kingston upon Thames, on 13 July 2026, made: The Kingston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) (Amendment No. 50) Order 2026 under sections 6, 45, 46, 49, and 124 (insofar as applicable) of the Road Traffic Regulation Act 1984, as amended, and all other enabling powers.

2. The general effect of the Order will:-
(a) provide new disabled person’s parking places, 6.6 metres in length and 2.0 metres in width in which vehicles displaying a disabled person’s blue badge may park at any time, at the following locations: -
(i) opposite Nos. 110 and 112 Frimley Road, Chessington;
(ii) outside Nos. 30 and 32 and 34 and 36 Reynolds Avenue, Chessington (in place of existing uncontrolled footway parking bay 2 wheels on the footway);
(iii) outside No. 47 The Avenue, Surbiton;
(iv) The Manor Drive, Worcester Park opposite the flank wall of No. 65 Church Road;
(v) outside No. 64 Verona Drive, Surbiton (in place of existing uncontrolled footway parking bay 2 wheels on the footway); and
(vi) outside Nos 32 and 34 Windsor Road, Kingston, (in place of existing shared use parking bay).

(b) revoke existing disabled person’s parking places at the following locations:-
(i) outside No. 66 Douglas Road, Kingston;
(ii) outside No. 167, Douglas Road, Surbiton; and
(iii) outside No. 21 Staunton Road, Kingston.

Please be advised that the following proposal to install a disabled person’s parking place outside Nos. 121 and 123 Clifton Road, Kingston, which were originally published on 14 May 2026; is being further considered;

3. Copies of the Order, which will come into effect on 20 July 2026, the Council’s Statement of Reasons for making the Order, and map-based schedules showing the locations and effects of the Order may be inspected as follows:
(a) Online at: https://street.appsway.com/kingston-upon-thames, by selecting the road name and restriction as detailed in item 2 above;

(b) Council libraries; or

(c) copies of the made Order can also be obtained by calling 020 8547 5000 (between 9:00am and 5:00pm Mondays to Fridays).

4. Should any person wish to question the validity of this Order, or any of their provisions, because they are not within the powers conferred by the Road Traffic Regulation Act 1984. Or that any requirement of the said Act of 1984; or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order were made, apply for the purpose to the High Court.
