THE SURREY COUNTY COUNCIL – BOROUGH OF GUILDFORD
AMENDMENTS TO CERTAIN PARKING CONTROLS IN ASH CHURCH ROAD (A323) AND ASH STREET (A323) IN THE PARISHED AREAS OF THE BOROUGH OF GUILDFORD

NOTICE IS HEREBY GIVEN that Surrey County Council (“the County Council”) has made two Orders under Sections 1, 2, 4, 32, 35 and 36 and Parts III and IV of Schedule 9 to the Road Traffic Regulation Act 1984 (‘the 1984 Act’) the effect of which will be to introduce new at any time waiting restrictions and a limited waiting free on-street parking place in additional lengths of Ash Church Road (A323) and Ash Street (A323) as described below in this Notice and to further amend “The Surrey County Council Various Roads in the Parished Areas within the Borough of Guildford (Consolidation of Waiting Restrictions and Street Parking Places) Order 2004” (“the Order of 2004”).

The Orders, known as, respectively, “The Surrey County Council (Ash Church Road (A323) and Ash Street (A323) in the Parished Areas within the Borough of Guildford) (Prohibition of Waiting and Free Street Parking Place) (No. 1) Order 2026” (hereinafter called “the No. 1 Order of 2026”) and “The Surrey County Council Various Roads in the Parished Areas within the Borough of Guildford (Consolidation of Waiting Restrictions and Street Parking Places) Amendment Order (No. 1) 2026” (hereinafter called “the No. 2 Order of 2026”) make the changes as described below.

The general purpose and effect of the No. 1 Order of 2026 is to –

(a) introduce additional At Any Time waiting restrictions as described below in this Notice, and

(b) provide that in the lengths of sides of Ash Church Road (A323) referred to in paragraph (a) above that, in respect to the waiting restrictions, the usual exemptions for loading and unloading vehicles, boarding and alighting from vehicles, using vehicles for works on or adjoining those lengths of sides of Ash Church Road (A323) and the services in it and for disabled persons’ vehicles in accordance with the “Blue Badge” Scheme will apply;

(c) introduce a Monday-Saturday 8.30am-6pm 2-Hour Limited Waiting No Return Within 4 Hours Parking Place in Ash Street (A323) for use by passenger vehicles (8 seats or less), goods vehicles with a maximum gross weight not exceeding 5 tonnes, motorcycles and invalid carriages; and

(d) in respect to paragraph (c) above, any vehicle may wait in that parking place for the purposes of boarding and alighting (for a period not exceeding two minutes), or for the purpose of loading or unloading goods (for a period not exceeding twenty minutes), etc.

The general purpose and effect of the No. 2 Order of 2026 is to –

(a) revoke some of the existing parking controls in Ash Street (A323) in the Parished areas of the Borough of Guildford as described below in this Notice, and

(b) make certain drafting amendments to the Order of 2004 (as subsequently amended) which will not affect any of the on-street parking controls enforced by that Order (as subsequently amended) in any way whatsoever, except as stated in this Notice.

INTRODUCE ADDITIONAL NO WAITING AT ANY TIME (DOUBLE YELLOW LINES)
Ash Church Road (A323) (north and north-west side, from a point 69 metres west of the western side of the gated vehicular entrance to/exit from Ash Grange Primary School (at the western end of the existing advisory School “Keep Clear” markings in Ash Church Road) westwards and then south-westwards to the common boundary between Nos. 88 and 88a Ash Church Road).

Ash Church Road (A323) (south and south-east side, from a point 40 metres east of the eastern side of the gated vehicular entrance to/exit from Ash Grange Primary School (at the western end of the white “zig-zag” markings in Ash Church Road connected with the puffin pedestrian crossing situated in that road) westwards and then south-westwards to a point 1 metre north-east of the north-eastern side of the driveway leading to and from No. 89 Ash Church Road).

INTRODUCE LIMITED WAITING 2 HOURS NO RETURN WITHIN 4 HOURS 8.30AM - 6PM MONDAY TO SATURDAY PARKING PLACE

Ash Street (A323) (north-west side from the property boundary line between Nos. 63/65 Ash Church Road north-eastwards for 13 metres).

REVOKE AN EXISTING LIMITED WAITING 2 HOUR NO RETURN WITHIN 4 HOURS 8.30AM - 6PM MONDAY TO SATURDAY PARKING PLACE

Ash Street (A323) (north-west side from the north-eastern side of the vehicular cross-over of No. 65 Ash Street north-eastwards for 13 metres to the south-western side of the vehicular cross-over of No. 67 Ash Street).

A copy of the Orders, which will come into operation on Monday 20 July 2026, together with three plans showing the precise details of the parking controls to be introduced or revoked, a Statement of the County Council’s Reasons for Making the Orders, plans and photographs showing the existing parking controls in the affected lengths of Ash Street and Ash Church Road, The Surrey County Council Various Roads in the Parished Areas within the Borough of Guildford (Consolidation of Waiting Restrictions and Street Parking Places) Amendment Order (No. 1) 2012, The Surrey County Council Various Roads in the Parished Areas within the Borough of Guildford (Consolidation of Waiting Restrictions and Street Parking Places) Amendment Order (No. 1) 2016, The Surrey County Council (Ash Church Road (A323) Ash in the Borough of Guildford) (Temporary Prohibition of Waiting) (No. 1) Order 2019 and the Order of 2004 (and the Orders which have previously amended that Order) (and the plans which accompany all of those sealed Orders), may be inspected, free of charge, from Friday 17 July 2026 –

(a) at Guildford Library, 77 North Street, Guildford, Surrey, GU1 4AL on Mondays, Wednesdays and Fridays between 9.30am and 5.30pm, on Tuesdays and Thursdays between 9.30am and 7pm and on Saturdays between 9.30am and 5pm; or

(b) Ash Library, Ash Street, Ash (Near Aldershot), Surrey, GU12 6LF on Mondays between 2pm and 5pm, on Tuesdays, Thursdays and Fridays between 10am and 1pm and 2pm and 5pm and on Saturdays between 10am and 4pm; or

(c) at the Main Reception, Guildford Borough Council Offices, Millmead House, Millmead, Guildford, Surrey, GU2 4BB during normal office hours on Mondays to Fridays inclusive; or

(d) by prior arrangement and appointment only at Guildford Borough Council’s Parking Office situated at Bedford Road Multi-storey Car Park (Level 2), Laundry Road, Guildford, Surrey, GU1 4PX (Telephone No. (01483) 505050 or Email: Parking@guildford.gov.uk) during normal office hours on Mondays to Fridays inclusive; or

(e) by prior arrangement by telephoning or emailing the County Council’s Merrow Complex, situated at Merrow Lane, Merrow, Guildford, Surrey, GU4 7BQ (Telephone No. 0300 200 1003 or Email: highways@surreycc.gov.uk) between 9am and 5pm on Mondays to Thursdays inclusive and 9am and 4.30pm on Fridays.

(NOTE – The above-mentioned Order of 2004 and all the previously amending Orders and accompanying plans can only be inspected by following the arrangements described in sub-paragraph (e) above).

If you wish to question the validity of either of those Orders or of any provision contained in either of those Orders on the grounds that it is not within the powers conferred by the 1984 Act, or on the grounds that any requirement of the 1984 Act or of any Instrument made under it has not been complied with in relation to either of the Orders, you may, within six weeks from Thursday 16 July 2026, apply to the High Court for this purpose.
