(KENSINGTON AVENUE) (CHELTENHAM BOROUGH) PROPOSED CHANGES TO PARKING CONTROLS 2026

NOTICE is hereby given that Gloucestershire County Council has made the below two Traffic Regulation Orders (TROs) under the Road Traffic Regulation Act 1984, the effect of which will amend parking controls along Kensington Avenue in the Borough of Cheltenham, Gloucestershire: 1. Gloucestershire County Council On Street Parking Order 2017 (Kensington Avenue) (Cheltenham Borough) (Variation) Order 2026:

• To introduce additional waiting restrictions; and

• To introduce on-street EV Charging Parking Bays; and

• To introduce further Cheltenham Z14 Permit Holders Only Parking Bays; and

• To introduce Pay & Display Parking Bays.

2. Gloucestershire County Council On-Street Parking Order 2017 (Amendment To Schedule 1 Kensington Avenue, Cheltenham Borough) Order 2026:

• To introduce Pay & Display Parking Bays with charges as described in the Schedule below:

The Schedule

New Pay and Display Parking Bays and Charges — Kensington Avenue, Cheltenham

District - Town - Road - Charging Period

Cheltenham - Cheltenham - Kensington Avenue - £0.017/min up to 4 hours [Over 4 hours is outside of per minute tariff] - £1.00 (60 mins) - £1.00 - £2.00 - £3.00 - £4.00 - £6.00

The 2017 Order will be varied by the attachment of plans similar to those used in this consultation and which identify the roads or sides of road to which the prohibitions and restrictions affect.

This Variation shall come into operation on 23rd July 2026.

The lengths of roads fall within the Lansdown Ward within the Cheltenham Borough in the County of Gloucestershire. The usual exemptions will apply to Statutory Undertakers and Local Authority vehicles carrying out duties in exercise of their statutory powers, and also in the case of emergency services vehicles and disabled person’s vehicles.

A copy of the Variation Order, the new Sealed Plans to be inserted into the Schedule of Plans together with a copy of the Statement of Reasons and 2017 Order may be viewed at The Map Room, Shire Hall, Westgate Street, Gloucester, GL1 2TG and Cheltenham Borough Council, Municipal Offices, Promenade, Cheltenham, GL50 9SA during their normal opening times or online at http://www.gloucestershire.gov.uk/tros. Please quote reference (CB87911).

Any person wishing to question the validity of the Variation or any provision contained in it on the ground that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the ground that any requirement to that Act or any Statutory Instrument made under it has not been complied with in relation to the Variation may within six weeks of the date on which the Variation is made, apply to the High Court for this purpose.
