NOTICE OF PUBLIC INQUIRY LOCAL AUTHORITIES’ TRAFFIC ORDERS (PROCEDURE) (ENGLAND AND WALES) REGULATIONS 1996; REGULATION 10 AND SCHEDULE 3

THE CITY COUNCIL OF BRISTOL (CENTRAL ZONE, ASHLEY, CENTRAL AND LAWRENCE HILL WARDS, CITY OF BRISTOL) (CONTROLLED PARKING) ORDER 202-

NOTICE IS HEREBY GIVEN that Bristol City Council published a Notice of Proposals on 27 November 2025 in respect of the above proposed Traffic Regulation Order. The effect of the proposed Order would be:

1. to introduce a loading place in Silver Street, west side;
2. to revise the operating times of the loading place in St. Augustine’s Parade, west side, to operate from 6 am until midday
3. to introduce disabled persons’ parking places in Bridewell Street, Castle Street and Silver Street;
4. to introduce a Car Club parking place in Bridewell Street, east side, and reduce the extent of the police parking place at that location;
5. to remove pay and display parking places in Castle Street, Fairfax Street and Silver Street;
6. to introduce prohibition of loading/unloading for vehicles in Fairfax Street;
7. to revise prohibition of loading/unloading for vehicles in Bond Street South and Bridewell Street; and
8. to revise restriction of waiting arrangements for vehicles in St. Augustine’s Parade.

The proposed Order also contained associated amendments to parking, loading, waiting and controlled parking zone provisions within the Central Zone area.

An objection has been received and duly made in respect of the proposed prohibition of loading and unloading at any time on the lengths of Fairfax Street, specified in item 6 above. The objection remains outstanding and has not been withdrawn.

Accordingly, Bristol City Council has arranged for a Public Inquiry to be held to consider the objection and any representations relating to item 6 before determining whether this element of the Order should be made.

PUBLIC INQUIRY

The Public Inquiry will open at: 10.00 am on Monday 10 August 2026 at 100 Temple Street, Bristol, BS1 6AG within the building as directed on the day.
• The Inquiry will be held before Alan Notvitzky, Inspector
• The Inquiry may continue on subsequent days if required

PARTICIPATION AT THE INQUIRY

Any person wanting to appear at, be heard at, or be represented at the Inquiry should notify Bristol City Council in writing as soon as practicable by emailing: tro.comments@bristol.gov.uk or by post to the undermentioned PO Box address quoting reference:
CAE/RGW/P-1338B.

Notification of attendance should state:
• the name and address of the person concerned;
• whether they support or object to the proposed Order;
• whether they intend to appear in person or be represented;
• the matters on which they wish to be heard; and
• whether they propose to call witnesses or present evidence.

Any written evidence, statements, representations or other documents submitted in connection with the Inquiry may be disclosed at the Inquiry and may be made available for public inspection.

INSPECTION OF DOCUMENTS
Copies of the following documents are available for public inspection:
• the proposed Order and schedule plans;
• copies of Orders proposed to be varied or revoked;
• the Statement of Reasons;
• the objection to be considered at the Inquiry (subject to any lawful redactions);
• other documents submitted for the purposes of the Inquiry as necessary.

Documents may be inspected at the Citizen Service Point, 100 Temple Street, Bristol, BS1 6AG, between 10.00 am and 4.00 pm, Monday to Friday, from 20 July 2026 until the close of the Public Inquiry.
