What is happening?

NEATH PORT TALBOT COUNTY BOROUGH COUNCIL
CYNGOR BWRDEISTREF SIROL CASTELL-NEDD PORT TALBOT (PEN YR HEOL, FFORDD COED DARCY, PEN YR ALLEY AVENUE AND CEFN PARC, SKEWEN) (PEDESTRIAN CROSSINGS & SPEED PLATEAUS) NOTICE 2026

NOTICE is hereby given that the Council in pursuance of its powers as contained in Section 23 of the Road Traffic Regulation Act 1984 intends to install a Pedestrian Crossings situated on the highway as specified in Schedules 1 and 2 below.

NOTICE is hereby given that the Neath Port Talbot County Borough Council in pursuance of its powers as contained in Section 90A of the Highway Act 1980 and the Highways (Road Humps) Regulations 1999 intends to install Traffic Calming Measures in the form of:-

Raised Speed Plateau of such dimensions and situated at such locations as set out in Schedules 1 and 3 below.

A copy of the draft Notice, plan and statement of reasons can be inspected on the Council’s Internet Website https://www.npt.gov.uk/traffic-regulation-orders-tros

Any objections should be submitted in writing, setting out the reasons thereof, to reach the Head of Engineering and Transport, The Quays, Baglan Energy Park SA11 2GG by 10th August 2026.

SCHEDULE

Schedule 1 - Humped Zebra Crossing Facility - Traffic Calming measure in the form of a Speed Plateau (10 metres long x 75 millimetres high)

1.1 Pen Yr Alley Avenue, Skewen
At a point approximately 11 metres north west of its junction with Burrows Road. For clarification this will be incorporated into a proposed Zebra Crossing at the abovementioned location.

1.2 Pen Yr Heol, Skewen
At a point approximately 40 metres south of its junction with Cefn Parc. For clarification this will be incorporated into a proposed Zebra Crossing at the abovementioned location.

Schedule 2 - Toucan Crossing Facility

2.1 Ffordd Coed Darcy, Skewen
At a point approximately 40 metres east of junction with Heathland Way 2.2 Pen Yr Heol, Skewen At a point approximately 165 metres south west of its junction with Bay View Gardens

Schedule 3 - Traffic Calming measure in the form of a Speed Plateau (7.5m long x 75mm high) 3.1 Cefn Parc, Skewen At its junction with Pen Yr Heol.
