What is happening?

THE LONDON BOROUGH OF NEWHAM

Highway And Junction Improvement Works - Water Lane, Manbey Grove And Louise Road - Introduction Of Prohibition Of Motor Vehicles, Changes To One-Way Working, Parking Places And Waiting And Loading Restrictions - The Newham (Prescribed Routes) (No. 4) Traffic Order 2026 - The Newham (Stratford) (Parking Places) (No. 1, 2014) (Amendment No. 35) Order 2026 - The Newham (Waiting and Loading Restriction) (Amendment No. 20) Order 2026

1. NOTICE IS HEREBY GIVEN that the Council of The London Borough of Newham ("the Council") on 13 July 2026 made the abovementioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders will be:-
(a) to introduce a prohibition of motor vehicles at Water Lane's junctions with Louise Road and Manbey Grove to facilitate the installation of a new diagonal parallel crossing (pedestrian and pedal cycle) in Water Lane;

(b) the conversion of one-way traffic to two-way traffic in Manbey Grove;

(c) to remove 2 shared parking bays (permit holders S or "pay by phone") in Manbey Grove, the north side, outside 43b Water Lane and the south side, outside 41 Water Lane which would be replaced by waiting and loading restrictions operating at any time;

(d) to shorten a length of shared parking bay (permit holders S or "pay by phone") by 12 metres in Louise Road on the north side, 14 metres east of the eastern kerb-line of Water Lane and replace with waiting and loading restrictions operating at any time;

(e) the introduction of waiting restrictions operating at any time in Water Lane on:
(i) the east side, from a point 2.02 metres south of the common boundary of Nos. 28/30 Water Lane northward for a distance of 14.72 metres;
(ii) the west side, opposite the southern kerb-line of Keogh Road southward for a distance of 13.15 metres; and
(iii) the west side, opposite the northern kerb-line of Cedars Road northward for a distance of 20.93 metres;

(f) the introduction of waiting and loading restrictions operating at any time in:
(i) Louise Road, on both sides, from the newly constructed build-out adjacent to Water Lane eastward for a distance of 15.44 metres and for the full width of the carriageway at the western extremity of the build-out; and
(ii) Manbey Grove, on both sides, from the newly constructed build-out adjacent to Water Lane westward for a distance of 15.96 metres and for the full width of the carriageway at the eastern extremity of the build-out.

3. Copies of the Orders, which will come into force on 20 July 2026 and other documents giving more detailed particulars of the Orders are available for inspection by appointment during normal office hours at Newham Dockside, 1000 Dockside Road E16 2QU, by telephoning 020 3373 6415 or by emailing: trafficorders@newham.gov.uk, for a period of six weeks from the date on which the Orders were made.

4. If any person wishes to question the validity of any of the Orders or any of their provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within six weeks from the date on which the Order is made, apply for the purpose to the High Court.
