Basildon Borough - (Prohibition Of Waiting, Loading And Stopping) And (On-Street Parking Places) - (Civil Enforcement Area) (Amendment No.46) Order 2026

NOTICE IS HEREBY GIVEN that Chelmsford City Council acting on behalf of the South Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 30 June 2022 has made the above order under Sections 1(f), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984 and of all other enabling powers.

Effect of the Order: To revoke or propose parking restrictions on the following lengths of road in the Borough of Basildon as specified below

1. To revoke ‘No Waiting Mon to Sat 8:00am–6:00pm’ and introduce ‘No Waiting at Any Time’ on the following lengths of road in the Borough of Basildon:

High Street, Wickford
Both sides – from its junction with London Road extending north-eastwards for 91 metres.
Northwest side – from a point 2 metres northeast of its northern kerb line with Market Road extending south-westwards for 34 metres.
Southeast side – from a point 2 metres northeast of its northern kerb line with Market Road extending south-westwards for 33 metres.
Northwest side – from its junction with Station Approach extending south-westwards for 43 metres.
Southeast side – from a point 38 metres northeast of its junction with Market Road extending north-eastwards for 59 metres.

2. To revoke ‘No Stopping Sun–Thu At any Time & Fri/Sat Midnight – 6:00am & 9:00am – 3:00pm & 6:00pm – Midnight except taxis’ and ‘Loading Only Fri/Sat 6:00am – 9:00am & 3:00pm – 6:00pm’ and introduce ‘No Stopping At any Time except taxis’ on the following lengths of road in the Borough of Basildon:

High Street, Wickford
Southeast side – from a point 32 metres southwest of its junction with Market Road extending south-westwards for 22 metres.

3. To revoke ‘Goods Vehicles Loading Only Mon – Sat 8:00am – 6:00pm’ and introduce ‘Goods Vehicles Loading Only All Days 8:00am – 6:00pm’ on the following lengths of road in the Borough of Basildon:

Northwest side – from a point 24 metres southwest of its junction with Market Road extending south-westwards for 15 metres.

4. To revoke ‘No Waiting At any Time except taxis Fri/Sat 6:00am – 9:00am & 3:00pm – 6:00pm’ on the following lengths of road in the Borough of Basildon:

South side – from a point 75 metres east of its junction with Market Avenue extending eastwards for 14 metres.

North side – from its junction with High Street extending westwards to its junction with Woodlands Road.
South side – from its junction with Nevendon Road extending westwards for 60 metres.

Both sides – from a point 19 metres northwest of its junction with High Road extending north-westwards and northwards for its remaining length, including the turning head.

Both sides – from a point 15 metres northeast of its south-western junction with The Warren extending north-eastwards to a point 15 metres southwest of its junction with Coombes Close.
Both sides – from a point 15 metres northeast of its junction with Coombes Close extending north-eastwards to a point 13 metres southwest of its north-eastern junction with The Warren.
Southeast side – from a point 12 metres northeast of its north-eastern junction with The Warren extending north-eastwards to a point 12 metres southwest of its junction with Upland Road.
Northwest side – from a point 11 metres southwest of its junction with Brightside Close extending south-westwards for 15 metres.

12. The Essex County Council (Basildon Borough) (Prohibition of Waiting, Loading and Stopping) and (On-street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 Schedule 5 will be amended to include the following properties the residents of which are eligible to apply for a permit:

The cost of a resident permit is £36.85 per year. Visitor Tickets are also available in blocks of 10 tickets for £4.40 and are valid for up to 4 hours. An all-day ticket is £1.62. A copy of the draft Order, of the plans of the restrictions, and of the Order to be amended together with a copy of this Notice and a Statement of Reasons for proposing the Order are available in The Civic Reception, Civic Centre, Chelmsford and Basildon District Council, The Basildon Centre, St Martin’s Square, Basildon, where they may be inspected during normal office hours, or online at: www.chelmsford.gov.uk.

Date of operation: This Order will come into operation on 24th August 2026.

Application to the High Court: Anyone who wishes to question the validity of the Order or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of that Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the making of the Order apply to the High Court for this purpose.
