What is happening?

NOTICE IS HEREBY GIVEN that Hampshire County Council (“the Council”) proposes to make the above-mentioned Order, in exercise of its powers and duties under Sections 1, 2, 4, 32, 35, 45, 46, 39, 53 and 122 of the Road Traffic Regulation Act 1984 (“the Act”), Part IV of Schedule 9 to the Act, and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act and having discharged its duty under section 122 of the Act.
GENERAL NATURE AND EFFECTS OF THE ORDER: Will be to amend “The Hampshire (Various Roads, Winchester) (Parking Places and Restriction of Waiting (Controlled Zone) Consolidation Order 2010” as follows: (i)        Remove the following item from Schedule 1 Part V: Disabled Permit Holders Only All Days: Market Lane - North Side – Between a point 57.2 metres west of its junction with Colebrook Street and a point 92.5 metres west of that junction (ii) Remove the following items from Schedule 1 Part XIV: Goods Vehicles Only:  Market Lane – North Side – Between a point 32.0 metres west of its junction with Colebrook Street and a point 57.2 metres west of that junction Market Lane – North Side - Between a point 92.5 metres west of its junction with Colebrook Street and a point 101.6 metres west of that junction (iii) Insert the following item into Schedule 1 Part V: Disabled Permit Holders Only All Days: Market Lane – North Side - Between a point 78.8 metres west of its junction with Colebrook Street and a point 101.6 metres west of that junction. (iv) Insert the following item into Schedule 1 Part XIV: Goods Vehicles Only: Market Lane – North Side - Between a point 45.2 metres west of its junction with Colebrook Street and a point 78.8 metres west of that junction. (v) Insert the Following Item into a new Schedule 1 Part L: 10am – 6pm Disabled Badge Holders Only and 6pm – 10am Goods Vehicle Loading Only: Market Lane – North Side - Between a point 32 metres west of its junction with Colebrook Street and a point 45.2 metres west of that junction.

OBJECTIONS AND OTHER REPRESENTATIONS: All objections/other representations in respect of this proposal must be made in writing to The Castle, Winchester, SO23 8UD or email public.notices@hants.gov.uk quoting reference: A2162/KK, by Friday 14th August 2026. All objections must state the grounds on which they are made. Under the requirements of current access to information legislation, any statement you make to the Council in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.   TITLE: The order, if made, will be known as “The Hampshire (Various Roads, Winchester) (Parking Places and Restriction of Waiting) (Controlled Zone) (Consolidation) Order 2010 (Amendment No. 78) Order 2026.”
