What is happening?

THE NORFOLK COUNTY COUNCIL

(ROUGHTON, VARIOUS ROADS)

SPEED LIMIT ORDERS 202X

The Norfolk County Council propose to make the following Orders under the Road Traffic Regulation Act 1984:

The Norfolk County Council (Roughton, Back Lane, Old Turnpike Road, Orchard Close) (20 mph Speed Limit) Order 202X

The effect of this Order will be to:

  1. Prohibit any motor vehicle from exceeding a 20 miles per hour along the following lengths of road:
RoadDescription
C529 Back LaneFrom its junction with the A140 Norwich Road, north-westwards for 346 metres.
U14428 Old Turnpike RoadFrom its junction with the C529 Back Lane, north-eastwards for its entire length.
U11033 Orchard CloseFrom its junction with the C529 Back Lane, eastwards for its entire length.
The proposed 20mph restriction on the aforementioned lengths of road will be a change to the existing 30mph speed limit which requires the amendment to the following Orders in order to remove the 30mph restriction:

The Norfolk County Council (Roughton, Various Roads) (30mph Speed Limit) Consolidation and Variation Order 202X

The effect of this Order will be to:

  1. Consolidate the Schedule 1 of both the Norfolk County Council (Various Roads, Roughton) (30 and 40 mph Speed Limits) Order 1995 and the Norfolk County Council (Various Roads, Roughton) (30 and 40 mph Speed Limits) Order 1996 (the “Existing Orders”) whereby the existing 30mph restrictions on the existing lengths of road specified in the Existing Orders will not be changed except as detailed below:

  2. Vary the Existing Orders by removing the references to the following length of road:
    RoadDescription
    U14428 Old Turnpike RoadFor its entire length.
    C529 Back LaneFor its entire length.
    U11033 Orchard CloseEntire length.

    1. Vary the Existing Orders to insert the following length of road:
    RoadDescription
    C529 Back LaneFrom a point 346 metres northwest of its junction with the A140 Norwich Road north-westwards to its junction with the C304 Metton Road.
    The effect of point 3 is to reduce the length of the existing 30mph restriction.

    These Existing Orders are proposed to be consolidated for clarity and efficient administration of the restrictions. As part of the consolidation the Existing Orders are being updated to reflect current legislation, or being clarified to make them clearer, or being amended to correct minor errors or unnecessary articles and definitions are being removed.

    A copy of the draft Orders, the Existing Orders being consolidated, a plan and a Statement of Reasons for making the Orders can be viewed online at www.norfolk.citizenspace.com. Copies are also available for inspection at Norfolk County Council, County Hall, Norwich, NR1 2DH and at the offices of North Norfolk District Council, Council Offices, Holt Rd, Cromer NR27 9EN, during normal office hours. Online viewing is recommended.

    Any objections and representations relating to the Order must be made in writing and must specify the grounds on which they are made. All correspondence for these proposals must be received at the office of nplaw, Norfolk County Council, County Hall, Martineau Lane, Norwich, NR1 2DH, marked for the attention of the nplaw Traffic Regulation Order Team by 4th August 2026.
