1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part I of Schedule 5 to the Local Government Act 1985.
2. The general effect of the ‘Waiting and Loading Restriction’ Order would be to further amend the Brent (Waiting and Loading Restriction) Order 1979, so that:-
(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of streets specified in Schedule 1 to this Notice;
(b) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited in the times and in the lengths of streets specified in Schedule 2 to this Notice;
(c) waiting by vehicles (for the purpose of delivering or collecting goods or loading or unloading a vehicle) would be prohibited at any time in the lengths of street specified in Schedule 3 to this Notice;
(d) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 40 minutes in the same place would be prohibited at the times and in the lengths of streets specified in Schedules 1 and 2 to this Notice;
(e) the sale or offer for sale of goods from a vehicle would be prohibited (except on Sundays) in the lengths of streets specified in Schedules 1 to 3 inclusive to this Notice, unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
(f) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising would be prohibited in the lengths of streets specified in Schedules 1 to 3 inclusive to this Notice;
(g) any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in Schedules 1 to 3 inclusive to this Notice would be revoked.
3. The prohibitions referred to in sub-paragraphs 2(a) to (d) inclusive above would not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person’s “Blue Badge” would apply.
4. The general effect of the Parking Places Orders would be to:-
(a) revoke the Wembley event day parking places in Barnhill Road outside Nos. 110 and 114 and in East Lane outside No. 323 East Lane, HA0 3LG, to accommodate the introduction of waiting restrictions operating at any time; and
(b) reduce in length the zone E shared-use permit holders or pay parking place in a certain length of Norton Road.
5. The general effect of the ‘Goods Vehicles Free Loading Places’ Order would be to:-
(a) designate a free goods vehicle loading place in the length of East Lane specified in Schedule 4 to this Notice to operate at any time; and
(b) specify that goods carrying vehicles constructed or adapted for use for the carriage of goods or burden of any description and is not drawing a trailer, may use the parking place so specified in Schedule 4, subject to the provisions of the Order, for the purpose of continuous loading and unloading during the permitted hours.
6. Copies of the proposed Orders, of the relevant Orders of 1979 and 2019 (and of any Orders which have amended those Orders), of the Council’s statement of reasons for proposing to make the Orders and of maps which indicate each length of road to which the Orders relate can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Orders are made or the Council decides not to make the Orders at Brent Customer Services, Brent Civic Centre, Engineers Way, Wembley HA9 0FJ.

8. Persons desiring to make representations or to object to the proposed Orders should send a statement in writing of their representations or objections, and the grounds thereof, via email to trafficorders@brent.gov.uk or in the post to the Head of Healthy Streets and Parking, Healthy Streets and Parking Service, 6th Floor West Wing, Brent Civic Centre, Engineers Way, Wembley HA9 0FJ, quoting the reference TO/02/314/GD, to arrive no later than 21 days from the date of publication of this notice.
