M3 MOTORWAY JUNCTION 9 (WINCHESTER)

TEMPORARY TRAFFIC RESTRICTIONS

Notice is hereby given that National Highways Limited intends to vary The M3 Motorway and A33 and A34 Trunk Roads (Winchester) (Temporary Restriction and Prohibition of Traffic) Order 2025 (a), originally made on 27th February 2025.

The effect of the Variation would be:

  1. to amend the descriptions of Article 2, sub-sections a) and b) of "second length of carriageway" to read:

a) the northbound carriageway of the M3 between a point approximately 95 metres north of the centreline of the A31 underbridge and a point approximately 935 metres north of the centreline of the B3047 overbridge (A34); and

b) the southbound carriageway of the M3 between a point approximately 1040 metres south of the centreline of Bridges Lane overbridge and a point approximately 1410 metres south of the centreline of the B3404 overbridge;

  1. to add the power of Section 122A ("Prospective exercise of powers") to allow for 50mph and 40mph speed restrictions to be imposed on the new roads being constructed as part of the junction improvement plan, including new slips and links and a connecting road between two new roundabouts serving the A33 and northbound access to the M3.

These measures are in the interests of road safety while contractors undertake junction improvement and all associated works.

The Order would come into force on 31st July 2026. The original Order is open-ended so both it and this variation would be revoked on completion of the works in compliance with Section 15(2) of the Road Traffic Regulation Act 1984. The temporary restrictions will be clearly indicated by traffic signs when they are in operation during the works period.
