Kingston upon Thames - Proposed Parking and Waiting Restriction Amendments

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames propose to make the following Order The Kingston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) (Amendment No.*) Order 202* under sections 6, 45, 46, 49 and 124 (insofar as applicable) of the Road Traffic Regulation Act 1984 as amended, and all other powers thereunto enabling.
2. The general effect of the Order would be to:-
(a) reduce the existing waiting restrictions (double yellow line) operating at any time in Knollmead, Surbiton at its junction with Alpine Avenue;
(b) introduce waiting restrictions (single yellow line) operating Monday to Friday during term time only between 8.30am and 9.30am and 2.30pm and 3.30pm in Knollmead, Surbiton adjacent No. 1b Alpine Avenue and its rear boundary wall;
(c) remove waiting restrictions (single yellow line) operating Monday to Saturday between 8.30am and 6.30pm in Surbiton Hill Park, Surbiton, outside Nos. 191 to 195;
(d) introduce free parking bays operating throughout week between 8.30am and 6.30pm maximum stay 2 hours no return within 1 hour in Chessington Parade, Chessington opposite Nos. 1 to 5;
(e) revoke existing disabled person's parking places at the following locations:-
(i) outside Nos. 203 to 205 Surbiton Hill Park, Surbiton to revert to free parking bays;
(ii) outside Nos. 7 and 15 Elm Road, New Malden;
(iii) outside No. 58 Canbury Avenue, Kingston to revert to a resident only parking place operating Monday to Saturday between 8.30am and 6.30pm; and
(f) add Nos. 181, 183, 185 and 197 Richmond Road, Kingston to those eligible for a parking permit in Canbury Gardens Controlled Parking Zone (C)
(g) amend the map-based tiles to the schedule attached to: The Kingston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) Order 2023 to match conditions as they exist on site.
3. Copies of the proposed Order, of the Council's Statement of Reasons for proposing to make the Order and draft map-based schedules showing the location and the effect of the proposals may be inspected from 9 July as follows:-
(a) online at https://consultation.appyway.com/kingston-upon-thames selecting MapKing0134 – Parking Patch 8
(b) Council libraries; or
(c) copies of the draft Order and draft map-based schedules can also be obtained by calling 020 8547 5000 (between 9am and 5pm Monday to Friday).
Alternatively, comments to the proposed Order can be submitted either electronically via the link provided in paragraph 3(a) or in writing to the Traffic Order Team, Guildhall 2, Kingston upon Thames, KT1 1EU please quote ref MapKing0134. The consultation closes 30 July 2026.
4. FURTHER NOTICE IS ALSO HEREBY GIVEN that the Council of the Royal Borough of Kingston intends to extend the existing School Keep Clear markings in Knollmead, Surbiton to adjacent the rear property boundary of 1b Alpine Avenue operating Monday to Friday between 8am and 4.30pm
