4. (WEST OXFORDSHIRE – VARIOUS ROADS) (MAP BASED) (PROHIBITION AND RESTRICTION OF WAITING AND PERMITTED PARKING) (VARIATION NO.3) ORDER 2026

NOTICE is given that on 29 June 2026 Oxfordshire County Council made the above orders under the Road Traffic Regulation Act 1984. The effect of the orders, which come into force on 3 July comprise of the following measures:

1. 60mph speed limits (in place of the existing National Speed Limits):
a. A40 Witney bypass – from a point 475 metres northeast of the Stanton Harcourt Road overbridge to the access to the ‘Hill Farm Livery Yard’.
b. Also, various lengths on the ‘on’ & ‘off’ slip roads accessing the B4022 Oxford Hill & ‘Hill Farm Livery Yard’.

2. 40mph speed limits (in place of the existing National Speed Limits):
a. B4022 Oxford Hill – between a point 35 metres east of its junction with Cogges Hill Road & its junction with South Leigh Road, also including various lengths on the ‘on’ & ‘off’ slip roads accessing the A40 Witney bypass.
b. High Cogges Road – for a distance of 46 metres from its junction with South Leigh Road,
c. South Leigh Road – between its junction with the B4022/A40 & a point 665 metres southeast of its junction with High Cogges Road (the South Leigh 20mph terminal point).

2. A new No Entry restriction is introduced at the foot of the A40 Eastbound off-slip road at its junction with the B4022 Oxford Hill, preventing traffic from attempting to access the A40 from the B4022 at this location. The No Entry restriction at the foot of the westbound off-slip (South Leigh turn) preventing traffic entering towards Oxford is also formalised.

3. New Clearway restrictions (‘Stopping prohibited at all times’) are also introduced on the new A40 Eastbound off-slip & A40 Westbound on-slip roads, from their junctions with the B4022 Oxford Hill, south-westwards to the A40 dual carriageway.

The Oxfordshire County Council (Witney Area) (Speed Limits) Order 2024, and the Oxfordshire County Council (South Leigh Parish) (20 Mph Speed Limit) Order 2023 are revoked/replaced, and the Oxfordshire County Council (West Oxfordshire – Various Roads) (Map Based) (Prohibition and Restriction of Waiting and Permitted Parking) Order 2025 will be further amended, updating Map Tile: ‘EL38’ in the process.

Additionally – for administrative purposes – the Clearway restriction on the A40 between Burford and Shores Green is added to Order 4 updating Map Tiles: EF15, EF16, EG16, EG17, EG18, EG19, EH19, EH20, EI20, EI21, EI22, EI41, EI42, EJ22, EJ23, EJ39, EJ40, EJ41, EK23, EK24, EK25, EK38, EK39, EL25, EL26, EL27, EL28, EL38, EM28, EM29, EM30, EM31, EM37, EM38, EN31, EN32, EN33, EN34, EN35, EN36, and EN37 in the process.

If you wish to question the validity of Orders 3 or 4 or any provision contained in them on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of this Act or of any instrument made under it has not been complied with in relation to this Order, you may within six weeks from 29 June 2026 apply to the High Court for this purpose.

(PARK & RIDE PARKING PLACES – THORNHILL, AND OXFORD PARKWAY (ALSO KNOWN AS WATER EATON) ORDER 20**)

NOTICE is given that Oxfordshire County Council proposes to make the above order under the Sections 32, 35, 35A and 38 of the Road Traffic Regulation Act 1984, and the Traffic Management Act 2004 and all other enabling powers. The effect of the proposals is to amend the order governing the ‘Thornhill’ & ‘Oxford Parkway’ Park & Ride (P&R) facilities as follows:

New ‘Long-stay’ charges to be introduced at Thornhill P&R to accommodate those utilising the airport bus-services, by extending the current designated maximum stay period of 72 hours:

  1. For periods not exceeding 192 hours (8 days) – £15, and
  2. Not exceeding 360 hours (15 days) – £30.

Additionally, from September 2026, the enforcement of these P&R sites will fall to Oxfordshire County Councils new enforcement contractor, who will be required to enforce under the Traffic Management Act 2004 where ‘Penalty Charge Notices’ (PCNs) are issued – replacing the previous use of ‘Excess Charge Notices’ (ECNs).

This means that non-compliance of parking requirements will be enforced by a fixed penalty notices and not be subject of ‘Excess Charge’ options.

The Oxfordshire County Council (Park & Ride Parking Places Thornhill and Water Eaton) Order 2012 will be revoked and replaced.

(OXFORD CITY – VARIOUS ROADS) (MAP BASED) (PROHIBITION AND RESTRICTION OF WAITING AND PERMITTED PARKING) (VARIATION NO.9) ORDER 2026

NOTICE is given that on 6 July 2026 Oxfordshire County Council made the above order under the Road Traffic Regulation Act 1984. The Order, which comes into force on 10 July makes amendments to various parking bays in Headington in order to help facilitate the weekly street-market which operates on Saturdays from 9am-2pm.

Specifically, the following changes:

  1. Kennett Road (West side) – the existing ‘Limited waiting (Mon-Sat 7am-8pm 30 mins, no return 1 hour)’ parking bay adjacent to No.106 London Road, will be converted to a new dual-use ‘Limited waiting (Mon-Fri 7am-8pm & Sat 4pm-8pm, 30 mins, no return 1 hour)’ and ‘Market Traders only (Sat 6am-4pm)’ bay.
  2. London Road – the existing ‘Loading only (Mon-Sat 7am-8pm 1 hour, no return 1 hour)’ bays will be converted to a new dual-use ‘Loading only (Mon-Fri 7am-8pm & Sat 4pm-8pm, 1 hour, no return 1 hour)’ and ‘Market Traders only (Sat 6am-4pm)’ bays:
    a. North side: adjacent to Nos.89-91,
    b. South Side: adjacent to Nos.94-96.
  3. New High Street (West side) – the existing ‘Limited waiting (Mon-Sat 8am-6.30pm, 1 hour, no return 1 hour)’ parking bay adjacent to the public house, will be converted to a new dual-use ‘Limited waiting (Mon-Fri 8am-6.30pm & Sat 4pm-6.30pm, 1 hour, no return 1 hour)’ and ‘Market Traders only (Sat 6am-4pm)’ bay.

Note – only Market Traders registered with the market organiser will be eligible to park in the proposed new spaces during the stated operating hours.

Additionally, as a result of adjacent residential development and the construction of a new dropped-kerb access, the ‘Shared-use (Mon-Fri 8am-6.30pm, 2 hours, no return within 2 hours or Permit holders)’ parking bay adjacent to No.45 Gladstone Road is replaced with new ‘No Waiting At Any Time’ parking prohibition (Double Yellow Lines).

The Oxfordshire County Council (Oxford City – Various Roads) (Map Based) (Prohibition and Restriction of Waiting and Permitted Parking) Order 2026 is further amended, updating Map Tiles: ‘ES71’ & ‘ES73’ in the process.

(OXFORD AREA – VARIOUS ROADS) (MAP BASED) (TRAFFIC MANAGEMENT) (VARIATION NO.*) ORDER 20**

NOTICE is given that Oxfordshire County Council proposes to make the above order under the Road Traffic Regulation Act 1984 and all other enabling powers. The effect of the order – for road safety and enforcement reasons – is to introduce a ‘Prohibition of Motor Vehicles (except for access)’ restriction on that part of public Bridleway No.294/8/40 between Oxford Road & Raymund Road in Old Marston, Oxford. Permitted access will remain for those immediately adjacent properties.

Additionally, on Barracks Lane – Bridleway No.320/30/30 (leading to Bridleway Nos.320/30/10 & 320/30/20 – National Cycle Route 57) – the currently signed ‘Prohibition of Motor Vehicles’ restriction point at the eastern road end, adjacent to Yesi Woods’ will be formalised.

These proposals will amend the Oxfordshire County Council (Oxford Area – Various Roads) (Map Based) (Traffic Management) Order 2026, updating Map Tiles E068 & E271 in the process.

NOTICE is given that Oxfordshire County Council proposes to make the above orders under the Road Traffic Regulation Act 1984 and all enabling powers. The effect of the Order is to introduce new dedicated Electric Vehicle (EV) charging only parking places throughout Oxfordshire as follows:

Oxford City:

  1. Binsey Lane (West side) – four new ‘Electric Vehicle (EV) Charging Only’ parking bays for use by WO Permit Holders only Mon-Sat 8am-6.30pm, and other EV’s outside these times, replacing the existing ‘Shared-use’ parking bay (Mon-Sat 8am-6.30pm, two hours limited waiting or permit holders) adjacent to No.94 Botley Road,
  2. Cowley Road (East side) – four new ‘Electric Vehicle (EV) Charging Only’ at all times parking bays, replacing part of the existing unrestricted parking bay adjacent to Nos.305-299,
  3. Cuddesdon Way (North side) – six new ‘Electric Vehicle (EV) Charging Only’ at all times parking bays in the layby adjacent to Nos.101-131, replacing the currently unrestricted parking,
  4. Hockmore Street (East side) – four new ‘Electric Vehicle (EV) Charging Only’ parking bays for use by CS Permit Holders only Mon-Sat 8am-6.30pm, and other EV’s outside these times, replacing part of the existing ‘Shared-use’ parking bay (Mon-Sat 8am-6.30pm, one hour limited waiting or permit holders) opposite Nos.1-7,
  5. Kings Cross Road (East side) – four new ‘Electric Vehicle (EV) Charging Only’ parking bays for use by SM Permit Holders only Mon-Fri 10am-4pm, and other EV’s outside these times, replacing part of the existing ‘Permit holders only’ (Mon-Fri 10am-4pm) parking adjacent to No.68 Hamilton Road,
  6. Latimer Road (East side) – six new ‘Electric Vehicle (EV) Charging Only’ parking bays for use by HB Permit Holders only Mon-Fri 8am-7pm & Sat 2pm-4pm, and other EV’s outside these times, replacing part of the existing ‘Permit holders only’ (Mon-Fri 8am-7pm & Sat 2pm-4pm) parking adjacent to No.21,
  7. Salter Close (South side) – four new ‘Electric Vehicle (EV) Charging Only’ parking bays for use by SO Permit Holders only at all times, replacing the existing ‘Permit holders only’ parking bay adjacent to No.28 Whitehouse Road,
  8. Water Eaton Road (East side) – four new ‘Electric Vehicle (EV) Charging Only’ parking bays, for use Mon-Fri 8am-6.30pm by NS Permit Holders or for non-permit holders 2 hours with no return in 2 hours, and other EV’s outside these times, replacing the existing ‘Shared-use’ parking bay (Mon-Fri 8am-6.30pm, two hours limited waiting or permit holders) adjacent to Nos.1-25 Meadow View.

Cherwell:

  1. Deddington: Bull Ring (East side) – six new ‘Electric Vehicle (EV) Charging Only’ at all times parking bays adjacent to Castle House, replacing the currently unrestricted parking,
  2. Kidlington: The Phelps (North side) – four new ‘Electric Vehicle (EV) Charging Only’ at all times parking bays in the layby adjacent to Nos.11-19, replacing the currently unrestricted parking.

South Oxfordshire:

  1. Berinsfield: Green Furlong (East side) – six new ‘Electric Vehicle (EV) Charging Only’ at all times parking bays in the layby adjacent to the Community Centre, replacing the currently unrestricted parking,
  2. Henley-on-Thames: Clements Road (West side) – six new ‘Electric Vehicle (EV) Charging Only’ at all times parking bays in the layby adjacent to No.2 & No.36 Crisp Road, replacing the currently unrestricted parking.

Vale of White Horse:

  1. Shrivenham: High Street (North side) – six new ‘Electric Vehicle (EV) Charging Only’ parking bays for use by SH Permit Holders only Mon-Fri 8am-5pm for 3 hours, and then other EV’s outside these times, replacing the existing ‘Shared-use’ parking bay (Mon-Fri 8am-5pm, three hour limited waiting or permit holders) adjacent to Nos.26-30.

West Oxfordshire:

  1. Bampton: Market Square (South side) – seven new ‘Electric Vehicle (EV) Charging Only’ at all times parking bays in the layby adjacent to the Bampton Parish Council offices, replacing the currently unrestricted parking,
  2. Burford: Barns Lane (South side) – four new ‘Electric Vehicle (EV) Charging Only’ at all times parking bays in the layby adjacent to the A40/A361 roundabout, replacing the currently unrestricted parking,
  3. Carterton: Hill View (North side) – six new ‘Electric Vehicle (EV) Charging Only’ at all times parking bays in the layby adjacent to Nos.55 & 73, replacing the currently unrestricted parking,
  4. Eynsham: Mill Street (West side) – four new ‘Electric Vehicle (EV) Charging Only’ at all times parking bays adjacent to Nos.9-11, replacing the currently unrestricted parking.
  5. Witney: Church Green (West side) – six new ‘Electric Vehicle (EV) Charging Only’ parking bays, for use on all days 6am-10pm by WY Permit Holders or for non-permit holders 4 hours with no return in 1 hour, and other EV’s outside these times, replacing part of the existing ‘Shared-use’ parking bay (All days 6am-10pm, four hours limited waiting or permit holders) next to the Green adjacent to Nos.26-38.

(OXFORD CITY – VARIOUS ROADS) (MAP BASED) (PROHIBITION AND RESTRICTION OF WAITING AND PERMITTED PARKING) (VARIATION NO.*) ORDER 20**

NOTICE is given that Oxfordshire County Council proposes to make the above order under the Road Traffic Regulation Act 1984 and all enabling powers. The effect of the Order is to introduce new & amend various parking restrictions in Oxford as follows:

  1. Tille Road (South side) – new ‘Shared-use’ parking place (Mon-Fri 9am-5pm, 2 hours limited waiting or CL Permit holders) for approx. 3 vehicles in the unrestricted layby adjacent to No.84, opposite ‘St Josephs Campus’.
  2. Between Roads Road (Both sides):
    a. new ‘No Loading (All days, 7.30am-9.30am & 3pm-5.30pm)’ restrictions from its junction with Oxford Road, south-westwards to its junction with Barns Road, and
    b. new ‘No Waiting at Any Time’ (Double Yellow Lines) restrictions between its junction with Oxford Road & Barns Road, replacing the existing lengths of ‘No Waiting Mon-Sat, 8am-6.30pm’ (Single Yellow Lines) – adjacent to the Church on the north side & the student accommodation and ‘Knights Court’ office block on the south side – in the process.
  3. Stanley Road (South side) – new No Waiting at Any Time (Double Yellow Lines) restrictions will replace part of the existing ‘Permit Holders Only’ bay adjacent to Nos.2-6/the Mosque, leaving 6.5 metres (approx. 1 car space).

The Oxfordshire County Council (Oxford City - Various Roads) (Map Based) (Prohibition and Restriction of Waiting and Permitted Parking) Order 2026 will be further amended, updating Map Tiles: EY68, FA72, FB71 & FC71 in the process.
