NOTICE OF MAKING
ROAD TRAFFIC REGULATION ORDERS AFFECTING
THE DISTRICT OF WINCHESTER CITY COUNCIL
Winchester City (Off Street) Parking Places Order 2026
Winchester City Council made the above traffic regulation order on 8th July 2026. The order comes into operation on 16th July 2026. The effect of the order is to consolidate the The Winchester City (Off Street) Parking Order 2003 and its 11 variations, the Winchester City (Off Street) Parking Places Alresford Order 2009 and Winchester City (Off Street) Parking Places Alresford (No.2) Order 2012, the Winchester City Parking Places Order 2010 and the Winchester City (Barfield Close and St Catherine’s View) (Off Street) Parking Places Order 2003 and its two variations.
The new order also:
- Updates articles and definitions to reflect 2025/6 terminology and technology.
- Includes Electric Vehicle Parking Places and associated articles.
- Includes changes to weight limits of multi-storey car parks to take into account the weight of electric vehicles and current larger vehicles.
- Removes the Park & Ride RingGo Wallet discounted tickets, due to the supplier removing this product.
- Introduces no return within 4 hours for Alresford Station Car Park.
- Includes the proposed Variation 12 to The Winchester City (Off Street) Parking Order 2003 reflecting the current opening hours of The Brooks Car Park.
- Introduces a new car park concession permit allowing eligible Inner Zone residents to park during the evening (7pm until 8am) and at weekends in specified Winchester City Council car parks. Those eligible for such permits are any resident in inner parking zones B, C, M, N, P, Q, R and S, who have a current and live resident parking permit purchased under Hampshire County Council’s Winchester permit scheme.

- Cattle Market Car Park
- Chesil Multi-Storey Car Park
- Coach Park
- St Peter’s
- Tower Street Car Park
- Worthy Lane Car Park
Additional Car Parks:
- Cossack Lane (Zone N Residents Only)
- Colebrook Street Car Park (Zone S Residents Only)
