THE EAST DUNBARTONSHIRE COUNCIL
(DESIGNATED DISABLED PERSONS’ PARKING PLACES AND AMENDMENTS) ORDER 2026

On Tuesday, 07 July 2026 the East Dunbartonshire Council made an Order under 32(1) and 35(1) of the Road Traffic Regulation Act 1984 (“the Act”) and of all other enabling powers, which Order comes into operation on Monday, 24 August 2026.

The proposed Order was advertised in the editions of the Milngavie and Bearsden Herald, Kirkintilloch Herald, Bishopbriggs Herald and Kilsyth Chronicle published week commencing 19 January 2026. The main effect of the Order will be the introduction of designated parking places for the leaving of a vehicle displaying a disabled badge on the roads listed in Schedule 1 below and the removal of existing parking places designated for the leaving of a vehicle displaying a disabled badge on the roads listed in Schedule 2 below.

A modification has been made to Schedule 4 of the proposed Order as it was publicised. The following space has not been included in the Order as made:

‘South side of Millburn Street, West of Bencloich Road, bounded on the South kerbline, has a width of around 2.5 metres and extends from a point 77 metres from Bolton Terrace, heading West, for a distance of around

6.6 metres.’

A copy of the Order as modified and plan detailing the lengths of road affected may be examined without payment of fee on the Traffic Regulation Orders page of the East Dunbartonshire Council website and at the following locations:-

(i)    William Patrick Library, 2-4 West High Street, Kirkintilloch (Mon – Thu 10am to 8pm, Fri – Sat 10am – 5pm).

(ii)   Bishopbriggs Library and Hub, 170 Kirkintilloch Road, Bishopbriggs, G64 2LX (Mon-Thu 10am to 8pm; Fri-Sat 10am to 5pm).

(iii)  Milngavie Library, Allander Road, Milngavie, G62 8PN (Mon-Thu 10am to 8pm; Fri-Sat 10am to 5pm).

(iv)  Lennoxtown Library, 46 Main Street, Lennoxtown, G66 7JJ (Mon, Wed 10am to 8pm, Tue, Thu, Fri 10am to 5pm).

(v)  Bearsden Library and Community Hub, 69 Drymen Rd., Bearsden, G61 3QT (Mon-Thu 10am-8pm, Fri-Sat 10am-8pm);

Any person wishing to question the validity of the Order or any provision therein on grounds that the Order is not within the powers conferred by the Road Traffic Regulations Act 1984, or on the grounds that any requirement of that Act or of any relevant Regulation made thereunder has not been complied with in relation to the Order may, within 6 weeks from 07 July 2026, make an application to the Court of Session for this purpose.

1.    Allander Road, Aviemore Gardens, Deveron Road, Ledcameroch Road, Ledi Drive, Maxwell Avenue, Stockiemuir Avenue, and Thomson Drive within Bearsden;

2.    The Access Road off South Crosshill Road, Ashfield, Cargill Square, Emerson Road, Fern Avenue, Firpark Road, Larch Avenue, Lee Crescent, Springfield Road, Springfield Square, and Woodhill Road within Bishopbriggs;

3.    Alexandra Street, Alloway Drive, Border Way, Eastermains, Ellisland, John Street, Kingsway, Marmion Drive, Meiklehill Road, Regent Street, The Loaning, and Westergreens Avenue within Kirkintilloch;

4.    Church View Court, Cumroch Road, Lindsay Terrace, Main Street, Millburn Street, and North Birbiston Road within Lennoxtown;

5.    Haystack Place within Lenzie;

6.    Craigdhu Road, Dunlop Place, Southgate, and Strathblane Road within Milngavie;

7.    Alexander Avenue and MacDonald Crescent within Twechar.

8.    Alexander Place and Cairnview within Waterside.

1.    St Germains within Bearsden;

2.    Buchanan Crescent, Fern Grove, Fettercairn Gardens, Martyr’s Place, Westerhill Road within Bishopbriggs;

3.    Armour Gardens, Glenconner Way, Kirksyde Avenue within Kirkintilloch;

4.    Benvue Road within Lennoxtown;

5.    Alexander Avenue within Twechar.

East Dunbartonshire Council, in accordance with sections 1(1), 2(1) to (3) and Part IV of Schedule 9  of the Road Traffic Regulation Act 1984 (“the Act”)  and of all other enabling powers, propose to make  a traffic regulation order introducing no waiting  and no loading at any time restrictions on sections  of the B822 Main Street, B822 Campsie Road and  West Balgrochan Road, Torrance. The main effect of the order will be to introduce a no waiting and no loading at any time restriction on the lengths of road listed in Schedule 1 below and a no waiting at any time restriction on the lengths of road listed in Schedule 2 below.

Full details of this proposal, which forms the proposed THE EAST DUNBARTONSHIRE COUNCIL (B822 MAIN STREET, B822 CAMPSIE ROAD, AND WEST BALGROCHAN ROAD, TORRANCE)
(NO WAITING AND NO LOADING AT ANY TIME RESTRICTIONS) ORDER, together with a plan and statement of reasons for proposing to make this Order, are available for inspection during normal office hours Monday to Friday inclusive at the offices of without payment of fee:-

(i)  William Patrick Library, 2-4 West High Street, Kirkintilloch (Mon – Thu 10am to 8pm, Fri – Sat 10am – 5pm); and

(ii) Bishopbriggs Library and Hub, 170 Kirkintilloch Road, Bishopbriggs, G64 2LX (Mon-Thu 10am to 8pm; Fri-Sat 10am to 5pm).

Any person wishing to object to the proposal or  make any representations on the proposal must  send details of the grounds for objection in writing by email to TROconsultation@eastdunbarton.gov.uk or by post to Legal Services, 12 Strathkelvin Place, Kirkintilloch, G66 1TJ by no later than Friday  07 August 2026.
