What is happening?
Manchester City Council has made the CITY OF MANCHESTER (BENNETT STREET AND SURROUNDING AREAS) (PROHIBITION OF WAITING, LOADING/UNLOADING) ORDER 2026
and the CITY OF MANCHESTER (BENNETT STREET AND SURROUNDING AREAS) (20 MPH SPEED LIMIT ZONE) ORDER 2026 under the Road Traffic Regulation Act 1984.
The effect of the Orders is as follows:
NO LOADING AT ANY TIME:
Bennett Street: the north-west side from a point 10 metres south-west of its junction with Brick Kiln Road in a north-easterly direction to a point 10 metres north-east of its junction with Brick Kiln Road,
Black Brook Close: both sides from its junction with Brick Kiln Road in a northerly direction in its entirety,
Brick Kiln Road: (i) both sides from its junction with Bennett Street in a north-westerly direction for a distance of 10 metres, (ii) both sides from a point 86 metres north-west of its junction with Bennett Street in a north-westerly direction for a distance of 20 metres, (iii) the north side from a point 17 metres east of its junction with Black Brook Close in a westerly direction, up to and including its cul-de-sac end, (iv) the south side from its cul-de-sac end in an easterly direction for a distance of 9 metres,
Galloway Drive: (i) both sides from a point 68 metres north-east of its southern junction with Brick Kiln Road in an easterly and then northerly direction for a distance of 43 metres, (ii) both sides from a point 109 metres east of its northern junction with Brick Kiln Road in a easterly and then southerly direction for a distance of 41 metres,
Galloway Drive (South): both sides from its junction with Brick Kiln Road in a north-easterly direction for a distance of 10 metres, Old Tramway Close: both sides from a point 50 metres north of its junction with Galloway Drive in a northerly direction until its northern end including around the turning head,
Stone Yard Close: (i) both sides from its junction with Galloway Drive in a northerly direction for a distance of 10 metres, (ii) both sides from a point 54 metres north of its junction with Galloway Drive in a northerly direction until its northern end including around the turning head.
NO WAITING AT ANY TIME:
Bennett Street: the north-west side from a point 83 metres north-east of its junction with Hyde Road in a north-easterly direction for a distance of 181 metres,
Black Brook Close: both sides from its junction with Brick Kiln Road in a northerly direction for its entirety,
Brick Kiln Road: (i) both sides from a point 186 metres north-west of its junction with Bennett Street in a northerly direction for a distance of 20 metres, (ii) both sides from its junction with Bennett Street in a north-westerly direction for a distance of 10 metres, (iii) both sides from a point 86 metres from its junction with Bennett Street in a north-westerly direction for a distance of 20 metres, (iv) the north side from a point 17 metres east of its junction with Black Brook Close in a westerly direction, up to and including its cul-de-sac end, (v) the south side from its cul-de-sac end in an easterly direction for a distance of 9 metres,
Galloway Drive: (i) both sides from a point 68 metres north-east of its southern junction with Brick Kiln Road in an easterly and then northerly direction for a distance of 43 metres, (ii) both sides from a point 109 metres east of its northern junction with Brick Kiln Road in a easterly and then southerly direction for a distance of 41 metres,
Galloway Drive North: (i) both sides from its junction with Brick Kiln Road in an easterly direction for a distance of 7 metres, (ii) both sides from a point 50 metres east of its junction with Brick Kiln Road in an easterly direction for a distance of 23 metres,
Galloway Drive South: both sides from its junction with Brick Kiln Road in a north-easterly direction for a distance of 10 metres,
Old Tramway Close: (i) both sides from its junction with Galloway Drive in a northerly direction for a distance of 7 metres, (ii) both sides from a point 50 metres north of its junction with Galloway Drive in a northerly direction until its northern end including around the turning head,
Stoneyard Close: (i) both sides from its junction with Galloway Drive in a northerly direction for a distance of 10 metres, (ii) both sides from a point 54 metres north of its junction with Galloway Drive in a northerly direction until its northern end including around the turning head.
20MPH SPEED LIMIT ZONE: on Black Brook Close, Brick Kiln Road, Galloway Drive, Old Tramway and Stone Yard Close for their entire length.
The Orders were made on 2nd July 2026 and will come into effect on 13th July 2026.
A copy of the Orders and plans may be inspected by appointment at Customer Service Centre Ground Floor, Town Hall Extension, M60 2LA (for Sat. Nav. use M2 5DB) between hours of 9am and 4.30pm on Monday to Friday.
Please email or write into address below for a copy of documents. Anyone wishing to question the validity of the Order, or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or that any requirement of that Act or of any instrument made under it has not been complied with in relation to the Order may within 6 weeks from 2nd July 2026 apply to the High Court for such purpose.
