NOTICE IS HEREBY GIVEN that Chelmsford City Council acting on behalf of the South Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 30 June 2022 has made the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 and Parts II and IV of schedule 9 of the Road Traffic Regulation Act 1984 and of all other enabling powers.
Effect of the Order: To introduce parking restrictions on the following lengths of road in the District of Rochford as specified below. All measurements are approximate and are taken from the extended kerb line unless stated otherwise.
1. To Introduce ‘Resident Permit Parking Area Zone R Mon to Fri 10am-11am & 2pm-3pm excluding Bank Holidays’:

The Essex County Council (Rochford District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 Schedule 5 will be amended to include the following properties the residents of which are eligible to apply for a permit:

The cost of a resident permit is £55 per year. Visitor Tickets are also available and are valid for either 1, 2, 4, 6 hours or all day. More details regarding parking permits can be found on the Chelmsford City Council website: www.chelmsford.gov.uk/parking
This Order will be incorporated into The Essex County Council (Rochford District) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by substituting tile numbers:

The reception closes for lunch every day 12pm-1pm.
Date of operation: This Order will come into operation on Monday 17th August 2026.
Application to the High Court: Anyone who wishes to question the validity of the Order, or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of that Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the making of the Order apply to the High Court for this purpose.
