Road Traffic Regulation Act 1984

Notice is hereby given that, in not less than 7 days from the date of this Notice, the Council intends to make Orders under Section 14 of the Road Traffic Regulation Act 1984.

Green Ln & Golborne Rd, Winwick

(Prohibition of Driving & Suspension)

Temporary Order 2026

The effect of which will be as follows: Prohibition of Driving: Green Ln from its jct. with Golborne Rd to its jct. with Newton Rd; Golborne Rd from its jct. with Green Ln to its jct. with Green Ln; Temporary Suspension of The Borough of Warrington (Hornby Ln, Warrington) (One-Way) Order 2017 in its entirety. The Order will be effective from 20th July 2026 for 5 weeks. The closures will be carried out in phases with only one phase closed at any one time. The alternative routes will be as follows: Green Ln via Newton Rd, Golborne Rd & vice versa & via Newton Rd, Parkside Link Rd West, Parkside Rd, Golborne Rd & vice versa; Golborne Rd via Parkside Link Rd West, Newton Rd & vice versa. The restrictions are required to allow Cadent to carry out gas mains replacement works. Ref: 21437548

The effect of which will be to introduce a prohibition of driving on Lumb Brook Rd from its jct. with Grappenhall Rd to its jct. with Stockton Ln. The Order will be effective from 27th July 2026 for 1 week. The alternative route will be via Witherwin Ave, Broom Ave, Lyons Ln, London Rd, Grappenhall Rd & vice versa. The closure is required to allow Scottish Power to replace a link box. Ref: 21406188

The effect of which will be to introduce a prohibition of driving & clearway as follows: Sankey Green Roundabout (Northside) from the jct. with A57 Sankey Way eastbound to the jct. with A5061 Sankey Way westbound; A57 Priestley St (both directions) from its jct. with Sankey Green Roundabout for 100m; A57 Sankey Way eastbound from its jct. with Cromwell Ave to its jct. with Sankey Green Roundabout; A5061 Sankey Way eastbound from its jct. with Sankey Green Roundabout for 100m; Lovely Ln (both directions) from its jct. with Sankey Green Roundabout for 50m. The Order will be effective from 10th August 2026 for 10 weeks, between 7pm & 1am. The alternative route will be via A57 Sankey Way, A574 Cromwell Ave, A49 Winwick Rd, A49 Lythgoes Ln, A49 Brick St, A49 Fennel St, A49 Mersey St, A5061 Bridgefoot, A5061 Wilson Patten St, A5061 Parker St, A5061 Liverpool Rd & vice versa. The closure is required for carriageway resurfacing. Ref: 17158600

South Ave (Prohibition of Driving)

The effect of which will be to introduce a prohibition of driving on South Ave from its jct. with Alder Ln to its jct. with Lathom Ave. The Order will be effective from 22nd July 2026 for 1 day. The alternative route will be via Alder Ln, North Ave, Ireland St & vice versa. The closure is required to allow United Utilities to install a new customer connection. Ref: 21184021

Thelwall Ln (Various Restrictions)

Temporary Order 2026

The effect of which will be as follows: Prohibition of Driving: Thelwall Ln (eastbound traffic) from its jct. with Kingsway St to its jct. with Poachers Ln; Prohibition of Straight-Ahead Movement: No vehicle proceeding in an eastbound direction on the classified section of Thelwall Ln to proceed with a straight-ahead movement across Kingsway Sth into the Uncl. section of Thelwall Ln; Temporary Suspension of the existing 7.5T weight limit on Nook Ln. The Order will be effective from 18th July 2026. The restrictions will be in place over the following weekends: Saturday 18 July 2026 to Sunday 19 July 2026, Saturday 25 July 2026 to Sunday 26 July 2026, Saturday 1 August 2026 to Sunday 2 August 2026, Saturday 8 August 2026 to Sunday 9 August 2026, Saturday 15 August 2026 to Sunday 16 August 2026. The alternative route will be via Kingsway Sth, Reynolds St, Nook Ln & vice versa. The restrictions are required to allow for Scottish Power to install a new electrical main. Ref: 21707884

The effect of which will be to introduce a clearway as follows: A574 Warrington Rd (east side only) from the roundabout at East Lancs Rd to the roundabout at Bents Garden Centre; Poplars Ave (east side only) from the jct. with Derek Ave (North) to the jct. with Greenwood Cres; Church St (south side only) from the roundabout at Mersey St to the jct. at Farrell St; Longwood Rd from the roundabout at Rosemoor Gdns to the Roundabout at London Rd. The Order will be effective from 20th July 2026 for 38 weeks, between 9:30am & 3:30pm. The schemes will take approx. 4 to 8 weeks at each location. The restrictions are required for footway resurfacing. Ref: 21400188

The effect of which will be to introduce the following: Clearway: Chester Rd (northbound only) from the jct. at Runcorn Rd to the jct. at Walton Rd; Prohibition of Driving & Clearway: Longwood Rd for its entire length; Eagle Brow from the jct. at Booths Hill Rd/Church Rd to the jct. at Bridgewater St; Birchwood Park Ave from the roundabout at Glover Rd to the roundabout at Kelvin Cl. The Order will be effective from 20th July 2026 for 12 weeks, between 9:30am & 3:30pm. The works will only take approx. 3 to 10 days per location to complete however they are weather dependent. The alternative routes will be as follows: Longwood Rd via London Rd, Lyon’s Ln, Broom Ave & vice versa; Eagle Brow via Church Rd, Rectory Ln & vice versa; Birchwood Park Ave via Birchwood Way, Daten Ave & vice versa. The restrictions are required for carriageway surface dressing. Ref: 21400390

The effect of which will be to introduce the following: 20mph Speed Limit Restriction: A56 Chester Rd from the Borough Boundary with Halton to its jct.’s with Old Chester Rd/Runcorn Rd; Daresbury Ln from its jct. with Warrington Rd to the Borough Boundary with Halton; Prohibition of Driving: Entire lengths or road: Hatton Ln; Underbridge Ln; Warrington Rd; Daresbury Ln from its jct. with Warrington Rd to the Borough Boundary with Halton; Hobb Ln from its jct. with the A56 Chester Rd to the Borough Boundary with Halton; Holly Hedge Ln from its jct. with the A56 Chester Rd to its jct. with Runcorn Rd; Old Chester Rd from its northerly jct. with the A56 Chester Rd to its jct. with Walton Lea Rd; Park Ln from its jct. with the A56 Chester Rd to its jct. with Warrington Rd; Prohibition of U-Turn: Chester Rd – To prohibit all vehicles proceeding in either direction on Chester Rd between the Borough Boundary with Halton to its jct.’s with Old Chester Rd/Runcorn Rd from making a U-turn so as to proceed in the opposite direction as the case may be; Clearway: Entire lengths of road: Hatton Ln; Holly Hedge Ln; Pillmoss Ln; Underbridge Ln; Warrington Rd; Daresbury Ln from its jct. with Warrington Rd to the Borough Boundary with Halton; Hobb Ln from its jct. with the A56 Chester Rd to the Borough Boundary with Halton; Park Ln from its jct. with the A56 Chester Rd to its jct. with Warrington Rd; Runcorn Rd from its jct. with the A56 Chester Rd to its jct. with Hobb Ln; Footpath Closure: Hatton Footpath No.12 from its jct. with Hatton Ln to its jct. with Gosling Cl.

The Order will be effective from Wednesday 26th August 2026 for 1 week. Access will be under the control of the Event organiser for the duration of the restrictions. Temporary diversion signs will be erected on site detailing the associated alternative routes for the duration of the restrictions. The restrictions are required to facilitate the Creamfields Music Festival. Ref: 21634806

The effect of which will be to introduce the following: 40 MPH Speed Limit Restriction: A56 Chester Rd from its jct. with Runcorn Rd to the Borough Boundary with Halton; Footpath Closures to PROW: Hatton Footpath No.1 from its jct. with Warrington Rd to the Borough Boundary with Halton; Walton Footpath No.3 from its jct. with Chester Rd to the Borough Boundary with Halton; Walton Footpath No.3a from Walton Footpath No.3 to the Borough Boundary with Halton. The Order will be effective from Thursday 30th July 2026 for 5 weeks. An alternative route will be signed & available on site. The restrictions are required to facilitate construction works associated with the Creamfields Event 2026. Ref: 21634806

The alternative route will be via Chester Rd, Runcorn Rd & vice versa. The closure is required to allow United Utilities to install new service connections. Ref: 21183920

New Cut Ln & Hawthorne Ave (Prohibition of Driving & Clearway)

The effect of which will be to introduce a prohibition of driving & clearway as follows: New Cut Ln from its jct. with A57 Manchester Rd for 100m; Hawthorne Ave from its jct. with New Cut Ln for 50m. The Order will be effective from 3rd August 2026 for 4 weeks, between 8pm & 2am. The restrictions are required for carriageway resurfacing. Ref: 20717776

The temporary restrictions will be in place as & when the signs are in place on site. Access will be under the control of the relevant Contractor for the duration of the works.
