What is happening?

Portsmouth City Council (Kingston Road) (Temporary Road Closure) (Temporary Prohibition of Loading and Waiting) (No.117) Order 2026

Notice is hereby given that Portsmouth City Council intends to make the above Order under Section 14(1)(a) of the Road Traffic Regulation Act 1984, as amended by the Road Traffic (Temporary Restrictions) Act 1991.
The Order comes into operation from 20th July 2026 and the effect will be as follows:
A) TEMPORARY ROAD CLOSURE AND PROHIBITION OF LOADING AND WAITING
HANWAY ROAD

From its junction with Kingston Road to Kilmiston Close.
Diversion: Kingston Road, Washington Road.
BINSTEED ROAD
From its junction with Kingston Road for 20 metres.
Diversion: Toronto Road, Balliol Road and St Stephens Road, Queens Road.
NEW ROAD
From its junction with Kingston Road to Inverness Road.
Diversion: Kingston Road, London Road, Copnor Road, New Road and Fratton Road, St Mary's Road, Milton Road, Copnor Road, New Road.
HAMPSHIRE STREET
From its junction with Fratton Road for 10 metres.
Diversion: Fratton Road, St Mary's Road, Shakespeare Road, Ernest Road and Fratton Road, Kingston Road, New Road, Ernest Road.
LAKE ROAD
From its junction with Fratton Road for 120 metres.
Diversion: Lake Road, Cornmill Street, Commercial road, Mile End Road, Kingston Crescent, Kingston Road and Lake Road, Holbrook Road, Victoria Road North, Fratton Road.
KINGSTON ROAD
From its junction with Hanway Road to Chapel Street.
Diversion: Lake Road, Cornmill Street, Commercial Road, Mile End Road, Kingston Crescent, Kingston Road.
FRATTON ROAD
From its junction with Lake Road to Hanway Road.
Diversion: Fratton Road, St Mary's Road, Milton Road, Copnor Road, New Road.
TORONTO ROAD
From its junction with Kingston Road for 10 metres.
Diversion: Balliol Road, Binsteed Road.
LITTLE ARTHUR STREET
From its junction with Kingston Road to its junction with Hanway Road.
Diversion: Kingston Road, Washington Road, Hanway Road.
B) REASON FOR THE ORDER
To facilitate works for improvement of footway, carriageway and traffic signal upgrades.
C) DURATION OF THE ORDER
From 20th July 2026 to 30th September 2026 or completion of the works, whichever is sooner. Notwithstanding the above, works will take place in sections as notified by signage and letters to residents in advance of each works taking place.
D) DIVERSION
Vehicles will be diverted as stated above for each section of works.
Pedestrian access will be maintained around the works.
Cycles to follow vehicle diversion or dismount and follow pedestrian diversion around the works.
