GUILDFORD ON-STREET PARKING MANAGEMENT REVIEW – AMENDMENTS TO THE ON-STREET PARKING CONTROLS IN THE PARISHED AREAS WITHIN THE BOROUGH OF GUILDFORD
NOTICE IS HEREBY GIVEN that Surrey County Council (“the County Council”) has made an Order under Sections 1, 2, 4, 32, 35, 36,45, 46, 49, 51 and 53 of and Parts III and IV to Schedule 9 of the Road Traffic Regulation Act 1984 (‘the 1984 Act’) the effect of which will be to introduce new at any time waiting restrictions and enforceable School Keep Clear restrictions in certain lengths of roads within the Parished areas of the Borough of Guildford as described below in this Notice The Order, to be known as “The Surrey County Council (Various Roads in the Parished Areas within the Borough of Guildford) (Prohibition of Waiting and Stopping Outside Schools) (No. 1) Order 2026” (hereinafter called “the No. 1 Order of 2026”) make the changes as described below.
The general purpose and effect of the No. 1 Order of 2026 will be to:
(a) introduce No Waiting At Any Time restrictions,
(b) introduce formalised School Keep Clear restrictions,
(c) provide that in the lengths of roads referred to in paragraph (a) above that, in respect to the proposed waiting restrictions, the usual exemptions for loading and unloading vehicles, boarding and alighting from vehicles, using vehicles for works on or adjoining those lengths of roads and the services in them and for disabled persons’ vehicles in accordance with the “Blue Badge” Scheme will apply, and
(d) in respect to paragraph (b) above, any vehicle may stop on those “School “Keep Clear” markings” in respect of stopping to avoid an accident, when required to do so by law or with the permission of a police constable in uniform or if displaying a valid waiver certificate issued by the County Council or any agents acting on its behalf or to anything done in accordance with any restriction or requirement indicated by traffic signs placed on the highway by or on behalf of the Police.
INTRODUCE NO WAITING AT ANY TIME DOUBLE YELLOW LINES
Ash Green Lane West (On the North side from 5 metres to 25 metres East of its junction with Howard Cole Gardens).
Ash Hill Road (On the South side from 10 metres North-west of its junction with Cross Road to 10 metres South-east thereof.)
B3000 The Street, Compton (On the North side from 15 metres West of its junction with Spiceall to 15 metres East thereof).
Collins Gardens, Ash (Both sides from its junction with Grange Road to 10 metres North thereof).
Effingham Common Road, Effingham (Various lengths, both sides, from 15 metres North of its junction with Leewood Way to its junction with Orestan Lane).
Elm Lane, Tongham (Both sides from 13 metres to 23 metres West of its junction with Manor Road).
Forest Road, Effingham (Various lengths, Both sides, from 15 metres South-west of its junction with Fairways to 15 metres north-east of its junction with Fairways).
Grange Road (On the North side from 15 metres West of its junction with Collins Gardens to 15 metres East thereof).
Guildford Road, Ash (On the North side from 30 metres to 38 metres West of its junction with Brackendene).
Guildford Road, Normandy (On the North side from 17 metres East of its junction with School Lane to 15 metres West thereof.) Hog’s Back (A31) (Both sides of the slip road from a point 10 metres east of the eastern side of the vehicular access to the Hogs Back Hotel westwards to the start of the splitter island/central reserve just to the west of the access to the property known as ‘Ridgeway’ an approximate distance of 375m).
Lambourne Way (Both sides, from its junction with The Street to 20 metres West thereof).
Leewood Way (Both sides from both of its junctions with Effingham Common Road to 15 metres West thereof).
Lower Eashing (Both sides, from the eastern side of the bridge abutment (east channel) to the southern building line of No. 1 National Trust Cottages an approximate distance of 55 metres).
Lower Road, Effingham (Various lengths, both sides, from its junction with The Street to 15 metres East of its junction with Church Street).
Ockham Road South (On the West side from 15 metres North of its junction with St Martin’s Close to 15 metres South thereof).
Orestan Lane, Effingham (Both sides, from its junction with Effingham Common Road to 30 metres West thereof.)
Portsmouth Road, Ripley (On the West side from 25 metres North of its junction with Grove Heath Road to 75 metres South thereof).
Potters Lane, Send (Various lengths, both sides, from its junction with Send Road to 15 metres South of its junction with Wey Close).
School Lane, Normandy (Various lengths, both sides, from its junction with Guildford Road to 26 metres North-west thereof).
Send Road, Send (On the South side, from 15 metres West of its junction with Potters Lane to 15 metres East thereof).
Shawfield Road, Ash (On the East side, from 15 metres to 31 metres South-west of its junction with Star Lane).
Spiceall, Compton (Both sides, from its junction with the B3000 The Street to 15 metres North thereof).
St Martin’s Close (Various lengths, both sides, from its junction with Ockham Road South to 100 metres West thereof.)
Station Road West, Ash Vale (On the eastern side from where the existing yellow lines opposite the entrance to the LDL Business Centre finish northwards for approximately 18 metres).
The Street, Effingham (Various lengths, both sides, from its junction with Lower Road to 10 metres South of its junction with Middle Farm Place).
The Street, Tongham (On the North side from 15 metres South of its junction with Lambourne Way to 15 metres North thereof).
INTRODUCE NO STOPPING MON-FRIÐAY 8.00-10.00AM AND 2.30-4.30PM SCHOOL KEEP CLEAR RESTRICTION
Effingham Common Road (On the East side from 15 metres to 35 metres North of its junction with Orestan Lane).
Lower Road, Effingham (On the North side from its junction with Lutchens Close to 36 metres West thereof).
School Lane, Normandy (On the West side from 75 metres to 115 metres North of its junction with Guildford Road).
The proposal to make The Surrey County Council (Various Roads in the Parish of Shalford in the Borough of Guildford) (Residents Parking Permit Area) Order 202- (which proposed the introduction of a Residents Only Permit Parking Area in certain roads in the Shalford Village Centre Area) has been abandoned in its entirety.
A copy of the No. 1 Order of 2026, which will come into operation on 20 July 2026, this Notice, the plans (which are contained in the sealed Order) and a Statement of the County Council’s reasons for making the No. 1 Order of 2026 as set out in this Notice may be viewed at (1) Surrey Highways, Hazel House, Merrow Lane, Merrow, Guildford, Surrey, GU4 7BQ (by appointment only); or (2) at the Main Reception, Guildford Borough Council Offices, Millmead House, Millmead, Guildford, Surrey, GU2 4BB or (3) by prior arrangement and appointment only at Guildford Borough Council’s Parking Office situated at Bedford Road Multi-storey Car Park (Level 2), Laundry Road, Guildford, Surrey, GU1 4PX (Telephone No. (01483) 505050 or Email: Parking@guildford.gov.uk) or (4) at Guildford Library, 77 North Street, Guildford, Surrey GU1 4AL or (5) Ash Library, Ash Street, Ash (Near Aldershot), Surrey, GU12 6LF or (6) Horsley Library, Station Parade West, Ockham Road South, East Horsley, Leatherhead, Surrey, KT24 6QR during normal office hours on Mondays to Fridays inclusive in the case of (1), (2) and (3) immediately above or during normal opening hours in the case of (4), (5) and (6) immediately above.
If you wish to question the validity of the Order or of any provision contained in it on the grounds that it is not within the powers conferred by the 1984 Act, or on the grounds that any requirement of the 1984 Act or of any Instrument made under it has not been complied with in relation to the Order, you may, within six weeks from Thursday 2 July 2026, apply to the High Court for this purpose.
