Amendments to The Guildford Town Centre
Controlled Parking Zone in the Borough of Guildford

NOTICE IS HEREBY GIVEN that Surrey County Council has made an Order under Sections 1(1), 2(1) to (3) and 4, 32, 35, 36, 45, 46, 49, 51 and 53 and Parts III and IV of Schedule 9 to the Road Traffic Regulation Act 1984 (‘the 1984 Act’) the effect of which will be to further amend “The Surrey County Council (Various Roads in the Borough of Guildford) (Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting and Loading Restrictions and Street Parking Places and Revocation) Order 2025”. The Order, to be known as “The Surrey County Council Various Roads in the Borough of Guildford (Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting and Loading Restrictions Street Parking Places and Revocation) Amendment Order (No. 2) 2026”, which will make the changes as described below.

The general purpose and effect of the Order will be to:

(a) amend and revoke some of the existing parking controls,

(b) introduce No Waiting At Any Time double yellow lines,

(c) introduce No Waiting between 8.30am-6pm Monday to Saturday inclusive single yellow lines,

(d) convert various existing restrictions to permit only parking places,

(e) convert various existing restrictions to shared use parking places,

(f) convert various restrictions to on-street pedal cycle parking places only parking places,

(g) Introduce various formalised Blue Badge Holders (Disabled Persons) Only Parking Places,

(h) In respect to paragraphs (d) to (e) above, disabled persons vehicles displaying a disabled person’s “Blue Badge” may wait in those parking places free of charge and without time limit and in respect to paragraph (g) above, only disabled persons’ vehicles displaying a disabled person’s “Blue Badge” may wait in those parking places,

(i) In respect to paragraphs (d) to (f) above (but excluding the pedal cycle parking places referred to in paragraph (f) above), any vehicle may wait in those parking places for the purposes of boarding and alighting (for a period not exceeding two minutes), or for the purposes of loading / unloading goods (for a period not exceeding twenty minutes)

(j) in respect of the No Waiting Restrictions referred to in paragraphs (b) and (c) above, provide that the usual exemptions in respect of loading and unloading vehicles, boarding and alighting from vehicles, using vehicles for works on or adjoining the affected lengths of sides of roads, the maintenance of those roads and the services in them and for disabled persons’ vehicles in accordance with the “Blue Badge” Scheme will apply.

Queens Road (Various lengths, both sides, from the existing restriction outside No. 19 Queens Road to 8 metres North of the end of the road).

Queens Road (East, West and South sides, from the southernmost end of the road to 8 metres North thereof).

Recreation Road (On the North side from 7 metres to 13 metres West of its junction with Chestnut Road).

London Road (On the Northern side from 66 metres East of its junction with Ennismore Avenue to 40 metres South-west of its junction with Buckingham Close).

Millmead (In the centre of the carriageway, the parking bays immediately adjacent to the island site formed of small element block paving lying opposite the entrance to/exit from the Guildford Borough Council Offices and Millmead House Short Stay off-street car park, from 5.5 metres North-east of Bow Cottage to 10.5 metres North-east thereof).

Guildford Park Road (that length of the north-west side fronting Nos. 20/22 Guildford Park Road, from 15 metres to 18 metres South-west of the north-eastern corner of the road fronting No. 16 Guildford Park Road).

A copy of the Order, which will come into operation on 20 July 2026, this Notice, the plans and a Statement of the County Council’s reasons for making the Order as set out in this Notice may be viewed at (1) Surrey Highways, Hazel House, Merrow Lane, Merrow, Guildford, Surrey, GU4 7BQ (by appointment only); or (2) at the Main Reception, Guildford Borough Council Offices, Millmead House, Millmead, Guildford, Surrey, GU2 4BB or (3) by prior arrangement and appointment only at Guildford Borough Council’s Parking Office situated at Bedford Road Multi-storey Car Park (Level 2), Laundry Road, Guildford, Surrey, GU1 4PX (Telephone No. (01483) 505050 or Email: Parking@guildford.gov.uk) or (4) at Guildford Library, 77 North Street, Guildford, Surrey GU1 4AL during normal office hours on Mondays to Fridays inclusive in the case of (1), (2) and (3) immediately above or normal opening hours in the case of (4) immediately above.

If you wish to question the validity of the Order or of any provision contained in it on the grounds that it is not within the powers conferred by the 1984 Act, or on the grounds that any requirement of the 1984 Act or of any Instrument made under it has not been complied with in relation to the Order, you may, within six weeks from Thursday 2 July 2026, apply to the High Court for this purpose.
