Waltham Forest - Multiple Temporary Road Closures Due To Highway Works

What is happening?

THE LONDON BOROUGH OF WALTHAM FOREST (LBWF)

Road Traffic Regulation Act 1984 – Section 14(1) - The Waltham Forest (Various Roads E10) (UKPN) (Various Measures) (No. 1) Order 2026 (TT22(26))
1. The Council of LBWF HEREBY GIVES NOTICE that on 2nd July 2026 it made an Order to facilitate the installation of new electricity supply to be carried out in a safe and efficient manner by UKPN in various roads within the E10 region.

2. The general effect of the Order will be, only at such times and to such extent as regulatory signs are displayed, to introduce temporary restrictions in the following lengths of roads;

Church Road
(i) to suspend southbound lane between Lea Bridge Rd and March Ln;
(ii) to suspend northbound bus lane between No. 240 Church Rd and Lea Bridge Rd;
(iii) to suspend bus stops outside:
(i) No. 258 Church Rd,
(ii) Bell Gardens
(iii) Nos. 367-371 Church Rd
(iv) Wellington Mansions and
(v) Etloe House;
(iv) to suspend parking bays between Nos:
(i) 281 and 301 Church Rd and
(ii) 211 and 221 Church Rd;

(v)
to prohibit pedestrian access on the eastern footway between Capworth Street and No. 309 Church Rd.
(vi) to suspend the pedestrian crossing outside No. 201 Church Rd;

Malta Road
(i) to prohibit vehicles from entering and proceeding from the south-eastern kerb-line of Church Rd, eastwards for 15m;
(ii) to suspend parking bays;
(a) the north-west side –
(i) adjacent to No. 353 Church Rd,
(ii) outside Nos. 9-15 Malta Rd and;
(iii) outside Nos. 47 to 59 Malta Rd;

(b) the south-east side-
(i) adjacent to No. 351 Church Rd,
(ii) outside 28 to 36 Malta Rd and
(iii) between Cambrian Rd and No. 48 Malta Rd.
(iii) to suspend one-way traffic operation between Church Rd and No. 61 Malta Rd.

Cambrian Road
(i) to suspend parking bays;
(a) the north-east side
(i) adjacent to No. 60 Malta Rd, and;
(ii) outside Nos. 18-23 Cambrian Rd;

(b) the south-west side
(i) adjacent to No. 58 Malta Rd, and;
(ii) outside Nos. 8-9 Cambrian Rd;
(iii) to suspend one way traffic operation between Palamos Rd and Malta Road.

Palamos Road
(i) to prohibit vehicles from entering and proceeding from the north-eastern kerb-line of Church Rd, north-eastwards for 15m;
(ii) to suspend parking bays:
(a) the north-west side –
(i) adjacent to No. 8 Cambrian Rd,
(ii) adjacent to No. 333 Church Rd and;
(iii) outside Nos. 17-21 Palamos Rd;

(b) the south-east side –
(i) adjacent to No. 331 Church Rd,
(ii) adjacent to No. 7 Cambrian Rd and;
(iii) outside Nos. 32–36 Palamos Rd.
(iii) to reverse one way traffic operation to permit movement from south-west to north-east (as required);
(iv) to suspend the one-way traffic restriction to permit two-way traffic (as required)

Capworth Street
(i) from the north-eastern kerb-line of Church Rd, north-eastwards for 15m;
(a) to prohibit vehicles from entering or proceeding;

(b) to prohibit pedestrian access on the northern footway
(ii) to suspend parking bays;
(a) the north-west side-adjacent to No. 307 Church Rd;
(b) the south-east side-adjacent to No. 305 Church Rd.

Park Road
(i) to prohibit vehicles from entering and proceeding from the north-eastern kerb-line of Church Rd, north-eastwards for 15m;
(ii) to suspend parking bays on the north-west side-adjacent to No. 201 Church Rd;
(iii) to suspend one way traffic operation between Church Rd and Goldsmith Rd.

3. The Order will come into operation on 6th July 2026 and will be valid for a maximum period of 6 months or until the works are completed, whichever is the sooner.

NOTE: These works would not be carried out simultaneously in all roads but in a sequence as directed by the Council. The works are expected to be completed within 1 month. The order has been extended to allow for contingencies.

The Waltham Forest (Electricity Mains Work) - (UKPN) (Footpath Closure E4) - (Temporary Measures) (No.1) Order 2026
The Council of LBWF HEREBY GIVES NOTICE that on 2nd July 2026 it made an Order to facilitate electricity substation maintenance works by UKPN, to be carried out in a safe and efficient manner in the footpath between Kimberley Way and Forest Side.

The general effect of the Order will be, only at such times and to such extent as regulatory signs are displayed, to prohibit pedestrian movements in the footpath between Kimberley Way and Forest Side.The access to Chingford Cricket Club will be maintained, during the operation of the closure.

Alternative routes for pedestrians would be available via: Kimberley Way, Faversham Avenue and Forest Drive.

The Order will come into operation on 6th July 2026, and would be valid for a maximum period of 1 month or until the works are completed, whichever is the sooner. Ref: - TT28(26).

NOTE: The works are expected to be completed within 3 weeks, however the Order has been extended to allow for contingencies.

The Waltham Forest (Thames Water) - (King Edward Road E17) (Temporary Measures) - (No.1) Order 2026
The Council of The LBWF HEREBY GIVES NOTICE that it intends on making an Order to enable excavation works to repair defective sewer to be carried out by Thames Water, in a safe and efficient manner, in King Edward Rd E17.

The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed, in King Edward Rd, between the south-eastern kerb-line of Blenheim Rd and the common boundary of Nos. 64 and 68 King Edward Rd;
(a) to prohibit motor vehicles from entering, waiting or loading for any purpose, at "any time"; and
(b) to suspend any designated controlled parking spaces.

The Order would come into operation on 14th July 2026, and would be valid for a maximum period of 3 months or until the works are completed, whichever is the sooner. Ref: - TT21(26).

NOTE: The works are expected to be completed within 3 weeks, however the Order has been extended to allow for contingencies.

The Waltham Forest (Thames Water) - (Garfield Road E4) (Temporary Measures) - (No.1) Order 2026
The Council of The LBWF HEREBY GIVES NOTICE that it intends on making an Order to enable lead service pipe relays works to be carried out by Thames Water in a safe and efficient manner, in Garfield Rd E4.

The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed, in Garfield Rd, between Station Rd and Cross Rd;
(a) to prohibit motor vehicles from entering, waiting or loading for any purpose, at "any time"; and
(b) to suspend any designated controlled parking spaces.

The Order would come into operation on 13th July 2026, and would be valid for a maximum period of 6 months or until the works are completed, whichever is the sooner. Ref: - TT23(26).

NOTE: The works are expected to be completed within 3 months, however the Order has been extended to allow for contingencies.

The Waltham Forest (Modal Filter Improvement Works) - (Various Roads E17) (Temporary Measures) - (No. 1) Order 2026
The Council of The LBWF HEREBY GIVES NOTICE that it intends on making an Order to facilitate modal filter improvement works to be carried out in a safe and efficient manner, in various roads within the E17 region.

The general effect of the Order would be, only at such times and to such extent as regulatory signs are displayed, or as the case may be, covered or removed;

(i) Phase 1: -
(a) to prohibit motor vehicles from entering, proceeding and waiting or loading for any purpose, at "any time" in Pennant Terrace and Thorpe Crescent (Cres), between the common boundary of Nos. 17 and 19 Pennant Terrace and the common boundary of Nos. 3 and 5 Thorpe Cres;

(b) to suspend the one-way working in;
(1) Pennant Terrace – between Priory Court and the common boundary of Nos. 17 and 19 Pennant Terrace;
(2) Thorpe Rd – between Keith Rd and the common boundary of Nos. 3 and 5 Thorpe Rd; and
(3) Keith Rd

(ii) Phase 2: -
(a) to prohibit motor vehicles from entering, proceeding and waiting or loading for any purpose, at "any time" in Elphinstone Rd, between the southern kerb-line of Pennant Terrace and the common boundary of Nos. 144 and 146 Elphinstone Rd;

(b) to suspend the one-way working in Elphinstone Rd – between Winns Ave and the common boundary of Nos. 144 and 146 Elphinstone Rd;

(c) to temporarily suspend the modal filter at the junction of Pennant Terrace and Thorpe Cres to allow vehicles to travel from Pennant Terrace into Thorpe Cres.

Any designated controlled parking spaces located within the lengths of the roads mentioned in paragraph 2 (i) (a) and (ii) (a) would be suspended.

Vehicular access to properties affected by these temporary measures would be maintained wherever possible, subject to the extent and operation of the closures.

The Order would come into operation on 20th July 2026, and would be valid for a maximum period of 18 months or until the works are completed, whichever is the sooner. Ref: - TT25(26).

NOTE: The works will be carried out in two phases, as determined by the Council. The works are expected to be completed within 8 weeks. The order has been extended to allow for contingencies.

Whilst the prohibitions referred to in the paragraphs above remain in force, alternative routes for traffic would be indicated by traffic signs.

Vehicles waiting or loading in disregard of these Orders would be removed.

The prohibitions mentioned above would not apply in relation to any vehicle being used, or pedestrian:
(a) in connection with the said works; or
(b) for ambulance, fire brigade or police purposes.

NOTE: Signage will be placed in advance of any works in the above-mentioned roads which would give more specific details on the exact dates of the prohibitions, effects of any temporary traffic management and diversion routes as necessary.
