Traffic Regulation Order Affecting The Catharine Street Area.
Notice is hereby given that on the 30 June 2026, the Council made the below-mentioned Order (TRO) under Sections 1-4, 9, 19, 32, 35, 38, 45-53 & Part IV of Schedule 9 of The Road Traffic Regulation Act 1984, which will become operative on the 7 July 2026, the effect of which will be:-
The Parking Places and Controlled Parking Zone (Liverpool) (Order 2009) (Variation Nº117) Order, 2026 to vary The Parking Places and Controlled Parking Zone (Liverpool) Order, 2009, (Ref: - LS/CL&G/PRT/ NRB/TRO 10462A/TM 3690/CCM Ref Nº 10900745) so as to: -
1. Delete the existing waiting restrictions: -
(a) (8am-6pm Mon-Sun incl.) (outer zone) on Catharine Street, in its entirety; &
(b) (24 hours) (outer zone) on: (a) Canning Street - (i) north side, from a point 120m east of its junction with Hope Street in an easterly direction to a point 9m east of its junction with Catharine Street; & (ii) south side, from a point 51m east of its junction with Percy Street in an easterly direction to a point 46m east of its junction with Catharine Street; & (b) Catharine Street - (1) west side, from a point - (i) 38m south of its junction with Caledonia Street in a southerly direction for a distance of 8m; & (ii) 5m north its junction with Back Canning Street in a southerly direction to a point 11m south of its junction with Little Catharine Street; & (c) Catharine Street - (1) east side, from its junction with Upper Parliament Street in a northerly direction to its junction with Egerton Street; & (2) east side, from a point 5m north of its junction with Little St Bride Street in a southerly direction to a point 11m south of its junction with Little Canning Street;
2. To prohibit, with certain exceptions, any vehicle from waiting: -
(a) (8am-6pm Mon-Sun incl.) (outer zone) on Catharine Street, west side, from a point 39m north of its junction with Upper Parliament Street to its junction with Huskisson Street; & (b) (24 hours) (outer zone) on: (i) Canning Street - (a) north side, from a point 22 metres west of its junction with Catharine Street to a point 11 metres east of its junction with Catharine Street; & (b) south side, from a point 23 metres west of its junction with Catharine Street to a point 21 metres east of its junction with Catharine Street; & (ii) Catherine Street - (a) east side, from its junction with Upper Parliament Street to its junction with Back Mulberry Street; & (b) west side, from its junction with Huskisson Street to its junction with Caledonia Street; &
3. To prohibit any vehicle from waiting for the purposes of loading and unloading (24 hours) (outer zone) on Catharine Street - (a) east side, from its junction with Upper Parliament Street to its junction with Back Mulberry Street; & (b) west side, from its junction with Huskisson Street to a point 8m south of its junction with Caledonia Street.
The exceptions referred to in Articles 2 & 3 only will enable a vehicle to wait for so long as is necessary to enable:- (a) a person to board or alight from the vehicle; (b) the vehicle, if it cannot conveniently be used for such purposes in any other road, to be used in connection with any of the following operations, namely: - (i) building, industrial or demolition operations; (ii) the removal of any obstruction to traffic; (iii) the maintenance, improvement or reconstruction of the said sides of lengths of roads; (iv) the laying, erection, alteration or repair in, or in land adjacent to, the said sides of lengths of roads of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity or of any telecommunications apparatus as defined in Section 4 of The Telecommunications Act, 1984, including telephone kiosks; (c) the vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in the service of a local authority in pursuance of statutory powers or duties; (d) the vehicle to be used by a postal operator for the purpose of delivering or collecting postal packets from premises or postal boxes adjacent to the said sides of lengths of roads; (e) the vehicle to be used in connection with any wedding or funeral; (f) the vehicle to be used for fire brigade, ambulance or police purposes; (g) the vehicle which, for a period not exceeding three hours, displays a valid disabled person’s badge and parking disc/clock and that same vehicle is to be used by a disabled person whose badge and parking disc/clock is correctly on display in accordance with the Department for Transport’s guidebook, “The Blue Badge Scheme: Rights And Responsibilities In England” (except Article 3); (h) to enable goods to be loaded on to or unloaded from the vehicle (except Article 3); or (i) the vehicle to wait upon an authorised parking place; or being a hackney carriage, to wait upon a hackney carriage stand. This Order shall make permanent the effect of The Parking Places and Controlled Parking Zone (Liverpool) (Order 2009) (Experimental Variation Nº117) Order, 2025, that was initially made under Sections 9 & 10(2) of the Act of 1984 and came into operation on the 3 March 2025 for a maximum period of up to 18 months and which would have expired on the 31 August 2026.
A copy of the Order, the plan and statement of the Council’s reasons for making the Order may be inspected at The Regulatory Team, Legal Services, 5th Floor, Cunard Building, Water Street, Liverpool, L3 1AH between the hours of 9.15 a.m. and 4.00 p.m. on Mondays to Fridays inclusive. If you wish to question the validity of the Order or of any provisions contained in it on the grounds that it is not within the powers of The Road Traffic Regulation Act 1984, or on the grounds that any requirement of the Act or any instrument made under it has not been complied with in relation to the Order, you may within six weeks from the 30 June 2026 apply to the High Court for this purpose.
