(PROHIBITION AND RESTRICTION OF WAITING AND LOADING AND

PARKING PLACES) (CONSOLIDATION) ORDER 2021 (VARIATION NO. 15)

ORDER 2026

NOTICE IS HEREBY GIVEN that Hampshire County Council made the above-mentioned Order on Tuesday 23rd June 2026, in exercise of its powers and duties under 1, 2, 3, 4, 5, 32, 35, 45, 46, 47, 49, 51, 53 and 122 of the Road Traffic Regulation Act 1984 (“The Act”), Part IV of Schedule 9 of the Act and all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act, and having discharged its duty under section 122 of the Act.

GENERAL NATURE AND EFFECTS OF THE ORDER: Will be to implement a No Waiting at any Time restriction on Winklebury Way as described below:

(i) on its south side, between its junction with Roman Road and a point 118 metres east of that point; and

(ii) on its north side, between it junction with Roman Road and a point 70 metres east of that point.

DATE OF OPERATION: The order will come into force on Friday 10th July 2026.

(i) Basingstoke Discovery Centre, Festival Place Shopping Centre, Basingstoke, RG21 7LS (Opening hours: Monday & Wednesday – Saturday, 09.30 – 17.00; Tuesday: 09.30 – 13.00)

(ii) Deanes Reception Civic Offices, London Road, Basingstoke, RG21 4AH (Opening hours: Monday – Friday: 08.30 – 16.30)

(iii) Hampshire County Council Headquarters, The Castle, Winchester, SO23 8UJ (Opening hours: Mondays to Thursdays 8.30 – 17.15; Fridays 8.30 – 16.45)

APPLICATION TO THE HIGH COURT: Any person desiring to question the validity of the Order or of any of its provisions on the grounds that it is not within the relevant powers of the Act, or that any of the relevant requirements of the Act or of any relevant instrument made thereunder has not been complied with in relation to the Order may, by Friday 14th August 2026 make application for the purpose to the High Court.
