Amendments to Waiting, Loading and Unloading Restrictions and
Free On-Street Parking Places and Permit Parking in the Borough of Reigate and Banstead
On 2 July 2026 Surrey County Council made, with modifications, the following Orders under Sections 1(1), 2 (1) to (3), 4(2), 32, 35, 36, 45, 46, 47, 48, 49, 51, 52 and 53 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 (“the Act”):-
1. “The Surrey County Council (Various Roads in Reigate and Banstead) (Amendment of Waiting Loading and Unloading Prohibition and On-Street Parking Places Orders) Order 2018 (Amendment No. 9) Order 2026” which makes amendments to – (1) “The Surrey County Council Permit Holders On-Street Parking Place (Permit Zone) in the Borough of Reigate and Banstead Order 2015”; (2) “The Surrey County Council (Various Roads in Reigate and Banstead) (Residents’ On-Street Parking Places) Order 2013”; (3) “The Surrey County Council (Various Roads in Redhill Controlled Parking Zone) (Prohibition and Restriction of Waiting Loading and Unloading and Free Street Parking Places) Order 2013”(4) “The Surrey County Council (Various Roads in Reigate and Banstead) (Prohibition and Restriction of Waiting Loading and Unloading and Revocation) Order 2013”; (5) “The Surrey County Council (Various Roads in Reigate and Banstead) (Consolidation of Free Street Parking Places and Revocation) Order 2013”; (6) “The Surrey County Council (Various Roads in Reigate and Banstead) (Free Street Parking Places) (Disabled Persons) Order 2013”; (7) “The Surrey County Council (Various Roads in Reigate Controlled Parking Zone) (Prohibition and Restriction of Waiting, Loading and Unloading and Free Street Parking Places) Order 2013”; (8) “The Surrey County Council Reigate and Banstead (On-Street Car Club Parking Places Order) 2016”; (9) “The Surrey County Council (Various Roads in Redhill Controlled Parking Zone) (Prohibition and Restriction of Waiting Loading and Unloading and Free Street Parking Places) (No.2) Order 2016”; and (10)
“The Surrey County Council (Various Roads in Reigate and Banstead) (Prohibition of Stopping Outside Schools) Order 2013” as follows: (1) (a) prohibit waiting by vehicles in certain lengths of the roads specified in the First Schedule to this Notice, on the days and at the times indicated in the said Schedule; Exemptions for loading on and unloading from vehicles, boarding and alighting from vehicles, using vehicles for works on or adjoining the lengths of roads referred to in the First Schedule, the maintenance of those roads and the services in them and for disabled persons’ vehicles in accordance with the Blue Badge Scheme, will apply to the afore-mentioned restrictions; (b) provide that exemptions for loading on and unloading from vehicles, boarding, and alighting from vehicles, using vehicles for works on or adjoining the lengths of roads referred to in the First Schedule, the maintenance of those roads and the services in them and for disabled persons’ vehicles in accordance with the Blue Badge Scheme, will apply to the afore-mentioned restrictions; (c) prohibit the waiting by vehicles for the purpose of loading on and unloading from vehicles in certain lengths of the roads specified in the First Schedule to this Notice, subject to the exemptions specified in sub-paragraph (b) above, save that the exemption for Blue Badge holders will not apply; (d) amend the existing waiting restrictions in certain lengths of roads specified in the First Schedule to this Notice to be operational on the days and at the times indicated in the said Schedule; (e) revoke the existing waiting restrictions in certain lengths of road specified in the Second Schedule to this notice, during the times and on the days specified in the said Schedule, without replacement; (f) replace the existing stopping outside schools’ restriction of Monday to Friday 8.15am-4.30pm in certain lengths of Chipstead Valley Road with the restriction of Monday to Saturday 8.15am to 6pm; (g) extend the existing stopping of vehicles outside schools’ restriction, as indicated by zig-zag markings on site, in certain lengths of Carlton Road, Redhill, subject to the usual exemptions, namely any person causing a vehicle to stop in order to avoid an accident if required to do so by law; anything done with the permission of a police constable in uniform or in accordance with a sign placed by Surrey Police in accordance with Section 66 or 67 of the Act; or any vehicle which is displaying a valid waiver certificate issued by the Council; (h) formalise the stopping of vehicles outside schools, as indicated by zig-zag marking on site, in a certain length of Wray Park Road, Reigate, applying Monday to Friday (inclusive) 8.15am to 4.30pm; (i) prohibit the stopping of vehicles outside schools, as indicated by zig-zag markings on site, in certain lengths of Battlebridge Lane, Redhill, applying Monday to Friday (inclusive) between 8.15am and 4.30pm. The usual exemptions shall apply, namely any person causing a vehicle to stop in order to avoid an accident if required to do so by law; anything done with the permission of a police constable in uniform or in accordance with a sign placed by Surrey Police in accordance with Section 66 or 67 of the Act; or any vehicle which is displaying a valid waiver certificate issued by the Council; (j) introduce additional time limited parking bays in a certain length of Brighton Road, Salford (Salfords Shopping Parade) with the restriction of Monday to Saturday (inclusive) 8am to 6.30pm, 30 minutes with no return within 1 hour. (NB the parking spaces located behind the bus stop will remain unrestricted.); (k) introduce a time limited parking bay in a certain length of Buckland Road, Lower Kingswood with the restriction of Monday to Friday (inclusive) 8am to 6.30pm, 30 minutes no return within 2 hours; (l) introduce a time limited parking in a certain length of High Street, Merstham with the restriction of Monday to Saturday (inclusive) 8am to 6.30pm, 1 hour with no return within 1 hour; (m) formalise the existing parking bays on a certain length of Shelvers Hill, Tadworth with the restriction of Monday to Saturday (inclusive) 8am to 4.30pm, 1 hour with no return with 4 hours; (n) provide a disabled persons free on-street parking bay in a certain length of the West Road, Reigate to be operational at all times with no limit of time, subject to certain exemptions, e.g. to board and alight, or to load and unload etc.; (o) formalise the existing disabled persons free on-street parking place in a certain length of Buckland Road, Lower Kingswood to operate at all times with the restriction of 3 hours no return within 1 hour, subject to the same exemptions as part (n) above; (p) introduce a system of permit parking in Haroldslea Close, Horley, with the letter identifier “O” operating Monday to Friday (inclusive) between 10am and 12pm.
The residents that may be eligible to apply for permits will be No’s 1-22 Haroldslea Close. The following provisions will apply – (i) the vehicles which may be left in the parking place, during the hours of operation shall be vehicles displaying a valid parking permit bearing the appropriate identifying letter; (ii) provide residents’ parking permits for residents of the said properties, which will allow them to park in the said on-street permit holders’ only parking place during the hours of operation. Such permits will cost £88 for the first permit, £108 for a second permit and £138 for any subsequent permit (as applicable) and will be valid for a period of twelve months.
These charges will rise by £4 on the 1st of January 2028; (iii) provide that such residents parking permits shall be allocated using the following calculation: the sum of the number of vehicles registered to the place of abode minus the number of off-street parking places for such place of abode; (iv) provide for: (1) residents to purchase permits for use by their visitors at a cost of £2 each, which will be valid for one day, subject to a limit of 150 pa, or £1 which will be valid for 2 hours limited to 250 pa;
(2) Operational Permits, for use by doctors and nurses, and Carers Permits, for carers and community care personnel who are required to make visits to residents, which will be free of charge; and (3) Child Care Permits, for persons employed to visit a resident for the purpose of child care, pursuant to a contract of employment, will cost the same as a second resident’s permit; (v) provide that vehicles left by specified disabled persons may wait in the parking places in accordance with the Blue Badge Scheme without time limit at any time; (vi) provide that certain other vehicles may wait in the parking places in certain circumstances, e.g., to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc; (vii) provide that outside the hours of operation indicated, any vehicle may be left in the parking place for any period without time limit. (q) introduce an on-street permit holder’s only parking area in a certain length of Brook Road, Redhill, operating Monday to Saturday (inclusive) between 8am and 6.30pm.
The residents that may be eligible to use the said permit holder’s only parking area will be those residents with a permit marked with the letter identifier “H”; (r) include the residents of 1, 1A, 2, and 3 Brook Road, Redhill to be eligible for permits in Permit Parking Zone “H”. The costs and conditions of use will be the same as (p)(i) – (p)(vii) above; (s) make amendments to the Traffic Regulation Order to specify that only the residents of Numbers 4-30 (odd and even) Norbury Road, Reigate will be eligible for residents parking permits in Permit Zone “L”; (t) replace a restriction of no waiting Monday to Saturday 8am-6.30pm with a no waiting at any time in a certain length of Brook Road, Redhill; (u) Provide that the following exemptions shall apply:- (1) for loading on and unloading from vehicles;
(2) for boarding and alighting from vehicles;
(3) using vehicles for works on or adjoining those lengths of roads specified and the maintenance of those roads and the services in them;
(4) for disabled persons vehicles in accordance with the “Blue Badge” scheme; (v) reduce the number of available free parking bays at the northern side of Brook Road, Redhill to two; (w) Make certain drafting amendments to the following existing Orders which impose waiting, loading and unloading and parking prohibitions and restrictions in the Borough of Reigate and Banstead, which will not affect the operation of those prohibitions and restrictions:- (a) “The Surrey County Council (D1175) Quality Street and Old Mill Lane Merstham in the Borough of Reigate and Banstead (On-Street Parking Place) (Restricted Zone) Order 2013”; (b) “The Surrey County Council (Gardens Estate Horley Controlled Parking Zone) (Prohibition and Restriction of Waiting and Free Street Parking Places) Order 2013”; (c) “The Surrey County Council (Various Roads in Reigate Controlled Parking Zone) (Prohibition and Restriction of Waiting, Loading and Unloading and Free Street Parking Places) Order 2013”; (d) “The Surrey County Council Reigate and Banstead (On-Street Car Club Parking Places Order) 2016”; (e) “The Surrey County Council (Various Roads in Reigate and Banstead) (Free On-Street Loading Bays) Order 2013”; (f) “The Surrey County Council (Borough of Reigate and Banstead) On-Street Bus Parking Places Order 2018”; (g) “The Surrey County Council (Various Roads in the Borough of Reigate and Banstead) Electric Vehicle Parking Places Order 2023”; (h) “The Surrey County Council (Various Roads in The Borough of Reigate and Banstead) Parking Places for Which a Charge is Made Order 2024”; (i) “The Surrey County Council (Various Roads in Reigate and Banstead) (Prohibition of Waiting) (Restricted Zone) Order 2019”.
2. “The Surrey County Council Station Road (D1051) London Road (D1052) and High Street (D1050) Redhill (Restricted Parking Zone) Order 2026” the purpose and effect of which will be to: introduce a restricted parking zone in the pedestrianised parts of the following lengths of road (i) Station Road, Redhill, (ii) London Road, Redhill, and (iii) High Street, Redhill. The restricted zone will introduce parking controls operating at any time to prohibit waiting by vehicles. There will be no exemption for Blue Badge Holders within the restricted zone. N.B. no traffic signs relating to the restricted zones specified in this paragraph would be marked on the ground, other than a traffic sign at the entry/exit points and, if necessary,
3. “The Surrey County Council (Albert Road (D350) and High Street (D353) Horley Restricted Parking Zone) (Prohibition and Restriction of Waiting, Loading and Unloading and Disabled Parking Places) Order 2026“the purpose and effect of which will be to: (1) introduce a restricted parking zone in a certain length of Albert Road, Horley and the entire length of High Street, Horley the restricted zone will introduce parking controls operating at all times to prohibit waiting by vehicles the following exemptions shall apply – (i) boarding and alighting from vehicles; (ii) using vehicles for works on or adjoining those lengths of roads specified and the maintenance of those roads and the services in them; (N.B Disabled Badge Holders will not be exempt from these restrictions, except within the designated disabled persons’ free on street parking places). (N.B. no traffic signs relating to the restricted zones specified in this paragraph would be marked on the ground, other than a traffic sign at the entry/exit points and, if necessary, upright traffic signs at various locations within the restricted zone); (2) Provide disabled persons’ free on-street parking places in certain lengths of Albert Road, Horley and High Street, Horley, to be operational at all times with a maximum stay of 3 hours subject to certain exemptions, e.g. to board and alight; (3) provide such free on-street goods vehicle only loading bays in certain lengths of Albert Road, Horley and High Street, Horley, for the purpose of collecting or delivering goods by motor vehicles, from any premises adjacent to or in the vicinity of the loading bay, for use at any time.
4. Note: The Council has deferred a decision to implement the waiting restrictions at any time in Long Walk, George Earl Close (to the end of the Highway extent), Broad Walk, Chavecroft Terrace (to the end of the Highway extent), Coxdean, Ferriers Way, Chetwode Drive, Epsom Downs; and Taynton Drive, Merstham.
Where a restriction is imposed herein, any existing restriction on the same length of road will be revoked, unless otherwise indicated.
A copy of the made Orders, which will come into operation on 6 July 2026, plans showing the lengths of roads to which the Orders relate, and a Statement of the Council’s reasons for making the Orders may be inspected, free of charge, at (1) Reception, Reigate and Banstead Borough Council, Town Hall, Castlefield Road, Reigate, Surrey, RH2 0SH, during normal office hours; (2) Horley Library, Unit 1 (55-57) Russell Square, Victoria Road, Horley RH6 7QH; (3) Banstead Library, The Horseshoe, Bolters Lane, Banstead, Surrey, SM7 2AW; (4) Reigate Library, Bancroft House, Bancroft Road, Reigate, Surrey, RH2 7RP; (5) Merstham Library, Community Hub, 2a Portland Drive, Merstham, Redhill, RH1 3HY and (6) Tattenhams Community Library, Tattenham Crescent, Epsom Downs, KT18 5NU, during normal opening hours; and (7) at Reception, Surrey County Council, Hazel House, Merrow Lane, Guildford, Surrey, GU4 7BQ (by appointment).

If you wish to question the validity of any of the Orders or of any provision contained in any of those Orders on the grounds that it is not within the powers conferred by the Act, or on the grounds that any requirement of the Act or of any Instrument made under it has not been complied with in relation to any of the Orders, you may, within six weeks from the date of the making of the Order, apply to the High Court for this purpose.
