Under Part 6 of the Traffic Management Act 2004, Leicester City Council has the authority to use camera enforcement for moving traffic contraventions. This notice specifically addresses the Prohibition of Driving measures at the junction of De Montfort Street with Lancaster Road. Effective Date: 17th August 2026
1. Nature of the Restriction
Leicester City Council hereby gives notice of its intention to commence camera enforcement of the Prohibition of Driving (except cycles and emergency service vehicles) on a short stretch of De Montfort Street at its junction with Lancaster Road. This restriction is supported by a Traffic Regulation Order.
2. Reasons for Enforcement
The implementation of camera enforcement at this site is intended to achieve the following: Enhance Cyclist Safety: To protect the popular Lancaster Road cycle route by preventing general motor traffic from crossing the cycle lanes following numerous incidents because of vehicles contravening the prohibition to the detriment of road safety.
Improve Pedestrian Amenity: Lancaster Road is a key route for the University of Leicester campus and Clarendon Park; the restriction creates a safer environment for those walking and wheeling.
Deter Contraventions: Despite clear signage and physical barriers, camera enforcement is necessary to ensure high levels of compliance and maintain the integrity of the safety scheme.
3. Enforcement Method
Technology: Enforcement will be conducted using Approved Devices (ANPR cameras).
Warning Period: In line with statutory requirements, for the first six months of operation, first-time offenders at this location will be issued a Warning Notice instead of a Penalty Charge Notice (PCN).
Penalties: After the warning period (or for subsequent offences), a PCN of £70 will be issued, reduced to £35 if paid within 21 days.
4. Public Information
The Council will continue to monitor traffic flow and the operation of the local highway network to maximise its safe and efficient operation. Feedback can be provided directly to the Council via the Leicester City Council website.
General traffic can still access De Montfort Street via Regent Road, where parking bays have been adjusted to facilitate vehicle turning.
Submitting comments
Any comments regarding the proposed use of ANPR camera enforcement, together with the grounds on which they are made must be sent in writing to the Head of Transportation no later than 12th August 2026.
