What is happening?

SECTION 14(1)(a) ROAD TRAFFIC REGULATION ACT 1984 AS AMENDED BY THE ROAD TRAFFIC (TEMPORARY RESTRICTIONS) ACT 1991

TEMPORARY ROAD CLOSURE – CARRIAGEWAY RESURFACING NO. 7

THE COUNCIL OF THE LONDON BOROUGH OF HARROW HEREBY GIVE NOTICE that they intend to make a Temporary Traffic Management order under the provisions of Section 14 (1) (a) of the Road Traffic Regulation Act 1984 as amended by the Road Traffic (Temporary Restrictions) Act 1991. This is to facilitate carriageway resurfacing works.

1. The order may be cited as The Harrow (Carriageway Resurfacing No. 7) Temporary Traffic Order 2026, and would be operational on 2nd July 2026 and would remain in effect for a legal duration of 18 consecutive months or until the completion of the works, whichever is the sooner. It is anticipated that all the work should be complete by 11th July 2026.

2. Vehicles would be prohibited from entering or exiting the following roads, when signs are in place:

Honeypot Lane – between Elmcroft Gardens and St Paul's Avenue 09/07/2026 – 11/07/2026 20:00 – 05:00
Ruskin Gardens – at the junction of Honeypot Lane 09/07/2026 – 11/07/2026 20:00 – 05:00
Honeypot Close – at the junction of Honeypot Lane 09/07/2026 – 11/07/2026 20:00 – 05:00
Cowbridge Road – at the junction of Honeypot Lane 09/07/2026 – 11/07/2026 20:00 – 05:00
Rose Bates Drive – at the junction of Honeypot Lane 09/07/2026 – 11/07/2026 20:00 – 05:00
Repton Road – at the junction of Honeypot Lane 09/07/2026 – 11/07/2026 20:00 – 05:00
Princess Avenue – at the junction of Honeypot Lane 09/07/2026 – 11/07/2026 20:00 – 05:00
Orchard Grove – at the junction of Honeypot Lane 09/07/2026 – 11/07/2026 20:00 – 05:00

3. Nothing in paragraph 2 above would apply to:-

    • (a) any vehicle being used for ambulance, fire brigade or police purposes;

    • (b) anything done with the permission or at the direction of a police constable in uniform or a civil enforcement officer;

    • (c) any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;

    • (d) any vehicles used in connection with the carriageway resurfacing works;

    • (e) any vehicles needing to gain access to properties in the closed extents as far as is practicably possible.

The provisions of the order will not have effect unless all the signs in accordance with the provisions of the Traffic Signs Regulations and General Directions 2016 are displayed, removed or covered, or unless at the direction of a police constable in uniform or a civil enforcement officer.

Ruskin Gardens Via St Paul’s Avenue, Honeypot Lane and vice versa.
Honeypot Close Access to be always maintained via traffic management operative on site
Cowbridge Road Via Ruskin Gardens, St Paul’s Avenue, Honeypot Lane and vice versa.
Rose Bates Drive Access to be always maintained via traffic management operative on site
Repton Road Via Ruskin Gardens, St Paul’s Avenue, Honeypot Lane and vice versa.
Princess Avenue Via Berkley Road, Kingsbury Road, Honeypot Lane and vice versa.
Orchard Grove Via Kenton Road, Honeypot Lane and vice versa.
