- NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended and all other enabling powers.
The general effect of the ‘Electric Vehicle Charging Points’ Orders would be to:–
(a) designate parking places for electric vehicle charging at the locations listed in the Schedules to this notice;
(b) provide that the parking places would operate at all times, unless otherwise stated;
(c) specify that the parking places listed in Schedule 1 to this notice would be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, without charge, provided that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging would be able to return after 4 hours have elapsed;
(d) specify that the parking places in the controlled parking zones referred to in Schedule 2 to this notice would be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, provided that during controlled parking zone operational hours
the applicable charge for the relevant controlled parking zone permit has been paid with respect to the vehicle and that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging would be able to return after 4 hours have elapsed.
- The general effect of the ‘Parking Places Amendment’ Orders would be to remove lengths of parking place in the lengths of roads listed in Schedule 2 to this notice and make amendments to accommodate the introduction of parking places designated for electric vehicle charging.
- A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. - Any person desiring to comment on the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk quoting reference ES/EV/2026/batch27, no later than 17 July 2026.

DORCHESTER ROAD, SM4; the east side, from a point 4.2 metres north of the property boundary of Nos 40 Dorchester Road and No 12A Dora Gardens, northward for a distance of 5.5 metres.
ESTELLA AVENUE, KT3; the north-west side. From a point 5.3 metres south-west of the property boundary of No 2 Estella Avenue and No 179 West Barnes Lane, south-westward for a distance of 5.5 metres.
RECTORY CLOSE, SW20; the south side. From a point 21.3 metres west of its junction with Grand Drive, westward for a distance of 6 metres.
SEAFORTH AVENUE, KT3; the north-west side, from the property boundary of Nos 168 and 170 Seaforth Avenue, south-westward for a distance of 6 metres.
TENNYSON AVENUE, KT3; the north-west side, from a point 12 metres north-east of its junction with Arthur Road, north-eastward for a distance of 6 metres.
