  1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under the powers conferred by sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended.

  2. The general effect of the ‘Free Parking Places’ Order would be to:-

    (a) designate a parking place on the carriageway at each of the locations listed in the Schedule to this Notice, in which vehicles authorised by the Order may be left for any period without charge;

    (b) provide that the parking places would operate at all times, unless otherwise stated;

    (c) specify, in respect of the parking places, that vehicles displaying in the relevant position, a disabled persons badge (commonly referred to as “the Blue Badge”) issued by any local authority under the provisions of the Disabled Persons (Badges for Motor Vehicles) Regulations 2000 may be left therein;

    (d) provide that certain vehicles may wait in the parking places in certain circumstances, e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc;

    (e) relocate the disabled persons parking place outside Nos. 31 and 32 Mervale Crescent north-eastward for a distance of 1 metre;

    (f) revoke the redundant disabled persons parking places in Manor Way and outside No. 9 Effra Road.

  3. The general effect of the ‘Parking Places Amendment’ Orders would be to shorten in length existing permit only parking places to facilitate the introduction of disabled persons parking place in certain roads.

  4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which show the exact lengths of road to which the Orders relate can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden.

  5. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden SM4 5DX, or alternatively e-mail trafficandhighways@merton.gov.uk quoting reference ES/DPPP79, no later than 17 July 2026.

SCHEDULE

CHESTNUT GROVE, CR4; the east side, from the common boundary of Nos. 74 and 76 Chestnut Grove, southward for a distance of 6.6 metres.

FARADAY ROAD, SW19; the north-west side, from the common boundary of Nos. 18 and 20 Faraday Road, north-eastward for a distance of 6.6 metres. (CPZ 3E)

MARHAM GARDENS, SM4; the west side, from a point 2.4 metres north of the northernmost property boundary of No. 8 Marham Gardens, northward for a distance of 6.6 metres.

PARK AVENUE, CR4; the north-east side, from a point 0.6 metres north-west of the common boundary of Nos. 106 and 108 Park Avenue, north-westward for a distance of 6.6 metres. (CPZ GC3)

SHELTON ROAD, SW19; the north-west side, from a point 1.4 metres south-west of the south-westernmost boundary of No. 1 Shelton Road, north-eastward for a distance of 6.6 metres. (CPZ S1)

ROAD TRAFFIC REGULATION ACT 1984 - SECTIONS 14(1)

LONDON BOROUGH OF MERTON

(ALWYNE ROAD, SW19)

(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2026

  1. The Council of the London Borough of Merton hereby give notice that to facilitate redevelopment works at Nos. 41 to 47 Wimbledon Hill Road, they intend to make an Order, the effect of which would be to introduce temporary waiting and loading restrictions in Alwyne Road.

  2. During the works no person would:-

    (a) cause or permit any vehicle to wait, including for the purpose of loading or unloading a vehicle, in Alwyne Road, the south-east side, from a point 16 metres north-east of its junction with Wimbledon Hill Road north-eastward for a distance of 22 metres, between the hours of 8.30am and 6.30pm Mondays to Saturdays;

    (b) enter or proceed in south-eastern footway of Alwyne Road, from the common boundary of No. 1c Alwyne Road and No. 47 Wimbledon Hill Road south-westward for a distance of 30 metres.

  3. Any designated parking place situated in the road or length of road specified in paragraph 2 above would be suspended for the duration of the works.

  4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

  5. Nothing in the Order would apply:-

    (a) to the loading or unloading of construction delivery vehicles between the hours of 9am and 4pm on Mondays to Saturdays; or

    (b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform or a Civil Enforcement Officer; or

    (c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions.

  6. Any person affected by the closure of the footway specified in sub-paragraph 2(b) above should proceed using the footway opposite.

  7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

  8. The Order would come into operation on Monday 6th July 2026 and it is anticipated the works would be completed on 5th October 2026.

ROAD TRAFFIC REGULATION ACT 1984 - SECTIONS 14(1)

LONDON BOROUGH OF MERTON

(RIDGWAY PLACE, SW19)

(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2026

  1. The Council of the London Borough of Merton hereby give notice that to facilitate a foul and surface water connection in Ridgway Place, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in the said road.

    1. During the works, no person shall:-

      (a) cause or permit any vehicle to enter or proceed in Ridgway Place, from the common boundary of Nos. 24 and 22 south-eastward for 12 metres; or

      (b) cause or permit any vehicle to wait, including for the purposes of loading or unloading, in the length of Ridgway Place specified in paragraph (a) above; or

      (c) enter or proceed in the north-eastern footway of the length of Ridgway Place specified in sub-paragraph (a) above.

    2. Any designated parking place situated in the length of Ridgway Place specified in sub-paragraph 2(a) above will be suspended for the duration of the works.

    3. The restrictions will only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

    4. Vehicular traffic affected by the road closure should proceed using Ridgway, Murray Road, Spencer Hill and Worple Road or vice versa.

    5. Pedestrians affected by the footway closure should proceed using the footway opposite as directed by traffic signs.

    6. Nothing in the Order will apply to:-

      (a) any person or vehicle engaged in the execution of the said works; or

      (b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

      (c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

      (d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works;

      (e) any person so as to prevent their access to any property adjacent to the prohibited footway or length of footway specified in sub-paragraph 2(c) above.

    7. Any vehicle waiting in contravention of any waiting prohibition imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

    8. The Order will come into operation on Monday 6 July 2026 and it is anticipated that the works would be completed within two weeks. However, the Order will remain in force for 3 months should further works be required.

    (MARTIN WAY)

    (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2026

    1. The Council of the London Borough of Merton hereby give notice that to facilitate gas mains replacement works in Martin Way, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in Martin Way.

    2. During the works no person would:-

      (a) cause or permit any vehicle to enter or proceed in a south-easterly direction in Martin Way between its junction with Bushey Road and the common boundary of Nos. 345 and 343;
