TRAFFIC ORDER 2026 – NOTICE OF MAKING

Notice is hereby given that on the 25th June 2026 City of York Council, in exercise of powers under Sections 1, 2, 4, 32, 35, 45, 46, 53 and Schedule 9 of the Road Traffic Regulation Act, 1984 ("the Act") and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Schedule 9 of the Act, made an Order which has the effect of:

1. Introducing ‘No Waiting at any time’ restrictions in York as follows:

(a) Albemarle Road, on both sides, between the projected northern kerbline of Campleshon Road and the projected southern property boundary line of No. 166 Albemarle Road,

(b) Amberley Street, on both sides;

(i) between the projected south eastern kerbline Berkeley Terrace and a point 10 metres south east of the said line,

(ii) between the projected north western kerbline of Chatsworth Terrace and a point 10 metres north west,

(c) Barkston Avenue, on both sides, from the projected north eastern kerbline of Chapelfields Road and a point 12 metres north east of the said line,

(d) Barlow Street, on both sides;

(i) between the projected northern kerbline of Dodgson Terrace and a point 10 metres north,

(ii) between the projected southern kerbline of Inman Terrace and a point 10 metres south,

(e) Bede Avenue, on its:

(i) north east side and turning head at the south east end, from the projected south eastern property boundary line of No. 17 Bede Avenue south east for the remainder of its length,

(ii) south west side, from the southern eastern property boundary line of No. 38 Bede Avenue south east for the remainder of its length,

(f) Berkeley Terrace, on its south east side:

(i) between points 10 metres north and 10 metres south from the projected centreline of Amberley Street,

(ii) between points 10 metres north and 10 metres south from the projected centreline of Linton Street,

(g) Campleshon Road, on its:

(i) north side, between the projected eastern kerbline of Knavesmire Crescent and a point 16 metres east from the projected eastern kerbline of Albemarle Road,

(ii) south side, between the projected eastern kerbline of Racecourse Road and a point 15 metres east of the said line,

(h) Chapelfields Road, on its north east side, between points 20 metres north west and 20 metres south east from the projected centreline of Barkston Avenue,

(i) Chatsworth Terrace, on its north west side,

(i) between points 10 metres north east and 10 metres south west from the projected centreline of Amberley Street,

(ii) between points 10 metres north east and 10 metres south west from the projected centreline of Linton Street,

(j) Crosslands Road, on both sides including the turning head, between a point 10 metres west from the projected western kerbline of Grants Avenue (terminal point of existing ‘No Waiting at any time’ restrictions) west for the remainder of its length

(k) Curzon Terrace, on both sides, between the projected northern kerbline of Campleshon Road and the projected northern property boundary line of No. 99 Curzon Terrace,

(l) Danebury Drive, on its east side, between points 10 metres south of the projected southern kerbline of Rosedale Avenue and a point 10 metres north of the projected northern kerbline of Rosedale Avenue,

(m) Dodgson Terrace, on its north side, between points 10 metres east and 10 metres west from the projected centreline of Barlow Street,

(n) Field View, on its north side, between a point 15 metres west from the projected western property boundary line of No. 4 Field View (terminal point of existing ‘No Waiting at any time’ restrictions) and a point 12 metres west from the projected centreline of Tennyson Avenue (terminal point of existing ‘No Waiting at any time’ restrictions),

(o) Garland Street, on both sides;

(i) between the projected south western kerbline of Linton Street and a point 10 metres south west,

(ii) between the projected north eastern kerbline of Winchester Avenue and a point 10 metres north east,

(p) Garths End, on both sides including the turning head, between a point 10 metres west from the projected western kerbline of Grants Avenue (terminal point of existing ‘No Waiting at any time’ restrictions) west for the remainder of its length,

(q) Hunters Way, on both sides, between the projected northern kerbline of Middlethorpe Grove and a point 20 metres north,

(r) Huntington Mews, on its west and south sides between a point 6 metres west from the projected western property boundary line of No 28 Huntington Mews south west for the remainder of it length,

(s) Inman Terrace, between points 10 metres north west and 10 metres south east from the projected centreline of Barlow Street,

(t) Knavesmire Road, on both sides, between the projected western kerbline of Knavesmire Crescent and a point 95 metres north west of the said line,

(u) Linton Street, on

(i) both sides, between the projected south eastern kerbline of Berkeley Street and a point 10 metres south east,

(ii) South west side, between points 10 metre north west and 10 metres south east from the projected centreline of Garland Street,

(iii) both sides, between the projected north western kerbline of Chatsworth Terrace and a point 10 metres north west,

(v) Maplehurst Avenue, on its:

(i) north side, from a point 54 metres west from the projected western kerbline of Huntington Mews (terminal point of the existing ‘No Waiting at any time’ restrictions) west for the remainder of its length,

(ii) east side, from the projected northern kerbline of Maplehurst Avenue north for the remainder of its length,

(iii) west side, from the projected northern kerbline of Maplehurst Avenue north for the remainder of its length,

(w) Martin’s Court, on its south side, between points 29 metres and 49 metres (terminal point of existing ‘No Waiting at any time’ restrictions) south east from the projected southern kerbline of Leeman Road,

(x) Middlethorpe Grove, on its north side, from the projected centreline of Hunters Way north west for 18 metres and south east for 20 metres,

(y) Nelson’s Lane, on its:

(i) north side, between a point 12 metres west from the projected centreline of Hob Moor Terrace and the projected western property boundary line of No. 10 Nelson’s Lane,

(ii) south side, between a point 15 metres west from the projected centreline of Breary Close and the projected western property boundary line of No. 10 Nelson’s Lane,

(z) Nidd Grove, on both sides including the turning head, from the projected western property boundary line of No. 3 Nidd Grove east for the remainder of its length,

(aa) Ouseburn Avenue, on both sides between the projected northern property boundary line of No. 23 Ouseburn Avenue and the projected western property boundary line of No. 31 Ouseburn Avenue,

(bb) Straylands Grove on both sides, between the projected north eastern kerbline of Woodlands Grove and the projected property boundary line of No. 25 Straylands Grove,

(cc) Winchester Avenue, on its north east side:

(i) between the projected north eastern property boundary line of No. 2 Winchester Avenue and the projected north western property boundary line of No. 4 Winchester Avenue,

(ii) between points 10 metres north west and 10 metres south east from the projected centreline of Garland Street,

(dd) Woodlands Grove, on its:

(i) south west side, between the projected southern kerbline of Straylands Grove and the projected southern property boundary line of No. 59 Woodlands Grove,

(ii) north east side, between the projected northern kerbline of Straylands Grove and the projected building line of 56a & 56b Woodlands Grove,

2. Introducing ‘No Waiting at any time’ restrictions in Copmanthorpe Lane, Bishopthorpe, on both sides including the turning head, from the projected eastern property boundary line of No. 48 south west for the remainder of its length,

3. Introducing ‘No Waiting at any time’ restrictions in Clifton Without, as follows:

(a) Arlington Road, on its:

(i) north side, between the projected western property boundary line of No. 1 Tatton Close and the projected southern property boundary line of No. 7 Arlington Road,

(ii) south side, between the projected western and southern property boundary line of No. 6 Arlington Road,

(b) Tatton Close, on both sides, from the projected north eastern kerbline of Arlington Road and a point 12 metres north east from the said line,

4. Introducing ‘No Waiting at any time’ restrictions in Church Lane, Elvington, on its:

(i) North side, from the projected eastern property boundary line of Sycamore Farm and a point 50 metres north east from the said line,

(ii) South side, from the projected eastern property boundary line of Sycamore Farm and a point 55 metres north east from the said line,

5. Introducing ‘No Waiting at any time’ restrictions in Fulford, as follows:

(a) Fordlands Road, on its:

(i) north side, between the eastern kerbline of Main Street, Fulford south east for 35 metres,

(ii) South side, between the eastern kerbline of Main Street, Fulford south east for 23 metres,

(b) Heath Moor Drive, on its south west side, between the projected southern kerbline of Heslington Lane and a point 8 metres south from the projected line,

(c) Heslington Lane, on its:

(i) north side, between points 6 metres east (terminal point of existing ‘No Waiting at any time restrictions’) and 149 metres west from the projected eastern property boundary line of No. 79 Heslington Lane, thereby revoking the existing No Waiting 8am–9am and 3pm–4pm except Saturday and Sunday restriction from within that length,

(ii) north side, between the projected western property boundary line of No. 107 Heslington Lane north east to the projected eastern property boundary line of No 14 Stirling Grove,

(iii) north side, between the projected south western property boundary line of No. 145 Heslington Lane and the projected north eastern property boundary line of No. 147 Heslington Lane,

(iv) south side, from the projected eastern property boundary line of No. 67 Heslington Lane (terminal point of existing ‘No Waiting at any time’ restrictions) and a point 116 metres west of the said line,

(v) south side, between the projected western property boundary line of No. 78 Heslington Lane and a point 12 metres west from the projected centreline of Heslington Croft (terminal point of existing ‘No Waiting at any time’ restrictions),

(vi) south side, between a point 12 metres east from the projected centreline of Heslington Croft (terminal point of existing ‘No Waiting at any time’ restrictions) and the projected western kerbline of Heath Moor Drive,

(d) Nevinson Grove, on both sides, between the northern kerbline of Heslington Lane and a point 10 metres north of the said line,

(e) Stirling Grove, on both sides, between the northern kerbline of Heslington Lane and a point 10 metres north of the said line,

(f) Wilsthorpe Grove, on both sides, between the northern kerbline of Heslington Lane and a point 10 metres north of the said line,

6. Introducing ‘No Waiting at any time’ restrictions in Haxby, as follows:

(a) Hall Rise, on its:

(i) east side, between a point 10 metres south from the projected southern kerbline of Station Road (terminal point of existing ‘No Waiting at any time’ restrictions) and the projected southern property boundary line of No. 1 Hall Rise,

(ii) west side, between points 10 metres (terminal point of existing ‘No Waiting at any time’ restrictions) and 23 metres south from the projected southern kerbline of Station Road,

(b) Headland Close, on its:

(i) north side, from the projected southern kerbline of South Lane west for the remainder of its length,

(ii) south side, between the projected eastern property boundary line of No. 1 and No. 3 Headland Close,

(iii) south side and western end, between a point 8.5 metres west from the projected eastern property boundary line of No. 4 Headland Close and west for the remainder of its length including the western end of the road.

(c) Oaken Grove, on its:

(i) both sides, between the eastern kerbline of Moor Lane and a point 20 metres east of the said line,

(ii) north side, between the projected eastern property boundary line of No. 96 Oaken Grove and the projected western property boundary line of No. 98 Oaken Grove,

(iii) south east side, between the projected northern kerbline of Oaken Grove and the vehicle access to Haxby & Wigginton Cemetery,

(iv) north west side, between the projected northern kerbline of Oaken Grove and a point 15 metres north.

7. Introducing ‘No Waiting at any time’ restrictions in Huntington as follows:

(a) Avon Drive, between a point 15 metres east from the projected eastern kerbline of Strensall Road (terminal point of existing ‘No Waiting at any time’ restrictions) and the projected western property boundary line of No. 3 Avon Drive,

(b) Linden Close, on both sides, between the projected western kerbline of Strensall Road and a point 20 metres west of the said line,

(c) Strensall Road, on its west side, between points 20 metres north and 20 metres south from the projected centreline of Linden Close,

8. Introducing ‘No Waiting at any time’ restrictions in Moor Lane, Haxby/Wigginton, on both sides, from the projected northern kerbline of The Village to the projected northern property boundary line of No. 10 Moor Lane,

9. Introducing ‘No Waiting at any time’ restrictions in Whitby Avenue, Heworth without, on both sides, between the projected north western property boundary line of No. 37 Whitby Avenue and the projected north eastern property boundary line of No. 39 Whitby Avenue,

10. Introducing ‘No waiting at any time’ restrictions in Rawcliffe, as follows:

(a) Eastholme Drive, on its:

(i) north side, between the projected south eastern property boundary line of No. 28 Eastholme Drive and the projected north western property boundary line of No. 1 Grasmere Grove,

(ii) south west side, between points 20 metres south east and 20 metres north west from the projected centreline of Shelley Grove,

(b) Grasmere Grove, on both sides, between the projected northern kerbline of Eastholme Drive and a point 15 metres north east from the said line,

(c) Shelley Grove, on both sides, between the projected southern kerbline of Eastholme Drive and a point 15 metres south west from the said line.

11. Introducing ‘No Waiting at any time’ restrictions in Kirklands, Strensall, on both sides, including the southern end, from the projected southern building line of No. 9 Kirklands south for the remainder of its length,

12. Introducing ‘No Waiting at any time’ restrictions in Wigginton, as follows:

(a) Corner Close, on both sides, between the projected southern kerbline of Mill Lane and a point 15 metres south of the said line,

(b) Mill Lane, on its:

(i) north side, between the projected western property boundary line of No. 67 Mill Lane and the projected eastern property boundary line of No. 42 Mill Lane,

(ii) south side, between projected western property boundary lines of No. 63 and No. 67 Mill Lane,

(iv) south side, between projected western property boundary lines of No. 85 and No. 89 Mill Lane,

(c) Walmer Carr, on both sides, between the projected southern kerbline of Mill Lane and a point 15 metres south of the said line,

(d) Windsor Drive, on both sides, between the projected northern kerbline of Mill Lane and a point 15 metres north of the said line,

13. Introducing ‘No Waiting Monday–Friday 8.30am–9.30am & 3pm–4pm’ on Station Road, Haxby, as follows:

(a) north side, between points 5 metres east from the projected western property boundary line of No. 27 Station Road (terminal point of existing School Keep Clear Marking restrictions) and 8 metres west from the projected centreline of Cedar Court (terminal point of existing ‘No Waiting at any time’ restrictions),

(b) south side, between points 18 metres (terminal point of existing ‘No Waiting at any time’ restrictions) and 32 metres (terminal point of existing School Keep Clear Marking restrictions) east from the projected centreline of Hall Rise,

(c) south side, between points 76 metres east from the projected centreline of Hall Rise (terminal point of existing School Keep Clear Marking restrictions) and 3 metres west from the projected centreline of Cedar Court (terminal point of existing ‘No Waiting at any time’ restrictions).

14. Revocation of the Multiple Occupancy Permit and the Multiple Occupancy Discount Permit from the list of available permits types within the Residents Parking Scheme.

The Order comes into effect on 29th day of June 2026.

A copy of the Order incorporating relevant maps can be inspected at the Reception, West Offices, Station Rise, York, during normal business hours. Any person who wishes to question the validity of the Order or any of its provisions on the grounds that it is not within the powers of the Road Traffic Regulations Act 1984 as amended or that a requirement of any regulation thereunder has not been complied with may, within 6 weeks from the date of making of the Order, make application for that purpose to the High Court.
