NOTICE OF MAKING ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(VARIOUS LOCATIONS, ROSSENDALE BOROUGH) (REVOCATION AND VARIOUS PARKING RESTRICTIONS (25- 26 NO2G)) ORDER 2026

NOTICE IS HEREBY GIVEN that on 18th June 2026 Lancashire County Council made the above Traffic Regulation Order under Sections 1, 2 and 4 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:

1. Revoke the "Lancashire County Council (Helmshore Road Area, Helmshore and Haslingden, Rossendale Borough) (Revocation, Prohibition of Waiting and Restriction of Waiting) Order 2015" insofar as it relates to Item c) of Schedule 2.

2. Introduce a prohibition of waiting in the following lengths of road:
a) Market Street. Whitworth, the west side, from its junction with the centreline of Millfold for a distance of 15 metres in a southerly direction; b) Station Road, Helmshore, the north side, from a point 137 metres north-west of its junction with the centreline of Helmshore Road for a distance of 26 metres in a westerly direction; c) Station Road, Helmshore, the north east side, from its junction with the centreline of Helmshore Road for a distance of 27 metres in a north-westerly direction; d) Station Road, Helmshore, the south side, from a point 127 metres north-west of its junction with the centreline of Helmshore Road for a distance of 26 metres in a westerly direction; e) Station Road, Helmshore, the south west side, from its junction with the centreline of Helmshore Road for a distance of 51 metres in a north-westerly direction. 3. Introduce a restriction of waiting between 8am and 6pm in Station Road, Helmshore, the north east side, from a point 33 metres north-west of its junction with the centreline of Helmshore Road for a distance of 93 metres in a north-westerly direction. 4. Introduce a prohibition of stopping on school entrance markings Monday to Friday between 8am and 6pm in Cowm Park Way North, Whitworth, Rochdale, the east side, from a point 346 metres north east of its junction with the centreline of Tong Lane for a distance of 25.56 metres in a north easterly direction.

This Order will come into force on the 29th June 2026. A copy of the Order, and all other relevant documents may be inspected during normal office hours at the offices of Rossendale Borough Council - One Stop Shop, The Business Centre, Futures Park, Newchurch Road, Bacup, OL13 0BB, and at the offices of The Director of Law and Governance, Lancashire County Council, County Hall, PO Box 100, Preston PR1 0LD, and on Lancashire County Councils Website http://www.lancashire.gov.uk/roadsparking- and-travel/roads/roadworks-and-traffic-regulationorders/ permanent.aspx, quoting ref: LSG4/894_21217/AFR. 

Any person wishing to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the order is made, apply for the purpose to the High Court.
