Andover - Traffic Order Proposals for No Entry & 7.5 Tonne Weight Limit
What is happening?
TRAFFIC ORDER PROPOSALS: CLOSURE OF THE GAP IN CENTRAL RESERVATION & NO ENTRY ON A3093 / A303, ANDOVER AND 7.5 TONNE WEIGHT LIMIT, COWDOWN LANE, ANDOVER
NOTICE IS HEREBY GIVEN that Hampshire County Council ("the Council") proposes to make two Orders, in exercise of its powers and duties under Sections 1, 2, 3, 4, 5 and 122 of the Road Traffic Regulation Act 1984 ("the Act"), and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act and having discharged its duty under section 122 of the Act.
GENERAL NATURE AND EFFECTS OF THE ORDERS:
Order 1 (A2172a) will be to:
(i) prohibit driving through the gap in the central reservation at A3093 / A303 Westbound on-slip situated between a point 57 metres west of the centreline of Cowdown Lane and a point 16 metres east of the centreline of Cowdown Lane, an approximate distance of 73 metres.
(ii) prohibit entry from Cowdown Lane onto the westbound carriageway of the A303 in a north-west direction. All vehicles proceeding from Cowdown Lane onto the A303 slip road will do so in a south-west direction.
Order 2 (A2172b) will be to prohibit Heavy Commercial Vehicles (any goods vehicle which has an operating weight exceeding 7.5 tonnes) to proceed on Cowdown Lane.

(ii) Test Valley Borough Council, Andover Offices, Beech Hurst, Weyhill Road, Andover, SP10 3AJ (Opening hours: Monday - Thursday: 08.30 - 17.00; Friday: 08.30 - 16.30)
(iii) Hampshire County Council Headquarters, The Castle, Winchester, SO23 8UJ (Opening hours: Mondays to Thursdays 8.30 - 17.15; Fridays 8.30 - 16.45)

OBJECTIONS AND OTHER REPRESENTATIONS: All objections/other representations in respect of this proposal must be made in writing to The Castle, Winchester, SO23 8UD or email public.notices@hants.gov.uk quoting reference: A2172a/KK or A2172b/KK, by 17th July 2026. All objections must
state the grounds on which they are made. Under the requirements of current access to information legislation, any statement you make to the Council in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.
