Surrey - Waiting And Loading Restrictions And On-Street Parking Order

What is happening?

THE SURREY COUNTY COUNCIL 
Amendments to Waiting and Loading Restrictions and On-Street Parking Places in the District of Tandridge 

Surrey County Council propose to make the following Orders pursuant to Sections 1, 2, 4, 14, 32, 35, 36 and 45 to 53 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984: 

1. “The Surrey County Council (Various Roads in Tandridge) (Amendment of Waiting Loading and Unloading Prohibition and On-Street Parking Places Orders) (Amendment No.5) Order 202-”, the purpose and effect of which is to amend the following Orders:- (1) “The Surrey County Council (Various Roads in Tandridge) (Revocation and Consolidation of Waiting Loading and Unloading Prohibitions and Restrictions) Order 2024”; 

(2) “The Surrey County Council (Various Roads in Tandridge) (Revocation and Consolidation of Prohibition of Stopping Outside Schools) Order 2024”; 

(3) “The Surrey County Council (Various Roads in Tandridge) (Revocation and Consolidation of Free On-Street Parking Places) Order 2024”; 

(4) “The Surrey County Council (Various Roads in Tandridge) (Revocation and Consolidation of Free On-Street Parking Places) (Disabled Persons) Order 2024”; 

(5) “The Surrey County Council (Various Roads in Tandridge) (Revocation and Consolidation of Residents’ On-Street Parking Places) Order 2024”. So as to:- (a) prohibit waiting by vehicles in certain lengths of the roads specified in the First Schedule to this Notice, on the days and at the times indicated in the said Schedule; 

(b) provide that exemptions for loading on and unloading from vehicles, boarding, and alighting from vehicles, using vehicles for works on or adjoining the lengths of roads referred to in the First Schedule, the maintenance of those roads and the services in them and for disabled persons’ vehicles in accordance with the Blue Badge Scheme, will apply to the afore-mentioned restrictions; 

(c) prohibit the waiting by vehicles for the purpose of loading on and unloading from vehicles in certain lengths of the roads specified in the First Schedule to this Notice, subject to the exemptions specified in sub-paragraph (b) above, save that the exemption for Blue Badge holders will not apply 

(d) revoke the existing waiting restrictions in certain lengths of the roads specified in the Third Schedule to this notice, during the times and on the days specified in the said Schedule, without replacement. 

(e) prohibit the stopping of vehicles outside schools, as indicated by zig-zag markings on site, in certain lengths of Chaldon Road, Caterham, applying Monday to Friday (inclusive) between 8.15am and 9.15am and between 2.30pm and 4pm. The usual exemptions shall apply, namely any person causing a vehicle to stop in order to avoid an accident if required to do so by law; anything done with the permission of a police constable in uniform or in accordance with a sign placed by Surrey Police in accordance with Section 66 or 67 of the Act; or any vehicle which is displaying a valid waiver certificate issued by the Council; 

(f) revoke the time limited parking bay situated on the western side of Croydon Road, Caterham, in the vicinity of Ashton Court, to be replaced with a free disabled persons on-street parking bay to be operational at all times with no limit of time (g) make the advisory free disabled persons on-street parking place on the northwestern side of High Street, Lingfield mandatory to be operational at all times with a limit of 3 hours no return within 1 hour (h) provide that certain other vehicles may wait in the on-street parking places described in parts (f) and 

(g) above in certain circumstances e.g. to allow persons to board or alight (maximum 2 minutes), to load or unload (maximum 20 minutes), etc.; 

(i) provide a time limited parking bay in a certain length of Croydon Road, Caterham with the restriction of Monday to Saturday 8.30am to 6pm 1 hour no return within 1 hour 

(j) introduce a time-limited restriction of Monday to Saturday 8am to 8pm 1 hour with no return within 4 hours to the parking layby on Chapel Road, Smallfield. 

(k) revoke and remove the goods vehicle on-street loading bay operational 6am-8.30pm and 6pm-7pm also in use as a time limited on-street free parking bay outside of these hours in a certain length of the western arm of The Green, Warlingham to allow for the extension of the bus stop clearway. 

(l) introduce time-limited on-street parking bays in a certain length of Limpsfield Road, Warlingham adjacent to properties numbered 72-86, limited to Monday to Saturday 9am to 5pm 2 hours with no return within 2 hours

(m) carry out legal drafting amendments to the Orders in relation to childcare parking permits. 

The cost of the childcare parking permit will be the same as a second resident permit (currently at a fixed rate of £108 per annum). The cost will rise by £4 on the 1st of January 2028 (n) carry out legal drafting amendments to the Orders in order to match the existing restrictions on the ground which will not affect the operation of those prohibitions and restrictions (o) Make certain drafting amendments to the following existing Orders which impose waiting, loading and unloading and parking prohibitions and restrictions in the District of Tandridge, which will not affect the operation of those prohibitions and restrictions:- 
(i) “The Surrey County Council (Various Roads in Tandridge) (Revocation and Consolidation of Electric Vehicle Parking Places) Order 2024”; (ii) “The Surrey County Council (Various Lay-Bys in Tandridge) (Revocation and Consolidation of Free On-Street Parking Places) Order 2024”; (iii) “The Surrey County Council (Various Roads in Tandridge) (Revocation and Consolidation of Prohibition of Waiting of Heavy Commercial Vehicles) Order 2024”; (iv) “The Surrey County Council (Various Roads in Tandridge) (Revocation and Consolidation of Free On-Street Loading Bays) Order 2024” 

2. “The Surrey County Council (Various Roads in Tandridge) Parking Places for which a charge is Made Order 202-” the purpose and effect of which will be to:- (a) introduce parking places for which a charge is made (by phone payment) in the lengths of roads in the Second Schedule to this Notice, on the days and at the times specified therein, for use by such passenger vehicles (8 seats or less), invalid carriages and goods vehicles under 5 tonnes maximum gross weight, for which the requisite charge has been paid, namely up to 1 hour = £1, 1-2 hours = £2, 2-3 hours = £3 and over 3 hours = £4; (b) Provide that vehicles left by specified disabled persons may wait in the said parking places, without time limit at any time and certain other vehicles may wait in such parking place in certain circumstances, e.g., to allow persons to load or unload (maximum 20 minutes), emergency vehicles, etc. and outside of the hours of operation indicated any vehicle may be left for any period without time limit.

Where a restriction is proposed herein any existing restriction on the same length of road will be revoked, unless otherwise indicated.

Copies of the proposed Order, together with plans showing the lengths of roads to which the Orders relate and a Statement of the Council’s reasons for proposing the Orders may be inspected, free of charge, at (1) Surrey County Council, Merrow Complex, Merrow Lane, Merrow, Guildford, GU4 7BQ, by appointment only; (2) Caterham Hill Library, Westway, Caterham, Surrey, CR3 5TP; (3) Caterham Valley library, Stafford Road, Caterham, Surrey, CR3 6JG; (4) Lingfield Library, The Guest House, Vicarage Road, Lingfield, Surrey, RH7 6HA; (5) Oxted Library, Gresham Road, Oxted, Surrey, RH8 0BQ; (6) Warlingham Library, Shelton Avenue, Warlingham, Surrey, CR6 9NF, during normal opening hours; and (7) Tandridge District Council, 8 Station Road East, Oxted, Surrey, RH8 0BT, during normal office hours.

In addition, plans detailing these restrictions may be viewed on-line at www.surreycc.gov.uk/ surreyheathparking (follow links to the Tandridge Parking Review 2025).
