1. NOTICE IS HEREBY GIVEN that the Council of The London Borough of Newham (‘the Council’) proposes to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders would be to:-
(a) introduce new loading bays operating Monday to Saturday 7:00am to 7:00pm with a maximum stay of 30 minutes and no return within 1 hour:
(i) on the north-west side of Romford Road outside Nos. 301-307 Romford Road (a total length of 25 metres);
(ii) on the south-east side of Romford Road outside Nos. 296-298 Romford Road (a total length of 25 metres); and
(iii) on the south side of Post Office Approach, from a point 3 metres east of a point opposite the south-western wall of Nos. 22 – 26 Woodgrange Road eastward for a distance of 25 metres.
(b) introduce waiting and loading restrictions operating ‘at any time’ (double yellow lines and double kerb-blips):
(i) on the north-west side of Romford Road, from No. 309 Romford Road to the common boundary of Nos. 313/313a Romford Road; and
(ii) on the south-east side of Romford Road, from No. 268 Romford Road eastward to a point 9.5 metres north-east of the common boundary of Nos. 290/292 Romford Road.
(c) extend the waiting and loading restrictions operating ‘at any time’ (double yellow lines and double kerb-blips) on the east side of Sprowston Road, adjacent to the western flank wall of No. 299 Romford Road northward by 3.2 metres.
(d) introduce new loading restrictions operating ‘at any time’ (double kerb blips);
(i) on the north-west side of Romford Road, from the south-western kerb-line of Sprowston Road westward for a distance of 12.7 metres; and
(ii) on the south-east side of Romford Road, from the north-eastern kerb-line of Upton Lane north-eastward to the common boundary of Emmanuel Church and Jackson Court.
For all locations described in the paragraphs above, the proposed changes would replace the existing restrictions at those locations.
3. NOTICE IS ALSO HEREBY GIVEN that the Council, in accordance with sections 65 and 66 of the Highways Act 1980 intends to convert, modify or re-create certain lengths of the footway and carriageway space into segregated cycle tracks for use by cyclists only at the locations detailed below;
(i) on the north-west side of Romford Road, from a point 12.7 metres south-west of the south-western kerb-line of Sprowston Road eastward to the common boundary of Nos. 331/333 Romford Road;
(ii) on the south-east side of Romford Road, from a point 3.2 metres south-west of the common boundary of Nos. 266/268 Romford Road eastward to a point 35 metres south-west of the south-western boundary wall of No. 316 Romford Road;
(iii) on the west side of Woodgrange Road, from the north-western kerb-line of Romford Road northward to outside No.1 Woodgrange Road;
(iv) on the east side of Woodgrange Road, from the north-eastern kerb-line of Romford Road northward for a distance of 32 metres;
(v) on the west side of Upton Lane, from the south-western kerb-line of Romford Road southward for a distance of 12.8 metres; and
(vi) on the east side of Upton Lane, from the south-eastern kerb-line of Romford Road southward for a distance of 34.3 metres.
The cycle tracks (which will have a width throughout of between 1.2 and 2 metres) are proposed to aid cyclists to link with existing and new cycle links and networks along key routes, and to avoid fast moving traffic on the carriageway. Priority is maintained for pedestrians when entering or crossing segregated cycle tracks from the footways.
4. FURTHER NOTICE IS ALSO HEREBY GIVEN that, in pursuance of the Highways Act 1980 (Section 90A-90F), the Council proposes to construct a Copenhagen Style blended raised crossing in Sprowston Road at its junction with Romford Road (shared highway and footway space for moving vehicles and pedestrians). This would be elevated sections of carriageway, between 75 mm and 100 mm higher at their highest points than the surrounding carriageway, or at an equal level with the surrounding carriageway and extending across the full width of the carriageway with the ramp gradients between 1:10 and 1:15 and with a length of up to 10 metres.
5. FURTHER NOTICE IS HEREBY GIVEN that the Council, in pursuance of its powers under Section 23 of the Road Traffic Regulation Act 1984 and the Highways Act 1980 (Section 90A-90F) proposes to install a pedestrian crossing sited on a raised table (road hump) to aid pedestrians across the cycle track outside Nos. 313-315 Romford Road.
The raised table will be no more than 10 metres in length, be no more than 100 mm in height and the ramps on each side would have a gradient of approximately 1 in 20.
6. FURTHER NOTICE IS HEREBY GIVEN that the Council, in pursuance of its powers under Section 23 of the Road Traffic Regulation Act 1984 has approved the installation of mini pedestrian (zebra) crossings to aid pedestrians across the cycle track at Romford Road at the junctions with Woodgrange Road and Upton Lane.
7. FURTHER NOTICE IS HEREBY GIVEN that the Council, in pursuance of its powers under Section 23 of the Road Traffic Regulation Act 1984 has approved the installation of upgraded signalised parallel pedestrian and pedal cycle crossings at Romford Road adjacent to and across the junctions with Woodgrange Road and Upton Lane.

9. 10. All objections and other representations relating to the proposed Orders and other measures must be made in writing and received by 15 July 2026. All objections must specify the grounds on which they are made.
