Notice of Making - Road Traffic Regulation (Special Events) Act 1994 - Road Traffic Regulation Act 1984 - Section 16a - The Temporary Prohibition Of Traffic - (Special Events) (Silverworks Island 2026) Order 2026

Coming Into Force: Saturday 27th June 2026 At 00:01 Hours

WHEREAS the Council of The London Borough of Newham ("the Council") being the traffic authority for the various roads shown in the attached schedule in the said London Borough, and after consulting the Secretary of State for Transport in exercise of its powers under section 16A of the Road Traffic Regulation Act 1984(a) as amended, and of all other enabling powers, hereby make the following Order:-

1. This Order shall come into force on Saturday 27th June 2026 and may be cited as the Newham Temporary Prohibition of Traffic (Special Events) (SILVERWORKS ISLAND 2026) Order 2026.

2. This order will cover Events at the location shown in the schedule of roads below, on the following dates:
Saturday 27th June 2026
Sunday 28th June 2026

Friday 03rd July 2026
Saturday 04th July 2026
Sunday 05th July 2026
Saturday 11th July 2026
Sunday 12th July 2026

3. No person shall cause or permit any vehicle to proceed or wait in the lengths of roads in this Order during the prohibited hours on the dates in 2 above, when appropriate signs are displayed in accordance with the Road Traffic Signs Regulations and General Directions 2016(c).

4. In this Order:-
"prohibited hours" means the hours between 07:00 hours to 23:59 on the dates listed in item 2
"undertaker" has the same meaning as in the New Roads and Street Works Act 1991(b).

5. Nothing in Articles 2 of this Order shall apply to:-
(a) any vehicle being used for ambulance, fire brigade or police purposes or for the purpose of an undertaker in an emergency, or in connection with the event;
(b) anything done with the permission or at the direction of a Police Officer in uniform or a Suitably Authorised Officer.
(c) any vehicle displaying an appropriate Event Permit as provided for this event.

6. The restrictions and prohibitions imposed by this Order are in addition to and not in derogation of any restriction, prohibition or requirement imposed by any other enactment and any exception or exemption from the provisions of this Order is without prejudice to the provisions of any other enactment.

7. The restrictions imposed by various Traffic Management Orders will be temporarily suspended while the appropriate signs are displayed.

8. Restrictions and parking prohibitions will apply when the signs are displayed in accordance with the Traffic Signs Regulations and General Directions 2016. One-way roads may revert to two ways, or be reversed, when appropriate signs are displayed.

10. Vehicular access / egress will be via local adjacent roads; other vehicular traffic will be diverted on displayed routes and on occasion may be held for short periods. Pedestrian access will not be affected. Victoria Dock Road will be closed between 20:00 – 24:00 to ensure safe egress to Custom House Station. Diversion route will be clearly signposted.

11. Without prejudice to the validity of anything done or to any liability incurred in respect of any act or omission before the coming into force of this Order, the Newham (Waiting and Loading Restriction)(Special Parking Area) Order 2011(d) shall apply to the roads or parts of roads mentioned in Schedule of roads below, as if, for the purposes of the application of Article 5(1) of that Order to the said lengths of streets, the prescribed hours were "at any time".

12. This Order shall continue in operation for the duration shown above, or until normal traffic operation can be resumed, whichever is the sooner.

This Order Will Expire At 23:59 Hours On Sunday 12th July 2026
