(City of Chelmsford) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No.76) Order 2026

Notice is hereby given that the Essex County Council has made the above Order under Sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended).

Effect of the order: To Implement – ‘No Waiting At Any Time’ Restrictions

Road - Description

Pyms Road North side: From a point in line with the boundary of No’s 42 and 44 Pyms Road, west and northwest for approximately 37 metres South Side:

a) From a point in line with the western kerb line of the new development access road, west for approximately 19 metres.

b) From a point in line with the eastern kerb line of the new development access road, east for approximately 9 metres.

Access Road Both Sides: From its junction with Pyms Road south for approximately 5 metresThis Order will be incorporated into The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019 by Introducing TL705 030 Revision 0.

Date of operation: The Order will come into operation on 27 June 2026.

Application to the high court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 (as amended) or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

Proposed Upgrade of an existing Pedex Pedestrian Crossing to Conversion to a near sided Toucan LED Crossing on White Hart Lane, in the City of Chelmsford.

Notice is hereby given that under Section 23 of the Road Traffic Regulation Act 1984 (as amended) the Essex County Council proposes to Implement the following Toucan Pedestrian Crossing, on White Hart Lane in the City of Chelmsford.

To Implement: A Conversion of the current Pedex Crossing to Conversion to a near sided Toucan LED Crossing on the following length of road

Location: White Hart Lane, West of Boleyn Gardens (Springfield & Chelmsford Garden parishes), in the City of Chelmsford

(i) The Centre line of the crossing will be located approximately 52 metres south east of the junction New Nabbotts Roundabout

(ii) The width of the crossing between stop ‘give way’ lines will be approximately 10 metres.

(iii) Crossing Zigzags Approximately 17.5 metres – to the north of the Crossing, approximately 17.5 metres – to the south of the Crossing

(Footpath 62, Stock) (Temporary Prohibition of Use) Order 2026

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984 (as amended).

Effect of the order: To temporarily close Footpath 62. Stock in the City of Chelmsford, for its entire length approximately 191 metres, from Mill Road to Downham Road.

Diversion will be via: Mill Road, Downham Road and vice versa.

The closure is scheduled to commence on 29 June 2026 to 07 August 2026 where appropriate signs are showing and weather permitting. The closure is required for the safety of the public, while ditch and path reinstatement works are undertaken.

The Order will come into effect on 29 June 2026 may continue in force for 6 months or until the works have been completed, whichever is the earlier.

(Colam Lane, Little Baddow) (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Colam Lane, Little Baddow in the City of Chelmsford, from a point approximately 370m west then north west of its junction with The Rye Field for a distance of approximately 55m in a north westerly direction. The closure is scheduled to commence on 24th July 2026 for 4 days, or where stated on a valid permit (BC411001WGPW5L5V – Openreach). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach.

An alternative route is available via Colam Lane, Church Road, Hammonds Road, Sandon Interchange, A414, Little Baddow Road, The Ridge, Colam Lane and vice versa.

The Order will come into effect on 2nd July 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(East Hanningfield Road, Rettendon) (Temporary Prohibition of Traffic) Order 2026

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of East Hanningfield Road, Rettendon in the City of Chelmsford, from a point approximately 765m north east of its junction with Buckhatch Lane for a distance of approximately 25m in a north easterly direction. The closure is scheduled to commence on 22nd July 2026 for 1 day, or where stated on a valid permit (EC30094285535 – UK Power Networks). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. 

The closure is required for the safety of the public and workforce while service upgrade works are undertaken by UK Power Networks.

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Horse and Groom Lane, Galleywood in the City of Chelmsford, from a point approximately 65m north east of its junction with Bekeswell Lane for a distance of approximately 35m in a north easterly direction. Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Springfield Park Lane, Chelmsford in the City of Chelmsford, from its junction with Springfield Park Road for a distance of approximately 50m in a south easterly direction. The closure is scheduled to commence on 20th July 2026 for 8 days, or where stated on a valid permit (AZ5011001499803 – Cadent Gas Limited). Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close those lengths of road in the City of Chelmsford, as detailed in the Schedule.

The works are scheduled to commence after 2nd July 2026, as stated on a valid permit. The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The roads will be closed to facilitate each phase and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter / leaflet drop and advanced warning signs on the roads.

The closures are required for the safety of the public and workforce while water mains upgrade works are undertaken by Essex & Suffolk Water.

The Order will come into effect on 2nd July 2026 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
