1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, propose to make the above-mentioned Orders under the powers conferred by sections 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

2. The general effect of the Orders would be to convert sections of existing parking places in lengths of road generally fronting the locations referred to in the Schedule to this notice to single yellow line waiting restrictions matching the operational times of the controlled parking zone operating at each of those locations to facilitate proposed crossovers.

3. A copy of each of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of roads to which the Orders relate, can be inspected Mondays to Fridays during normal office hours at: Merton Link, Merton Civic Centre, London Road, Morden.

4. Any person desiring to comment on the proposed Orders should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden, Surrey, SM4 5DX, or alternatively by email to: trafficandhighways@merton.gov.uk, quoting reference ES/CROSSOVER36 no later than 10 July 2026.

Road Traffic Regulation Act 1984 - Section 14(1) - (Burlington Road And West Barnes Lane, KT3) (No. 2) - (Temporary Restriction Of Traffic) Order 2026
1. The London Borough of Merton Council hereby give notice that to facilitate rail works at the northmost level crossing on West Barnes Lane, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road and prohibit waiting by vehicles in Burlington Road.

2. Whilst the works take place, no person would:-
(a) cause or permit any vehicle to enter or proceed in West Barnes Lane, between the eastern kerb-line of Burlington Road and the western kerb-line of Linkway;
(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading, in:-
(i) the length of West Barnes Lane specified in sub-paragraph (a) above;
(ii) West Barnes Lane, both sides, between the northern building wall of No. 50 West Barnes Lane and its junction with Burlington Road;
(iii) Burlington Road, both sides, between its junction with West Barnes Lane and the Burlington Road Tesco supermarket exit;

(c) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph (a) above.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. The alternative routes for:-
(a) vehicles affected by the road closure would be via Claremont Avenue, West Barnes Lane and Crossway or vice versa;
(b) pedestrians affected by the road closure would be via the adjacent footbridge.

7. Nothing in the Order would apply:-
(a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or
(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in sub-paragraph 2(a) above.

8. The Order would come into operation 14 July 2026 and it is anticipated that the works will be completed on 17 July 2026. However, the Order will remain in force for a maximum period of 3 months should further works be required.

Road Traffic Regulation Act 1984 - Sections 14(1), 22c And 22d (As Amended) Wimbledon Championships 2026 - (Church Road And Somerset Road, SW19) (Temporary Restriction Of Traffic) Order 2026
1. The London Borough of Merton Council, on the recommendation of the Commissioner of Police of the Metropolis, hereby give notice that for purposes relating to danger or damage connected with terrorism, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in Church Road and Somerset Road, as required, during the Wimbledon Championships 2026.

2. Subject to paragraph 3 below, between the hours of 6:00am on Monday 29th June 2026 until 11:59pm on Monday 13th July 2026, no person will:-
(a) enter or proceed in:
(i) Church Road, between its junction with Bathgate Road and its junction with Somerset Road;
(ii) Somerset Road, between its junction with Marryat Road and its junction with Newstead Way;

(b) cause or permit any vehicle to:
(i) enter or proceed in the roads or lengths of road specified in sub-paragraph 2(a) above;
(ii) wait, including for the purpose of loading or unloading, or in a parking place, in the roads or lengths or road specified in sub-paragraph 2(a) above.

3. The Order will confer powers to police constables and persons authorised by the director that any provision of the Order be suspended, commenced or revived, and to place barriers and obstructions on the roads or lengths of road specified in sub-paragraph 2(a) above, as they consider appropriate. The Order will also confer the power of direction to police constables and authorised persons which will enable them to facilitate limited access to certain vehicles and pedestrians, including residents and those wishing to attend the event.

4. Alternative routes for diverted traffic will be indicated by advance warning advisory signs but will likely use one or more of the following roads:- Church Road, High Street Wimbledon, Parkside, Wimbledon Parkside, Inner Park Road, Augustus Road, Pepys Road, Merton Road, Durnsford Road, Gap Road, Leopold Road, Arthur Road and St Mary's Road.

5. The Order will come into operation on Monday 29th June 2026 and remain in force until Monday 13th July 2026 inclusive.

Road Traffic Regulation Act 1984 - Section 14(1) - (Various Roads) (No. 9) - (Temporary Restriction Of Traffic) Order 2026
1. The London Borough of Merton Council hereby give notice that to facilitate a programme of carriageway resurfacing and general maintenance works to be undertaken in the roads specified in column 1 of the Schedule to this notice and to facilitate new highway drainage implementation in Carshalton Road, they have made an Order, the effect of which, during the works, will be to temporarily prohibit vehicular traffic from entering, proceeding or waiting, including in any parking places in those roads or lengths of roads specified in column 1 of the Schedule to this notice.

2. Any designated parking place situated in any of the roads or lengths of roads specified in column 1 of the Schedule to this notice will be suspended for the duration of the works in those roads or lengths of roads.

3. Alternative routes for diverted traffic will be indicated by advance warning and diversion signs on the roads affected when the works are in progress.

4. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

5. Nothing in the Order will apply to:-
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police officer in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or
(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of roads insofar as access can be reasonably provided without interference with the execution of the said works and subject to the control of site operatives.

6. The Order will come into force on Friday 19th June 2026, and the anticipated works dates are specified in column 2 of the Schedule to this notice. However, the Order will remain in operation for a maximum period of 12 months, and its provisions may be re-introduced should further works be required.
