THE COUNTY COUNCIL OF THE CITY AND COUNTY OF CARDIFF (PROHIBITIONS AND RESTRICTIONS OF STOPPING, WAITING, LOADING AND STREET PARKING PLACES) (CONSOLIDATION) ORDER 2024
(AMENDMENT NO 88) ORDER 2026

Notice is hereby given that the County Council of the City and County of Cardiff in exercise of its powers under the Road Traffic Regulation Act 1984 (as amended), Part 6 of the Traffic Management Act 2004 (as amended), The Civil Enforcement of Parking Contraventions (City and County of Cardiff) Designation Order 2010, The Civil Enforcement of Road Traffic Contraventions (General Provisions) (Wales) Regulations 2013, The Civil Enforcement of Road Traffic Contraventions (Guidelines on Levels of Charges) (Wales) Order 2013, and of all other enabling powers intends to impose traffic restrictions on the lengths of road referred to in the Schedule below. The nature of the restrictions of the proposed orders are also described in the said Schedule.

The following will apply to eligible residents wishing to apply for Residents Parking Permits. No more than 3 permits will be issued per property (one of which being a Visitor Permit) and the cost of such permits will be in accordance with the County Council of The City and County of Cardiff (Prohibitions and Restrictions of Stopping, Waiting, Loading and Street Parking Places) (Consolidation) Order 2024 which are for the time being:-

In addition you can obtain copies of the same by sending an email request to roadtrafficorderobjections@ cardiff.gov.uk or by making a written request to the address below.

Any objections and other representations relating to the orders must be submitted in writing on or before 10th July 2026 or by email to roadtrafficorderobjections@cardiff.gov.uk and must contain the grounds on which you object. Correspondence may be disclosed as required by the Freedom of Information Act 2000.

The Council welcomes correspondence in English and Welsh and we will ensure that we communicate with you in the language of your choice, whether that’s English, Welsh or bilingual as long as you let us know which you prefer. Corresponding in Welsh will not lead to any delay. This document is available in Welsh/Mae’r ddogfen hon ar gael yn Gymraeg.

Schedule
1) Prevent you from waiting between the hours of 8am – 10pm in:
a) Alice Street on its southwest side from a point 12 metres northwest of its junction with West Close for a distance of 34 metres northwest and on its northeast side from a point 23 metres south east of its junction with Alice Street Car Park for a distance of 3 metres south east, and from a point 24 metres north west of its junction with West Close for a distance of 5 metres north west, and from a point 35 metres north west of its junction with West Close for a distance of 10 metres north west
b) Angelina Street on its southwest side from a point 10 metres southeast of its junction with the unnamed residential side street located between properties 59 and 81 Angelina Street for a distance of 38 metres southeast, and from a point 10 metres north west of its junction with the residential side street located between properties 25 and 43 Angelina Street for a distance of 15 metres southeast
c) Greek Church Street on its north side from a point 13 metres east of its junction with North Church Street for a distance of 7 metres east
d) Hannah Street on its northwest side from a point 22 metres south west of its junction with Steffan Court Access Road for a distance of 5 metres southwest
e) Loudoun Square on its northwest side from a point 10 metres southwest of its junction with Angelina Street for a distance of 30 metres southwest
f)North Church Street on its southwest side from its junction with Greek Church Street for a distance of 6.8 metres south
g) West Close on its south side from a point 40 metres south west of its junction with Bute Street for a distance of 56 metres west and on the northeast side of the south-eastern most end of the close from the common boundary of numbers 13 & 15 for a distance of 8 metres north, and from the common boundary of numbers 17 & 19 to its closed end, and from the southwest side if the southeastern most end of the close from its closed end for a distance of 45 metres northwest

2) Prevent you from waiting at any time in:
a) Bute Street on its northeast side from a point 94 metres south east of its junction with Herbert Street for a distance of 59 metres southeast
b) North Church Street on its northwest side from its junction with Bute Street for a distance of 5 metres southwest

3) Establish Permit Parking Areas (Permit Holders K3 Only) operational between the hours 8am – 10pm in the Cul-desacs off Angelina Street (adjacent to property numbers 29-81, 25-43, and 7-19) throughout their lengths

4) Convert Existing Permit Parking Areas in Alice Street Car Park, Christina Street Car Parks, Hodges Square Car Park, Hodges Row Car park and Maria Street Car Park to ‘K3’ Permit Holders Only operational between the hours of 8am – 10pm

5) Establish Permit Holders Only (K3) Bays operational between the hours of 8am – 10pm in:
a) Alice Street on its northeast side from a point 18 metres northwest of its junction with West Close for a distance of 5 metres northwest, and from a point 27 metres northwest of the same junction for a distance of 5 metres northwest
b) Bute Street on its southeast side from a point 43 metres north west of its junction with West Close for a distance of 47 metres northwest

6) Amend the existing limited waiting/Permit parking places in Hannah Street, Hodges Square Access Road, Loudoun Square, Maria Street and South Loudoun Place to operate between the hours of 8am – 10pm daily

7) Establish a shared use parking bay to Limit Waiting to 2 hours (no return within 2 hours) except for Permit Holders K3 in North Church Street on its northwest side from a point 5 metres southwest of its junction with Bute Street for a distance of 15 metres southwest, and from a point 30 metres southwest of the same junction for a distance of 18 metres southwest

8) Amend the existing Shared Use Pay and Stay Parking and Permit Holders Parking places located on Bute Street between its junctions with West Close and Herbert Street so that they operate between the hours of 8am – 10pm daily

9) Prevent you from waiting at any time with no loading between the hours of 8am – 10pm in:
a) Bute Street on its southwest side from a point 10 metres northwest of its junction with Hannah Street to a point 10 metres southeast of the same junction
b) Hannah Street on its southeast side from its junction with Bute Street to its junction with Alice Street, and on its northwest side from its junction with Bute Street for a distance of 10 metres southwest, and from a point 7 metres north east of its junction with Steffan Court Access Road to a point 7 metres west of the same junction,
c) Entrance to Steffan Court on both sides from its junction with Hannah Street for a distance of 5 metres north west
d) Alice Street on its northeast side from its junction with Hannah Street to a point 10 metres southeast of its junction with Alice Street Car Park Access Road, and on its southwest side from a point 63 metres north west of its junction with West Close for a distance of 15 metres north west, and on its both sides from its junction with West Close for a distance of 12 metres northwest
e) Alice Street Car Park on both sides from its junction with Alice Street for a distance of 8.5 metres north east
f) West Close on its north side from a point 10 metres east of its junction with Alice Street to a point 10 metres east of the same junction, and from a point 30 metres east of its junction with Alice Street for a distance of 25 metres east, and around the central island in West Close.

10) Establish a Goods Vehicle Loading Only Bay with 1 hour maximum stay (no return within 2 hours) in Bute Street on its southwest side from a point 44 metres north west of its junction with South Loudoun Place for a distance of 15 metres northwest

11) Prevent you from stopping in North Church Street on its west side from a point 6.8 metres south of the north west kerb line of Greek Church Street for a distance of 29.1 metres south
