(NORTH JESMOND AVENUE AREA VARIATION TROST04) ORDER 2026
1. NOTICE IS HEREBY GIVEN that the Council of the City of Newcastle upon Tyne propose to make an Order under Sections 1, 2, 4, 32, 35, 45, 46, 49, 53, 63 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004, and of all other enabling powers, the effect of which would be to vary the City of Newcastle upon Tyne (Waiting Restrictions and On Street Parking Places) Order 2026 ("the 2026 Order").
2. The effect of the proposed Order is -
(i) to designate the following roads as a permit parking place zone between the hours of 9am to 11am and 1.30pm to 3.30pm, Monday to Saturday, for J13 permit holders - North Jesmond Avenue Area Zone consisting of the following roads - North Jesmond Avenue, Mitchell Avenue, Towers Avenue, Crossway and Bemersyde Drive.
There will be limited waiting between the hours of 8am - 6.30pm Monday to Saturday on North Jesmond Avenue. The maximum period of stay for vehicles not displaying a J13 permit will be 2 hours with no return within 6 hours. Parking Zone J13 permit holders will be exempt from the time limit.
The new J13 parking place zone will be added to the 2026 Order and therefore the provisions and conditions of that Order will apply to it.
NOTE: Resident parking permits will be available for each eligible property (a maximum of 2 per property) which will exempt permit holders from the restriction.
A visitor parking permit may also be issued to eligible residential properties (a maximum of one per property). Permits may also be available (if they would cause no unreasonable detriment to resident parking) for any property occupied by a business or charity (maximum numbers apply).
Permits will be issued for Parking Zone J13. Details of permit charges/issue/renewal, conditions of use, discounts and types of permit are contained in the 2026 Order. Please note that the permit charges and terms and conditions of use may be subject to change as a result of standard permit review processes.
Eligible Properties for Parking Zone J13: Bemersyde Drive - Nos. 1-17, 19, 21 to 33, 36 to 52 (even)
Crossway - Nos. 1A, 1 to 31, 33 to 37 (odd) Mitchell Avenue - Nos. 1, 3 to 26, 27 to 35 (odd), 36 to 41, 42 to 48 (even), 49 to 53
North Jesmond Avenue - Nos. 1 to 6, Presbytery No.7, 8 to 16 (even), South Lodge, Tennis Lodge, Church of the Holy Name
Towers Avenue - Nos. 1, 3, Apartments 1-14 No. 4, 5, 7 to 25, 27 to 33, 34 to 48 (even)
(ii) to introduce limited waiting restrictions on Osborne Road between the hours of 8am - 6.30pm Monday to Saturday. The maximum period of stay for vehicles not displaying a J2 permit will be 2 hours with no return within 6 hours. Parking Zone J2 permit holders will be exempt from the time limit. New eligible properties to be included in the J2 parking place zone will be added to the 2026 Order and therefore the provisions and conditions of that Order will apply.
New Eligible Properties for Parking Zone J2: Osborne Road - Nos. 122 to 128 (even); 154 to 196 (all); 198; 200; 200A; 204 to 214 (even); 218 to 226 (even), 225 to 263 (odd).
(iii) to increase in length existing no waiting at any time restrictions (double yellow lines) on sections of Mitchell Avenue and Osborne Road.
