What is happening?
THE SURREY COUNTY COUNCIL
Amendments to Certain Parking Controls in Bury Street and Walnut Tree Close within the Guildford Town Centre Controlled Parking Zone in the Borough of Guildford
NOTICE IS HEREBY GIVEN that Surrey County Council (“the County Council”) has made an Order under Sections 1(1), 2(1) to 3 and 4, 32, 35, 36, 45, 46, 49, 51 and 53 and Parts III and IV of Schedule 9 to the Road Traffic Regulation Act 1984 (‘the 1984 Act’) the effect of which is to further amend “The Surrey County Council Various Roads in the Borough of Guildford (Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting and Loading Restrictions and Street Parking Places and Revocation) Order 2025” (“the Order of 2025”). The Order, to be known as “The Surrey County Council Various Roads in the Borough of Guildford (Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting and Loading Restrictions Street Parking Places and Revocation) Amendment Order (No. 1) 2026” which makes the changes as described below.
The general purpose and effect of the Order is to:
(a) amend and revoke some of the existing on-street parking controls within the Guildford Town Centre Controlled Parking Zone (“CPZ”),
(b) introduce Loading Bays operating at any time in Bury Street and Walnut Tree Close in which vehicles only in the process of loading goods on or unloading goods from those vehicles at adjoining premises may be left free of charge and for any period without time limit but with no return for a period of 1 hour after leaving either of the loading bays,
(c) Introduce a formalised Pedal Cycle Only Parking Place in Walnut Tree Close in which only pedal cycles (including electrically assisted pedal cycles) may be left free of charge and without time limit,
(d) In respect to paragraph (b) above, any vehicle may wait in those loading bays for the purposes of vehicles being used during emergencies, to allow persons to board or alight (maximum 2 minutes) and those displaying a Waiver Certificate issued by the County Council and/or its agents (for the period stated on the Certificate), etc.
(e) in respect of the proposed Loading Bays and Pedal Cycle Parking Place referred to above, provide that the exemption for disabled persons’ vehicles in accordance with the “Blue Badge” Scheme will not apply to those Loading Bays or that Pedal Cycle Parking Place,
(f) Revoke any existing waiting restrictions or on-street parking places in the lengths of roads referred to in sub-paragraphs (b) and (c) above;
(g) Exclude any resident or business user of any properties situated within the buildings known collectively as “The Plaza”, Bury Street, Guildford, Surrey GU2 4AG, GU2 4AP, GU2 4AQ, GU2 4AR or GU2 4BH from obtaining any resident, business, visitor’s, carer’s, operational or childcare parking permit for use within any Catchment Area of the Guildford Town Centre CPZ; and
(h) Carry out certain legal drafting amendments to the Order of 2025 which will not affect any of the on-street parking controls enforced by that Order in any way whatsoever.
PROVIDE NEW LOADING BAYS OPERATING AT ANY TIME OF THE DAY OR NIGHT THROUGHOUT THE WEEK
Walnut Tree Close (D4006) (On the north-west side the whole of the lay-by fronting Block C, Bankside Student Living).
Bury Street (D4016) (On the north-west side from a point 3 metres north-east of the north-eastern wall of Block 3, Guildford Plaza south-westwards for 8 metres).
FORMALISED PEDAL CYCLE PARKING PLACE APPLYING AT ANY TIME OF THE DAY OR NIGHT THROUGHOUT THE WEEK
Walnut Tree Close (D4006) (On the north-west side the whole of the lay-by fronting Block A, Bankside Student Living).
A copy of the Order, which will come into operation on Monday 22 June 2026, together with five plans showing the precise details of the parking controls to be introduced and amended and six plans showing the extent of the Guildford Town Centre CPZ and the various Catchment Areas situated within that CPZ, a Statement of the County Council’s Reasons for Making the Order and the Order of 2025 (and the plans which accompany that sealed Order), may be inspected, free of charge, for a period of six weeks from Friday 19 June 2026 –
(a) at Guildford Library, 77 North Street, Guildford, Surrey, GU1 4AL on Mondays, Wednesdays and Fridays between 9.30 a.m. and 5.30 p.m., on Tuesdays and Thursdays between 9.30 a.m. and 7 p.m. and on Saturdays between 9.30 a.m. and 5 p.m.; or
(b) at the Main Reception, Guildford Borough Council Offices, Millmead House, Millmead, Guildford, Surrey, GU2 4BB during normal office hours on Mondays to Fridays inclusive; or
(c) by prior arrangement and appointment only at Guildford Borough Council’s Parking Office situated at Bedford Road Multi-storey Car Park (Level 2), Laundry Road, Guildford, Surrey, GU1 4PX (Telephone No. (01483) 505050 or Email: Parking@guildford.gov.uk) during normal office hours on Mondays to Fridays inclusive; or
(d) by prior arrangement by telephoning or emailing the County Council’s Merrow Complex, situated at Merrow Lane, Merrow, Guildford, Surrey, GU4 7BQ (Telephone No. 0300 200 1003 or Email: highways@surreycc.gov.uk) between 9 a.m. and 5 p.m. on Mondays to Thursdays inclusive and 9 a.m. and 4.30 p.m. on Fridays.
If you wish to question the validity of the Order or of any provision contained in it on the grounds that it is not within the powers conferred by the 1984 Act, or on the grounds that any requirement of the 1984 Act or of any Instrument made under it has not been complied with in relation to the Order, you may, within six weeks from Thursday 18 June 2026, apply to the High Court for this purpose.
