ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

(Temporary Restriction of Vehicular Traffic)

(Temporary Restriction of Waiting and Loading)

Order 2026

WHEREAS the Council of the London Borough of Sutton (hereinafter referred to as “the Council”) being the highway authority for the roads in the said London Borough is satisfied that traffic should be temporarily prohibited and or restricted in order to facilitate highway maintenance, improvement schemes, gulley cleansing and or assets operations and because these works are being executed on or near the carriageway.

NOW, THEREFORE, the Council in exercise of its powers under section 14(1) of the Road Traffic Regulation Act 1984(a) as amended by the Road Traffic (Temporary Restrictions) Act 1991(b), and all other enabling powers hereby makes the following Order:-

  1. The Order, which comes into operation Friday 26th June 2026, and will remain in force for 18 months and may be cited as The London Borough of Sutton (Various Roads) (Temporary Prohibition of Vehicular Traffic) (Temporary Restriction of Vehicular Traffic) (Temporary Restriction of Waiting & Loading) Order 2026.

  2. No person shall until the said works have been completed, cause or permit any vehicle including pedal cycles to:

    (a) proceed at any time in any road or length of road, other than indicated by traffic signs in accordance with the said works;

    (b) contravene any temporary banned turn movements or one way working; and

    (c) wait, including waiting for the purpose of delivering or collecting goods or for loading or unloading a vehicle ‘at any time’ in those areas of parking and loading bays and where any single yellow line restrictions exist

    1. The provisions of any prescribed route or traffic restriction in any road or length of road, may/will be suspended.

      2. Nothing in Article 2, of this Order shall apply to:-

      (a) any vehicle being used, in connection with the said works;

      (b) any vehicle or being used, by a statutory undertaker in an emergency where it is necessary by reason of emergency for that vehicle to have access to the prohibited and or restricted length of road;

      (c) any vehicle being used, for police, fire or ambulance purposes; or

      (d) anything done with the permission or under the direction of a police constable in uniform, a traffic warden or a civil enforcement officer (parking attendant)

      3. The provisions of this Order shall apply only during such times and to such extent as indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016(c).
